TRANSPARENCY IN THE DEMOCRATIC PARTY’S PERIOD OF RENEWAL

[?] The responsible and specific answer has arrived; it has certainly expressed the question and has done so through the repetition of this security force in a delegated decline. It has asked about the word and has expressed concern for the rule of law with responsible tendencies. Meanwhile, the PD, at least so far, has not provided a convincing argument. This is something that increases the strength of oversight and the party’s own reform process. At a time when society needs clarification, there must also be a fair distribution of speech and responsibility. In the recent period, several shifts in positions have been observed, but also tendencies to make things more open. This comes naturally as part of a democratizing process. Albania is still in a transition phase, where every wrong step creates consequences in the political and administrative system. Therefore, a high level of public responsibility and a fairer relationship between governance and the party are required. Transparency is not just a word, but also a method of work. Within this process, decisions must be accompanied by full explanations, debate, and reasoning. Only in this way can misunderstandings be avoided and people’s trust strengthened. Otherwise, any partial success remains fragile. In conclusion, transparency today is not only a political demand, but also a moral one. It must become part of the new culture of public action and a test of the seriousness of the reform that has begun. Below we are republishing a piece taken from the newspaper “Rilindja Demokratike”, 20 October 1993, on which former senior state and party officials have commented. The text expresses the need for a more open debate and for greater political responsibility.

RESPONSE TO THE ARTICLE BY ZP. “SALI KELMENDI”, A WRITING “AGAINST” ZAHIT SALAMI? [?]

Response to the article by ZP. “Sali Kelmendi”, writing “against” Zahit Salami? [?] It was on 27 October of this year that I got hold of the newspaper “Rilindja Demokratike”, where I came across the article by Mr. Fatmir Shehu, titled “Response to the article by ZP. ‘Sali Kelmendi’”. In that piece, the author, after expressing dissatisfaction with a number of issues previously discussed, tried to clarify positions that had sparked debate. I think his reaction had to do with the way the figure of an official had been presented, but also with the climate created around certain political developments of the time. Instead of helping to clarify matters, the text brought new ambiguities and forced me to return to the core of the problem. This is not the first time such replies have appeared in our press. But when debate goes beyond the bounds of argument and begins to touch on the ethics of public communication, then it becomes a problem in itself. For this reason, I am clarifying a few points that I believe have been misinterpreted. First, I have had no personal intention toward anyone. My aim has been only to point out a phenomenon and to call for responsibility in how it is handled. Second, the use of certain denigrating formulations serves no one and harms the quality of the debate itself. Third, the reader deserves facts, not insinuations. Therefore I remain convinced that the article in question did not solve the issue. On the contrary, it made the atmosphere even more burdened. If we want to strengthen the standard of democratic debate, we must preserve seriousness and mutual respect.

Report on the reason for the date of the liberation of the city of Shkodër

Statement by the spokesperson of the Ministry of Defence

Regarding the article in the newspaper “ZP”, dated 12.11.1993, titled “Response to the article by ZP. ‘Sali Kelmendi’, slander ‘against’ Zahit Salami?”, the Ministry of Defence clarifies to public opinion that several falsehoods were used in this article. It is not true that such orders or actions as described in the article existed. Official documentation and the relevant testimony say otherwise. For this reason we call on the editorial office to respect professional ethics and not to publish material that harms the reputation of institutions. The Ministry underlines that it is ready to make available any material needed to clarify the truth and that it remains open to correct communication with the media. Any unfounded claim harms not only the persons mentioned, but also the public interest.
