After the expansion of political plurality and the climate of democracy, in Albania a feverish language of debate is flourishing. Accusations, slander and insinuations are taking hold in public life and are distorting the meaning of press freedom.
In this context, it is essential to preserve respect for the contribution of political forces and of the people who have helped democratic processes. The debate must be civilized and institutional.
A special crisis is emerging in the administration and in relations between institutions, where unnecessary clashes are hindering the normal functioning of the state.

STATEMENT BY MINISTER RULI REGARDING THE REASONS FOR HIS RESIGNATION
(ATSH)
Taking into account the importance of political awareness and institutional responsibility, I am publicly setting out the reasons for my resignation.
My decision is not hasty, but the result of my conviction that, in order to protect the dignity of public office and avoid misunderstandings, this is the most proper course.
I have been and remain committed to economic reforms and to strengthening the rule of law. However, in the circumstances that have arisen, I judge that my departure will better serve political and administrative clarity.
I thank my collaborators and the public for their understanding.

“ZP” continues the fable of the donkey owner
In its attempt to build a fable with political allusions, the author of the article aims to present recent developments as the product of personal intrigues.
But the fact remains that the decisions were taken on the basis of constitutional powers and government responsibilities.
Neither the personalization of the debate nor vulgar language can replace political argument. The public deserves clarity, not caricatures.

The soaked press, steeped in hatred for the PD and Berisha, has described the changes in government with its usual rhetoric. They have spoken of “purges,” “strikes against rivals,” “conspiracies” and “plots.”
All of this is propaganda nonsense. The changes were made in accordance with the needs of governance and with the political responsibility of the majority.
PS is not a victim. On the contrary, it has benefited more than anyone else from the practice of secret voting, which has distorted the real relations of political responsibility.

DECREE FOR THE DISMISSAL AND APPOINTMENT OF SEVERAL MINISTERS
In accordance with article 28, paragraph 2, of Law no. 7491, dated 29.4.1991, “On the Main Constitutional Provisions,” upon the proposal of the Chairman of the Council of Ministers.
I DECREE:
Article 1
Mr. Genc Ibrohori is relieved of his duties as Minister of Finance and appointed Minister of Finance and member of the Council of Ministers.
Article 2
Mr. Arben Malaj is relieved of his duties as Minister of Agriculture and Food and appointed Minister of Trade and foreign economic cooperation.
Article 3
Mr. Avdyl Xhafa is relieved of his duties as Minister of Industry, Mineral Resources and Energy and appointed Minister of Energy and Mineral Resources.
Article 4
Mr. Piro Disha is appointed Minister of Finance.
Article 5
Mr. Selim Belortja is appointed Minister of Industry and Trade.
Article 6
This decree enters into force immediately.
