Going to the difficult side of the problem

Prospective realization, going to the difficult side of the problem, concrete analyses that reflect progress in reform and free initiative, ideas to create a larger and more consolidated space for the democratic coalition, clarity in interpreting many contemporary phenomena in the field of PD governance, the affirmative valuation of the national values of the War and a firm stance on political discrepancies inside and outside PD, make the PD days environment a gathering where a platform was laid out that will guide PD in its efforts to mobilize all national intellectual forces, which are obliged to serve the consolidation of democracy and Albania’s fastest possible exit from transition. means precisely that PD has brought out the health of these 18 months of governing the country. This implies a concrete confrontation with Albanian reality. After economic stabilization, stopping inflation and the gradual slowing through positive steps of production movement, we will have detailed economic programs, major, rapid and tangible economic changes. Going to the difficult side of the problem, which is a political and economic objective of PD, means confronting the government’s constructive platform, a concrete ascent toward a solution through the means of the Albanian world. This requires PD to expand its base. In reality, the expansion of PD’s base has also been sought through other means, but this has often remained in a frozen situation of sections that nourish the old sentiment of biography. This has caused many people who support it, who fight for its program, to remain outside PD ranks. Going to the difficult side of the problem means building for the future, confronting hardship, orienting oneself with the constructive spirit of the future while realistically assessing one’s time, one’s society’s level, and the problems that society has. The period from large programs to their realization is a difficult and relatively long one. The beginning of the concretization of these programs marks the difficult side of the problem, namely the power of a political force that has undertaken to guide the construction of the democratic state. PD, feeling the responsibility of the difficult side of the problem, seeks the expansion of the coalition with PR and PSD. This makes Albanian society more mobilized toward its national objective. Overall, the expansion of this base will sufficiently serve the constructive cooperation of the democratic coalition, and will serve intellectual mobilization on a broader and more effective scale, in function of the rapid development of economic and political stability. Here it should be emphasized that PD has never been «for making itself great». It has understood how to look reality straight in the eye, to value the intellectual potential of PR and PSD and the contribution they can make and can give in the future. President Berisha’s call for «Friday of dialogue and dominance with PD, not only within PD, but also among other political forces», is a direction toward the great dimensions of this coalition, built gradually through evolving movement. Ultimately, going to the difficult side realizes PD’s great idea of a constructive social spirit, of overcoming the difficulty of the problem, of raising human morale toward tangible well-being, which implies lower unemployment, the opening of new jobs, and the consolidation of the democratic state through the deepening of reform and free initiative. TIRANA, 21 September. - In the meeting that President of the Republic Sali Berisha had on Tuesday with Mr. Shllavko Peroviç, chairman of the Liberal Party of Montenegro, the need for further development of relations between the two countries was emphasized. Mr. Peroviç confirmed his political commitment to an independent and sovereign Montenegro, which would contribute to peace and stability in the region. The Greek minority in Albania enjoys the right to education in the mother tongue in full accordance with international standards

- Statement by the spokesperson of the Albanian Ministry of Foreign Affairs - Precisely at a time when the new Albanian state has continuously demonstrated its real commitment to respecting all the rights of the Greek minority in Albania, in line with international standards, when at the University of Gjirokastër the teaching department in the Greek language is opened for the first time at the highest level of the Albanian educational structure, the Albanian Ministry of Foreign Affairs is being forced to respond to an accusation from the Greek Ministry of Foreign Affairs claiming that “the Albanian authorities have, through a circular, reduced the operation and closed the schools of the Greek minority”. The spokesperson for the Ministry of Foreign Affairs added that local authorities have found the Greek government’s statements to be untrue and without any basis. The Albanian state authorities have not circulated the alleged circular, the training of teachers for minority schools, or the department for Greek language and literature at the University of Gjirokastër. The district of Saranda has 18 schools, of which 2 are primary schools and 16 are eight-year schools with 1,634 students. In the district of Delvina there are 12 schools, of which 2 are primary schools and 10 are eight-year schools with 1,332 students. It is true that in Albania there are schools where four Albanian students study, while for the same number of students from the Greek minority the state keeps schools open at a time when it is dealing with an unfavorable economic situation caused by the transition. The statement of the Ministry of Foreign Affairs and of the Greek government, however, does not correspond to reality and contains precedents (continues on page 6)

Food aid from the European Community

DURRËS, 21 September. - As part of the aid that the European Community is providing to the Albanian people and government these days, the ships “Elpaz” and “Apollonia Nomad” have arrived in Durrës and are being unloaded; they have brought 5,012 tons and 5,000 tons of flour respectively. Measures have been taken for their storage and distribution in the districts. (ATSH)

Statement by the workers of the printing house «Demokracia USA Democratic Press»

For the recognition of the co-owner shares of the Albanian printing house [?] For information to International Media Fund, Mr. Marvin Stone, President of the IMF Board of Directors Dear Mr. Stone, esteemed ladies, having a moral obligation toward the field and International Media Fund, we present the following: For several months now, since the boycott of the printing house by the seven co-owning newspapers, Mr. Dhimitri, director of this printing house, has been acting flagrantly, violating all work rules and standards at the printing house. This person is trampling on our statute, our work, our professionalism, creating conflict and putting pressure on us, causing us discomfort. Mr. Dhimitri is following a policy of replacing protesting employees with outsiders, seeking to bring in his own people (as he has done with the machinery specialist and as he also seeks to do with the computer systems engineer), and with these he does not do what he wants. While under investigation for illegal acts and falsifications, and under scrutiny for the abuses and corruption of which he has been accused by the seven co-owning newspapers, this person has lost his balance and, in a way, our basic rights. In all the cases in which we have tried to dialogue or express our opinion on the problems that concern us, we have received the same answer repeated several times: “I am the owner and I will do whatever I please, shut your mouths or I’ll fire you”; as well as only threats of all kinds: “Damn your mother, I can do as I like with you.” Therefore, esteemed gentlemen, this (Continues on page 6)

Unfounded and malicious accusation - The Ministry of Education of the Republic of Albania denies the accusation by the Greek Ministry of Foreign Affairs regarding the closure of Greek schools in Albania - On 19 September 1993, the Greek Ministry of Foreign Affairs accused Albania of recently closing schools intended for the Greek minority in areas that are not officially registered as populated by the minority, and said that these school closures were accompanied by punishments against students and teachers. Regarding these issues, the spokesperson for the Ministry of Education told ATSH that such a thing is not true at all. No exclusive school in minority areas has been closed, and no physical measure or punishment has been taken against students or teachers of the minority. Within the legal framework, the Ministry of Education has supported and continues to care for the education of minority children, up to the eight-year school level and beyond. This school year, the Greek language department will begin operating for the first time at the University “Eqerem Çabej” in Gjirokastër. The opening of this department, which operates alongside minority schools in the registered areas, some of which will continue with minority teachers, as well as the prominent place that the Greek language holds in the educational process, are clear facts demonstrating Albania’s determination to guarantee minority education. His guiding motto: The homeland above all - Scientific commemorative conference on the occasion of the 40th anniversary of the death of Mirash Ivanaj - Yesterday, on 22 September 1993, at a meeting in New York as well as at the Ministry of Education and the Palace of Congresses in Tirana, a scientific commemorative conference was held on the occasion of the 40th anniversary of the death of Dr. Mirash Ivanaj, organized by the Ministry of Education and the National Association of Politically Displaced Persons. Attending this commemoration were the chairman of the People’s Assembly, Mr. Pjetër Arbnori, the first deputy prime minister and secretary general of PDSH, Mr. Tritan Shehu, Mr. Koço Devoli, secretary general of PDSH, Ms. Yozefina Doçi, Mirash Ivanaj’s niece, Drita Ivanaj and Shpresa Shenu, researchers, journalists, friends and other invited guests. After the words “Welcome”, delivered by the guest of the Assembly, the rector and advocate of Albanian national education, Minister of Education Xhezair Teliti. Further at this commemorative gathering the most distinguished Albanian intellectuals were honored: Qemal M. Notice from the Information Council of the Tetova branch of the Party for Democratic Prosperity

In a communiqué concerning the proceedings of the Third Congress of the Party for Democratic Prosperity, held on Saturday, 18 September 1993 in Tetova, the Information Council of the PPD-Tetova branch voices the objections of this branch. Among them, it says: “1) The decision of this Congress for an Extraordinary Congress is outside the norm and statute of the PPD, which does not provide for holding an Extraordinary Congress. On the other hand, this Congress had every opportunity and authority to carry out the agenda, convene all the delegates of the leadership, without taking away the right to re-candidacy, and elect the new leadership. This agenda and list also marked the opening of the last Congress session. 2) During this Congress, the leadership presented a scattered material which was claimed to be a reasonably accurate record of the meeting of the leadership of the Party for Democratic Prosperity and the Macedonian government, at a time when this material did not bear the signatures of either the Macedonian side or the representatives of the Albanian side, while for the Macedonian side the minister of the interior had been presented as the representative. 3) In this Congress as well as in other similar cases, the leadership has claimed, in order to justify the failure or non-fulfillment of important objectives, that in their activity they had prior agreements with Albania and Kosovo, without ever taking the trouble to prove that such coordination really exists. Indeed, at a recent congress a parliamentary delegation of the PDSH was initially denied entry and then other delegates were invited to the proceedings. 4) At the Third Congress it was claimed that the Tetova branch had divisions within its ranks. In fact, this division, because of the groups of the two wings and the ideas, came as a result of the intervention of the local PPD, which had rushed down in support of the Tetova branch. Other members of the leadership who had previously been on one side and then at the next congress remained silent, and the leadership of the PPD, as this line was being commanded, remained silent! 5) The central leadership monopolized the whole assembly of delegates who were debating, giving the privilege to speak to the secretary of the PPD, Mitat Emini, more than all the other participants, and his speech was applauded only by his praetorian guard. Two questions: from whom does he derive support? Who pays for this and where does its legitimacy end?” In his speech, Mitat Emini declared that when the time comes he will reveal some secrets known only to him! To whom will this former official of the old regime disclose the secrets of the PPD (which only he knows)?
