ACHIEVEMENTS OF ECONOMIC REFORM - PART OF THE PD PROGRAMME

Special recognition for the chairman of PDSH, F. Sojli, the chairman of A. Meksi, and the chairman of LDC, F. Hasa Some of the most important moments of President Berisha’s activity during his five-day tour in the USA were previously published in RD. This time we are returning to some of the issues discussed and to the most important assessments made of Albania and its president. In his speech at the forum organized on 26 October by the Albanian-American Economic Chamber, President Berisha said that the possibility of expanding the market is being created and that these results, apparently, are special in the view of many officials. He called for increased direct American investment, the removal of restrictions, and further liberalization of the Albanian economy. At this meeting, the spirit of stability and the reformist determination of the Albanian government were praised. The President also met with various leaders of American companies and institutions, who expressed interest in expanding economic relations and entering the Albanian market. Mr. Maksi Schoenberg described the entire Albanian experience as “very useful for a transition economy” and stated that “the lessons learned from Albania are valuable for other Eastern European countries”. At the dinner organized by the “National Republican Senatorial Committee” for President Berisha, which we reported on in yesterday’s issue, the President of the USA, Mr. Bill Klinton, sent a message saying that “we will continue to support Albania’s efforts for democracy and a market economy”. He called on Republican senators to support President Berisha and Albania on the path of reforms. A special guest at that evening event was also former US Vice President Dan Quayle. High-ranking figures from American politics and business attended the reception. President Berisha also met with the executive director of the “Heritage Foundation”, Edwin Feulner, with whom he discussed political and economic developments in Albania, as well as with representatives of the “Hudson Institute”. He gave interviews to American television networks and to radio newspapers, presenting the results of Albania’s economic reform and its prospects. In many meetings, it was emphasized that Albania is being considered a positive example of transition in the region. (Continues on page 2)

THE PRESIDENT DECREED THE ESTABLISHMENT OF SEVERAL MINISTRIES, AND CHANGED THE NAME OF OTHERS

On 7 November, the President of the Republic, Sali Berisha, decreed, at the proposal of Prime Minister Aleksandër Meksi, the appointment of the new government. Pursuant to Article 16, point “ç” of the basic constitutional provisions, the President of the Republic decreed the “establishment of the Ministry of Public Order, the Ministry of Education, Science and Culture, the Ministry of Labour, Emigration, Economic Assistance and Former Political Persecutees, the Ministry of Health and Environmental Protection, and the Ministry of Transport and Communications, and the renaming of the Ministry of Agriculture and Food, the Ministry of Finance, the Ministry of Industry, Mineral Resources and Energy, and the Ministry of Trade and Tourism”. The decree further states: “For the appointment as members of the Council of Ministers of the following persons: 1. Ylli Bufi, Deputy Prime Minister and Minister of Foreign Affairs; 2. Bashkim Kopliku, Deputy Prime Minister and Minister of Public Order; 3. Blerim Çela, Minister of Justice; 4. Kastriot Islami, Minister of Education, Science and Culture; 5. Maksim Cikuli, Minister of Health and Environmental Protection; 6. Arben Imami, Minister of Institutional Reform and Relations with Parliament; 7. Dashamir Shehi, Minister of Agriculture and Food; 8. Ethem Ruka, Minister of Finance; 9. Alfred Serreqi, Minister of Industry, Mineral Resources and Energy; 10. Tritan Shehu, Minister of Trade and Tourism; 11. Ease pension payments for pensioners employed in the private sector

At the government meeting, the Council of Ministers decided yesterday on changes to the social insurance scheme. This change aims to allow pensioners who work in the private sector to continue receiving both their pension and income from their work. The decision simplifies procedures and helps encourage employment in the private sector. Several other measures related to the payment of contributions and the administration of the social insurance scheme were also approved. Meeting of the Minister of Public Order, Mr. Agron Musaraj, with representatives of the leadership of the LDC of Albania

Agron Musaraj received representatives of this organization at the leadership of the LDC of Albania, with whom he held a friendly and useful discussion on further cooperation. The meeting emphasized the importance of public order and the contribution that social organizations can make to strengthening the rule of law. The LDC side expressed support for the measures being taken by the government in the fight against crime and for maintaining order. THE PRESENCE OF INTELLECTUALS - A GREAT STRENGTH OF THE PD AND OF DEMOCRACY

Meeting with Mr. Bashkim Kopliku At yesterday’s meeting, Bashkim Kopliku stressed that intellectuals are a great force for the Democratic Party and for Albanian democracy. He praised their role in the reform processes, in administration, education, culture and the economy, as well as the need for them to be more present in political and social life. According to him, democracy cannot be strengthened without the active participation of intellectuals and without their professional contribution to the institutions of the state. The meeting took place in an atmosphere of open discussion and understanding.

Europe once again close to Albania

- 10 million Ecu pain and clamour? or a billion drachmas? [?] In Belgrade, there have been statements in favor of a new policy toward Albania. [?] In Brussels, further financial support and the gradual integration of Albania into European structures were discussed. This development has been seen as a positive sign for our country and for its western orientation.

New memberships in the Democratic Party of Albania continue

PEQIN: As of 2.11.1993, 165 new members have been admitted to this branch of the Democratic Party of Albania, 25 of them with higher education. KOLONJË: 100 new members in the Democratic Party of Albania, 25 of them with higher education. PUKË: 290 new memberships, including 78 intellectuals. From N. XH. of Durrës and U.
