Documentation - a fundamental demand of the party[?]
Because of such an abnormal state of documentation, which has been reflected and presented in a very unclear and fragmented way, it is essential that the entire administration of the various sectors of the state and the economy be placed on proper foundations. Under these conditions, the issue of documentation takes on special importance as a fundamental requirement for the smooth running of affairs and for establishing order in public institutions.
Referring to the situation that has arisen, the author emphasizes that the lack of accurate documentation has led to distortions, misunderstandings, and opportunities for abuse. Solving this problem requires immediate intervention, both in the drafting of acts and in their preservation, as well as in the responsibility of the people who administer them.
In what follows, several concrete cases and the consequences that have resulted from this lack of order are discussed, linking it to the need for a modern, disciplined, and responsible administration.

THE ELECTION CAMPAIGN IN THE PD STARTED WITH NEW MEMBERSHIPS
- 365 new members have been admitted so far to the PD branch in Kavajë.
As with every other development of the Democratic Party of Albania, the election campaign within the party in the district of Kavajë has taken on a clearly positive dynamic. So far, 18 people have taken part in the meetings for analysis and elections of the organizations and sections. Among them, there is also a new influx, not only from among former PD members [ ? ], but also from party supporters, who have come forward with the desire to join the party.
This is also an indication of a healthy climate that is developing in the party. Nevertheless, there is also a somewhat pronounced shortage of candidates proposed for section chairmen. In a large part of the sections, the analysis and elections are being conducted with open debate and with a strong sense of responsibility. So far, elections for chairmen have been held in 17 sections.
What is noticeable is that in many cases the proposals for section-chairman candidates have been made carefully, bearing in mind the figure and role that the leader of the party’s basic organization must play. In general, the elections have been held calmly, with great responsibility, and have shown a marked increase in members’ interest in party life.

The Democratic Party of Albania has requested the withdrawal of the Venice Commission from the process of expert review of the draft constitution, proposing to the delegation of the Parliamentary Assembly of the Council of Europe that this process be postponed until after the referendum. The PD is convinced of the necessity for the constitution to be approved in a popular referendum by a majority such that it is felt as its own victory, but not only that of the majority. The inclusive spirit of the draft constitution and the harmonization of its standards with those of important European documents should not be and must not be overestimated. The support that the Venice Commission documents give to the referendum process should be valued, but from the very outset, in the name of democratic standards, it should be considered an internal process. This request by the PD is neither against European standards nor against our Western partners.
It is clear that the time has come for us, through Albanian consensus, to draft and decide on the fundamental document of our state. We are determined, with or without the opposition, to approve the country’s Constitution in a popular referendum. But the consensus of the opposition and of all political forces on the constitution would be a victory for stability and democracy in the country.
In these tense circumstances and in the absence of a positive reflection in Parliament from the opposition, there is no reason for the delegation of the Democratic Party of Albania to the Parliamentary Assembly of the Council of Europe not to request a postponement of the expert review process by the Venice Commission until after the referendum. This request by the PD is another argument in favor of the referendum and against the opposition’s obstructive behavior.
The Democratic Party considers this request part of the effort to create a calmer political climate, to allow Albanian citizens to express themselves freely by vote and without pressure on the constitution of their country.
In this framework, the return of the opposition to the political table and the abandonment of tactics aimed at further tensioning the country’s parliamentary and political life are essential.

Today it was announced by representatives of the Democratic Alliance Party that the leadership of this party had decided to block its participation in the referendum on the constitution. This decision has been presented as the political position of the PAD, but at the same time it has raised many questions because of its proximity to the positions of the Socialist Party and its allies.
In some of the statements made by leaders of this political force, a tone has been noticed that suits the left-wing opposition much more than a party that claims to stand in the center. This is why many are asking whether the PAD delegation is playing the role of spokesperson for the SP.
