- TOMOR DOSTI, SECRETARY GENERAL OF THE DP OF ALBANIA - This is a difficult transition of ours, but it is precisely in this difficulty that its greatness lies, because it obliges each one of us to take an active part in easing this difficulty. Even though we are representatives of the DP, the largest party in the country, we must be conscious of what we do and will do. Every party can function well if it has its roots within society. And it is precisely for this reason that we say we are a party of the people, addressing all the people, all its strata at every level, every individual. As such a party, it cannot accept the idea of class struggle, which nevertheless makes an inhumane ideology its motto and turns it into a historical category. I think that an open, free party without prejudices should have as its characteristic social personalism based on four pillars: personalism, solidarity, responsibility and commitment. It is by respecting these that a party survives. Starting from this idea, we must work seriously so that the party is always a reflection of the spirit and aspirations of the people, that is, always alive. Let us make it a ready, prepared and efficient organism, because only in this way will we have the possibility of putting into practice the principles of our program, which are the basis of our political action. THE DOKLE-RUCI-BROKAJ PETITION: BLUFF AND DECEPTION The world knows the true face of the Albanian social-communists.

POLITICAL BANANAS After a hot summer has passed, along with an unusual political measles outbreak, the time has come for us to be more measured. Insulting one’s opponent without principle is just as immoral as defending oneself without relying on any criteria. Such phenomena are encountered in the heavy atmosphere of the political struggle taking place around the democracy we are building. To be objective, one must distance oneself from all sides, but the leadership of the PS has gone too far. At a time when the DP has only one way out: success—the PS, although it has opportunities as the opposition, has become convinced that its only alternative is to upset the political balance established after March 22. And there is a reason for this. More frightened than hungry for power, and seeking to cover up its corruption during the three Nano-Bufi-Ahmeti governments—a corruption documented through the courts, which definitively takes it out of the political game—it has found the most effective strategy to be the total ruin of the country, proceeding from the simple logic that two hands are needed for one head. And, moreover, it dresses this strategy in the guise it adopts to defend democracy. Claiming, under the pretext that the constitution has not been presented—a pretext that seems credible at first glance (because the commission and its leaders are not present!)—the PS parliamentary group left parliament to create a social vacuum, political confusion, in the hope that the popular masses would be drawn in, as in May–June 1991, and that conditional elections would be demanded to bring down the government and hold new elections to create a new political balance in their favor. This failed. And to cover up this failure, Nako and Kalakula in particular were used, before the steps of the human-rights …, and the two … all the democratic forces … to take part in the overthrow of communism. But this attack too, in their judgment, … beyond the usual class … and … The campaign is led by … Mr. Namik Dokle, the first … Dr. S. Pëllumbi and Mr. Namik Dokle, the social-congress … 50-year-old … social-communists, while the second writes with …, upset and nervous over the disillusionment caused by the politicians who foment trouble. We are left with a single conclusion: the PS’s political banana …, and whether this banana means that democracy is bringing us closer to a sad fate with the PS, or to general fragmentation, anarchy and destruction. To protect his credibility and dispel the communist darkness that can be seen from miles away, Mr. Dokle declared at the very beginning of his speech that he represented the European left. And after this overture, with great mastery, he set out the danger of the PS’s political liquidation and the possibility of Albanian democracy. But when did this happen?! When did you receive authorization to represent it? When and how did this European left emerge in Albania? Or did it appear instantly like the goddess Aphrodite from the head of Zeus? Such things happen in mythology, but not in real life. The day before the PS slept in the Palace of Congresses, it resounded with «Enver’s Party, we are ready at any time». And 12 hours later they presented themselves as socialists, after 50 years spent chewing Marxist-Leninist dogma. Show us a document, gentlemen, in which you have critically analyzed the PPSH and the figure of E. Hoxha, and established the criteria for readmitting the 160,000 members who formed the iron fist of the communist dictatorship. Or are you silently waiting for better times to say what your hearts desire and what Mr. Nano and others in Europe …? Keep well. At least keep quiet. If you claim that you want to survive, you must pass through Dante’s purgatory. For that, you know, you must first die! Now I believe you understand me, Mr. Dokle, since you are an intelligent man. The existence of the most orthodox, conservative communist party in the Eastern countries is evidence of the great strength of Albanian democracy, of its tolerance—perhaps to an unjustifiable and compromising degree. This shows that the roads of democracy in Albania are broader than they should be, not narrow as you claim. But you will say that you have a Euro-socialist program. Who believes you? Your mother (the PPSH) proved that it did not follow «the ideas of the time» and was transformed into a machine of … Like mother, like daughter. So, as can be seen, there is no … that can dispel the potential danger the PS carries and displays. LEGAL BUREAUCRACY According to Mr. Dokle, we have reached a situation in which bankruptcy is wreaking havoc. Democracy is being suffocated by the gags and political damage. Anyone who allows these … realities of Albania to believe that the blood has reached the … But when you approach the problems and meet along the way the former PPSH secretaries, senior officers of the Ministry of Internal Affairs and persecutors of the … camps, their cheeks light up with a round, rosy glow; and when you ask them about their children, they all … and try (they know how) to … that they are close by, or somewhere in Europe, or as far away as America, while their monism issues internment orders even for children in the cradle. And you call that …? You understand me, Dokle, since you are an intelligent man. That is called showing someone a gift while … (Continued on page 2)

More than two years ago, when nostalgics for Enver Hoxha’s communism formed the illegal association of Enver’s volunteers, the communist press published the figure of 1 million signatures on this petition. Now, two years later, the communist press has reported that 700,000 of the 1 million Enverists of that time have joined Fatos’s association!! The paradoxes are so numerous that it is clear the figures in the communist press are not only fictitious but false as well. The one million reported by «ZP» in February ’91 voted for the DP in March ’92—a paradox showing that this figure was never accurate in Milošević’s fabricated lists. In March ’92 the DP triumphed with 70 percent of the electorate, while in July ’92 some of the people who voted DP on March 22 did not take part in the vote simply because of misuse, and the DP triumphed again, against a communist electorate that retained its March 22 figures, that is, 30 percent of them. Now, supposedly 84 percent of Albanians eligible to vote have signed the petition of F. Nano’s association; calculated another way, this means that half of the state, local and DP party administration are members of Fatos’s association?! No one believes such absurdities; they are also out of date, like in Milošević’s time. But how were the 2 years before Fatos secured? Many as the Fatos petition?! How …, voluntary action …? The lists were … They were taken ready-made from former signatories of Enver’s association, including the names of people who emigrated long ago to Greece, Italy and other European countries. Second, the petition for Nano included members of the PSSH, members of PASOK, the Bulgarian and Cuban PS, and who knows what other parties around the world. Third, the lists included all those family members who had signed applications for humanitarian aid from Caritas and the Red Cross, and of people whose relatives had been sentenced under the former regime. Fourth, there are stolen lists of former persecuted people and those sentenced to execution, published in the anti-communist newspaper «Liria»—their names were stolen and their signatures fabricated. Fifth, it is possible these lists were stolen from Albania’s national population registers, kept in the relevant ministries … but, in any case, the first explanation is more credible. Thus, from the one million Enver volunteers, sheets bearing 700,000 signatures were taken and placed under the heading of Fatos’s volunteers, while the signatories’ names are either fake, nonexistent, or belong to emigrants, and the lists are telephone directories of the RSHT. There is no temporal, numerical, political or legal basis for it. According to the lies of «ZP», from the day Fatos was arrested, 14,000 people must have signed for his release every day—that is how many members the PS has. So every day one PS member was counted to produce the latest deception in Dokle, Ruçi, Pëllumbi, Brokaj and company’s petition; they are former leaders and inspirers of Enver’s volunteer association. No one falls for the bluff of the PS’s extreme conservatives—except Fatos, who grovels before N. Hoxha, telling her that he took the lists from her husband to use as his own shield. But whom is the PS deceiving with these fabrications? Not the Albanians, because nobody believes them. Then they are lying to the world; fortunately, they want to deceive that democratic world which no longer believes either Nano or the Dokles. It knows the «sincerity» and «justice» of the PSSH: sincerity based on anti-European positions, and justice based on corruption and the theft of millions of dollars in European aid! And the only European party that voted against its own country joining the Council of Europe wants to put on another «show», claiming to deceive the whole world, just as Enver did! Enver’s volunteers thus pass from the archives of F. Kako to become F. Nano’s volunteers!
