AUSTRIA WILL GIVE PRIORITY TO RELATIONS WITH ALBANIA. FROM THE VISIT TO AUSTRIA BY THE CHAIRMAN OF THE PRESIDIUM OF THE PEOPLE’S ASSEMBLY, MR. PJETËR ARBNORI Continuing the official visit to Austria, the delegation of deputies from the Albanian Parliament, headed by the Chairman of the Presidium of the People’s Assembly, Mr. Pjetër Arbnori, was received by the President of the Austrian Parliament, Dr. Heinz Fischer. At this meeting, Mr. Pjetër Arbnori, after thanking his Austrian counterpart for the substantial political and economic support Austria is giving Albania in this period of transition toward a market economy and the further advancement of democratic processes, particularly praised Austria’s position and its major contribution to defending the Albanian question and the Albanians living in their own lands in Kosovo, Macedonia and Montenegro. He then discussed the work of the Albanian Parliament, the consensus among the various parliamentary groups on fundamental issues, and the adoption of many important laws, such as those on foreign investment, etc. He expressed his wish that contacts between the parliamentarians of the two countries would expand in the future, recalling once again that traditionally relations between the two countries have always been of great positive value to Albania. The Austrian President of Parliament expressed his pleasure at the visit of the Albanian parliamentary delegation, especially since it included deputies from all the parties represented in Parliament, and noted: «We follow the democratic processes closely and always see improvement in Albania[?]. He also reaffirmed that Austria would continue to give particular priority to further cooperative relations with Albania in all fields. Regarding the situation in the Balkans, the President of the Austrian Parliament, expressing his concerns, praised Albania’s measured position on the problem of the Albanians in Kosovo, where, as he emphasized, that day he had had the opportunity to speak with the leaders of the Kosovo government, Mr. Ibrahim Rugova and Bujar Bukoshi, and learn more about the explosive situation in Kosovo, Serbian violence and terror, as well as the restraint and composure of the Albanian population in not provoking an expansion of the conflict and of the tragedy unfolding in Bosnia. In his reply, Mr. Pjetër Arbnori stressed that Albania has not sought, and will never seek, to change existing borders by force; but that does not mean remaining silent when the Helsinki Charter and the national and human rights of Albanians in their own lands in Kosovo, Montenegro or Macedonia are violated. Mr. Arbnori praised the position of the Austrian Government and Parliament on this problem, and particularly that of Foreign Minister Alois Mock. «Our wish is to integrate into Europe as soon as possible, and we assure you that the Albanian people, both in the past and in the future, have never been a factor of destabilization and cannot be one; they will always be a factor for peace and understanding,» he concluded. After this meeting, Mr. Pjetër Arbnori held a conversation with the Second President of the Austrian Parliament, Dr. Robert Lichal. Mr. Arbnori summarized the work and efforts of the Albanian parliamentarians, and the seriousness and quality of the laws adopted. He said that more than 220 laws had been passed, intended to create the necessary framework in the field— (Continued on page 4)

Not only the hundreds of articles written by «ZP» in its defense, not only his statements and letters from prison, but also the propaganda arsenal «if you are with me», Nano protests and turns an ordinary matter into a political one, in a completely unjustified way. For Fatos Nano has no standing within the PS to become a symbol of the PS, nor of the left social-democratic movement, much less of the broader democratic movement. This means that the more the PS leadership clings to Nano, the more the renewal of this party is prejudiced, and the more its old leadership structures and past come to the fore, specifically Enverism, high-level corruption, the genocide of the PP(S) ... ... controlling every Euro-socialist current within the PS. The Fatosism of the PS leadership, fashioned as a modern Enverism, or a version for our times, is a tragedy for the PS itself, or a coffin following the PS, as the writer I. Kadare put it. This current at the head of the PS recalls the actions of the old leadership of the PP(S): while the system had been overthrown in all the countries of Eastern Europe, they continued to swear allegiance to Enverism under different circumstances, which led to the PPSH leaving the political stage; today it is likewise leading the PS toward destruction, isolation, and the raising up of the PS within old Marxist formulas, on which the 8 billion lire of Italian aid rest. Nano has never been a political phenomenon, but simply an ordinary matter of aid. He is out of step with the century. Throughout his activity he has tried to deny democracy, pluralism and, specifically, democratic institutions, with the zeal of an ordinary man. Nano has not been able, nor has he been content, to make himself a political issue, since he had and has no political standing. He came to the head of the PP(S) by chance and as a failure in 1991, and brought only failures to the PS after he took its leadership, with a brief record of refusing dialogue with democratic forces, which brought him down after about a month-long general strike. F. Nano, neither as an economist, nor as an intellectual, and finally, nor as a politician, has been an issue in the way the PS leadership is trying to portray him. As a politician, he defends a badly adapted variant of practical Enverism, which means ... the more the the genocide of the PP(S), and it is unparalleled in the history of the political movement. The Fatosism of the PS leadership is a martyrdom born of fear of the past, and the morality of today’s activity and a measure for taking ... The PPSH, and likewise today the PS, is responsible for the destruction, isolation and establishment of the PS within the old Marxist formulas on which 8 billion in direct Italian aid rested. Nano has never constituted a political phenomenon, but simply an ordinary criminal case. He has been unable to influence even a single paragraph in either left-wing theory or the left-wing movement, since throughout his practice and his writings he has tried to imitate the Bolsheviks and the democratic forces, which overthrew him after about a month-long general strike. F. Nano, whether as an economist, an intellectual or, finally, a politician, has never been an issue of the kind the PS leadership is trying to make him. As a politician, he defends a badly adapted version of practical Enverism, which means acting as a missionary for the cause of the communists who failed on March 22, 1992, and for their corruption.

During this time, more than 3,000 hours, his subordinates at the Tirana Prosecutor’s Office, who are investigating the Nano case, have held only three hours of questioning sessions with me, Nano protests in a public letter addressed to Mr. Dragoshi. The title of this letter is «Mr. Dragoshi, do your duty»... This phrase brings to mind the manner of speaking of a pretender, loudly and without ceremony; it recalls the man who accepted no style other than his own signature, in order to act like a brave man, without conditions. This way of speaking was characteristic of the dictator when he lost his patience or was in the ecstasy of command. Nano, as Enver’s Fatos, tries to imitate him, as circumstances demand, in all his rhetorical styles. But Nano is writing as if we were under a political regime that has nothing in common with that of Enver Hoxha. His mania for making himself look like Don Quixote is very comical, though also rather pitiful, and he fails to understand it. Neither Enver’s Fatos nor his followers can understand this. To keep the tragedy in the public eye, he is quoted in the newspaper, taken from Nano’s public letter, published in «ZP» on Sunday, 12 December 1993. In this letter, Nano makes it plain from the outset that he is not in the situation he describes, but compromises his own politics by making an exaggerated show of his calculations. He does not tell us how many days he has been isolated, but counts the hours. Poor man, he really has become a sight to pity: he has made all those protests, issued all those directives, and no one has paid any attention; they have forgotten him among his underlings, and all that remains for him is to count the hours. And apparently they have reached 3,000! When it comes to figures, Nano does not seem to like calculating in ordinary numbers. For example, he would prefer to count minutes or seconds, which would give him the figure 9,000,000. It would not be surprising if, in another letter to the Helsinki Committee for the Protection of Human Rights, he said that it had been more than 200,000 minutes, or 12,000,000 seconds, that the PD had kept him in political isolation. But Nano, by playing with figures in the belief that he is exposing something compromising for the judicial authorities, trips himself up. He says: «They have questioned me for three hours?» Mr. Nano forgets that he has already been questioned extensively over all these years, when there is no reason to question him. For example, when Nano is accused of bringing that Arsidh into Albania and of being responsible for 1 million 600 thousand dollars and for a sheath of documents[?] concerning other matters. Why should Mr. Nano be questioned? Well, if the documents are handed over, do they not speak for themselves? Everything is being done to establish the legal proof against Nano, so he must be questioned on another matter[?]. As for the meeting with Perniola, Perniola himself acknowledges that he knows Nano and met with him, and that they talked about wine and women. This information is sufficient to draw deductions about the existing facts concerning the Italian aid issue and «Levante Co». Mr. Nano need not be upset; the time will come for him to answer before the court. Since his party has built a cult around the irreplaceable man, Nano has autosuggested himself to the point that, according to him, the Nano case is at the center of the attention of international public opinion—national attention goes without saying. Enver’s Fatos is absolutely convinced that his word is the law and cannot conceive how an Alush Dragoshi might disobey his diktat. Once again, Fatos Nano forgets who he is and what remains of him. Fatos Nano forgets that he is merely one of those detained for an ordinary crime, and that Alush Dragoshi is not the head of an PS branch, but the Prosecutor General of Albania, who cannot concern himself with every ordinary detainee. His position would change if Nano were to understand[?]; we would respond if some new fact came to light, for example, concerning the events of 2 April in Shkodër and elsewhere. In that case, the Prosecutor General would take action without Nano having to ask.

I am sending this reply to a being who, against his will, has been symbolized by the combination of the letters E-n-c-o D-u-k-a. I do not know whether this being really exists, whether it is one of the old «ZP» journalists who often write under women’s names, or some «young bird» (in Shkodër, they also call a donkey’s foal a «donkey bird»). In any case, young or old, Enco or Lulushë, the being who wrote yesterday’s lead article in «ZP» fully deserves to be a journalist for the PS’s publication. So, if it is a young bird being tested... (I cannot remember now what the noises made by a donkey’s foal when it opens its mouth are called), I would advise the round-headed boss of «ZP» to take it onto his staff immediately, with full rights. To substantiate this, I will list some of the qualities Duka’s writing brings to light. - God has bestowed just the right lack of intelligence, so that he is unable to use logic in what he does. - He would not be able to tell periods from question marks even if he had magnifying lenses instead of eyes (especially when that is what the bosses want). - He has the knack of looking far away for the wolf’s tracks while stumbling over his own blunder, etc., etc.—similar abilities, necessary for working at «ZP». I know it is a futile effort, but, as a matter of principle[?], I am trying to get the other «ZP» journalists to use what little logic is sufficient to understand such simple things, even for them. In my article about the falsification committed by «ZP» in the «testimony-signature» of the facsimiles of documents containing Nano’s handwriting, I asked the «ZP» journalists to explain something to me: How is it possible that in the very same document in which Korbeci explains to Nano who Arsidi is and clearly tells him that he thinks the mandate should be given to Arsidi, Nano asks Korbeci whether he thinks the mandate should be given to Arsidi? But apparently (as I mentioned above), the being Duka has just the right lack of intelligence to be unable to answer this question. As for distinguishing a period from a question mark, the period after the sentence «This will be the MTJ adviser» is clearly visible even in «ZP». The question mark comes after the next sentence, when Nano, having decided on Arsidi’s mandate, asks about the legal procedures. But, as I said, even if Duka had magnifying lenses, he would not be able to distinguish the period from the question mark without his bosses’ approval. Now I will return once more to the little journalist Duka and the photomontage contest. I do not know why he is angry. But if he is keen to enter the contest alongside the other girls, I will try to help him. Finally, I apologize to readers for having had to write in «ZP». I asked the editorial office for permission, at least for this article, so that we could show our «ZP» colleagues that they use their kind of language not because it is difficult, but for ethical reasons they cannot understand. Even so, this article does not include enough such phrases—plenty for «ZP», but not suitable for publication in «RD». Note: The words written here are not aimed at all «ZP» journalists. EDI PALOKA

- A student strike is being announced against the fabrications of «ZP», «KJ», «Aleanca» and the BBC(!) For several days, the Union of the «Independent Student», a student organization approved by the Ministry of Education exactly two years ago and representing thousands of students at our universities, has been the target of an unscrupulous attack by opposition press organs, wholly unserious political circles and foreign information sources. In sync with them all, the newspaper of the largest opposition party, the PS, «ZP», published in its 11.12.1993 issue an insulting and highly speculative article about us. It concerns the student strike. We clarify the following: First, it is unethical for the daily newspaper «ZP» to publish a front-page article about a student strike on Saturday, with the headline pointing downward, saying that it took place four days earlier (that is, by Saturday the strike had ended). This, along with the suspicion that partisan interests underlie it, is based on speculation by the journalist and the editorial staff. Second: The Student Union is called «unjustly speculative». We have not speculated with students, but «ZP» is speculating. We have our independent organization of 8,000 students out of the 25,000 students Albania has. We defend their rights. We chose dialogue because we are in a democracy. Through dialogue we resolved all the demands and publicized them on RTV. Compensation for 50 percent of the scholarship, the demand for University Status or military service, the demand for study and living conditions, and the demand for liberalization of studies or exams—we resolved all of these before some brats like «Brace» or «Marku» and Zoto could remind us of them. Third: We are nonpartisan and have proved it. We defend democracy, but that does not mean we defend those in power. Bureaucrats are our opponents, but so are speculators—indeed, they are even more dangerous. Before the BBC became the truth, it was filled with naïve people, at a time when there are 4,000 students. The University of Korçë, where, according to the secretary and rector, there are ... 2,100 students.
