FROM THE MEETING OF THE PRESIDENT OF THE REPUBLIC SALI BERISHA, WITH THE GREEK FOREIGN MINISTER, KAROLOS PAPULIAS

In order not to allow bilateral issues to overshadow the spirit of understanding and cooperation, during the meeting between the two delegations it was decided that work should continue at expert level on all issues, and above all in the spirit of good neighborliness. In this way, both sides agreed that, to regulate issues concerning respect for the rights of emigrants, of Albanians in Greece and Greeks in Albania, work should continue through experts from both countries and from other countries, as well as with representatives of international organizations in the CSCE process. It was stressed that borders are inviolable, and that solving the problem of property in a flexible manner and on the basis of the laws of the respective countries would be in the interest of both countries. The need to continue contacts and talks in the future as well was emphasized, in order to reach concrete agreements and overcome the situation that has arisen. The importance of the meeting of the Council of Ministers of the two countries was underlined, as well as the need for this spirit of understanding to extend to all levels of bilateral relations. THE DEMOCRATIC PARTY IS MOVING WITH A REALISTIC VIEW OF ACHIEVEMENTS AND FAILURES

- On Mr. Troplini’s speech yesterday. For more than two hours, many speakers at the meeting of the Steering Committee of the Democratic Party branch in Durrës gave their views regarding the documents of the PDSH Conference that is being held in Tirana. The speakers were concrete and objective in their analyses, not overlooking the important achievements of the PDSH as a political force in power. Among the speakers were Messrs. Troplini, Haxhi Spahiu, V. Halla, A. Veizi, Gjon Gace, etc. Mr. Troplini, who had raised the issue of unemployment and the dismissal of some people from work, was answered that the changes made in the administration and in the state economy are part of the reform and are not political in character. It was noted that the Democratic Party is not a party of privileges, but of law and merit. The speakers highlighted that, as a ruling party, PDSH also has many responsibilities before the people, so fair criticism and a realistic analysis of failures should not be avoided. Issues were mentioned related to the lack of investment, supply problems, the need to increase control over the administration, and the fight against corruption. At the same time, it was emphasized that the achievements of these years are undeniable: the establishment of pluralism, the market economy, openness to the world, the return of private property, and the creation of a climate of democratic freedoms. These achievements should not be dimmed by temporary difficulties. In conclusion it was stressed that the PDSH Conference should serve to strengthen unity, broaden dialogue with the membership, and deepen democratic reforms.

New discussions also continue in PDSH

Within the framework of the development of the 4th Conference of PDSH, in the districts of the country there have been many debates and discussions around the platform and the theses of its documents. In the PDSH branch in Elbasan, the many discussions were characterized by an open spirit of criticism and self-analysis. The members of the PDSH branch council in Elbasan stressed the need to increase the party’s role in social life, strengthen organizational discipline, and broaden contacts with the grassroots. Remarks were also made about the functioning of some structures and the pace of reforms. In these discussions there were also new additions[?] to PDSH, as an expression of confidence in this political force and in its reform program. Greater attention was also requested for social problems, unemployment, and families in need. It was emphasized that the party must preserve its democratic identity and remain open to differing opinions.

According to the author, those who once predicted the party’s collapse now try to interpret its debates as signs of weakness, while they themselves fail to analyze their own situation. The article focuses on the way labels, insinuations, and political comparisons are used, presenting them as part of an old propaganda that does not correspond to the new pluralist reality. In the end it says that the open debate in PDSH is a sign of its political vitality and not of crisis.

The Council of Ministers approves several draft laws and decisions

In order to address and regulate economic and social activities, the Council of Ministers approved a series of draft laws and decisions. These include measures for fiscal administration, property, privatization procedures, and relations with local institutions. The meeting also discussed the need to harmonize subordinate legal acts with the new laws, so that the implementation of the reform can be more complete and faster. It was stressed that the new draft laws aim to create a more stable legal basis for the transition.
