Democracy in Albania has taken important steps. As an international organization of Christian-democratic parties of the continent, we are particularly pleased with Albania’s political development. The country has made very rapid progress over the last three years, especially in the economy. Albania has an indicator of annual growth of over 11 percent. Inflation is under control. The budget deficit, from 44 percent, has fallen to 13 percent. The political environment is stable and the conditions have been met for the continuation of reforms. The European Christian Democratic Union welcomes Albania’s progress and agreed at the Tirana Assembly in September of this year to grant the Albanian Christian Democratic Party observer member status. This is a recognition of democratic developments. We have been encouraged by the Albanian government’s commitment to a free market economy and the rule of law. We also hope that Albania will take further steps on the path of European integration. The European Christian Democratic Union will continue to support Christian-democratic and democratic forces in Albania. This is a clear signal that the country is moving in the right direction.
DOKLE DECEIVES THE EUROPEAN CHRISTIAN DEMOCRAT DELEGATION

Tirana, 17 December (ATSH) — The Presidency of the Albanian Christian Democratic Party, regarding the visit to Albania of the Secretary-General of the European Christian Democratic Union, Mr. Alvaro Mello, and his statement that “the European Christian Democratic Union proposes to the Albanian coalition the possibility of joining this body,” in which, according to the words of the chairman of the PSD, the political forces he represents are also included, announces that this statement does not appear to be authentic. In a conversation with Mr. Mello, the chairman of the PDK, Mr. Zef Bushati, informed him that the right-wing coalition in Albania does not exist, that it is an imaginary creation of the chairman of the PSD, Skënder Gjinushi, and that the 2-3 parties mentioned as participants in it have denied this. Mr. Bushati also stated that the idea of creating a right-wing coalition may have been appropriate before the parliamentary elections of March 1992, in order to confront neo-communism, but after the victory of the PD such an idea is already outdated. Albania is politically clearly aligned, with the Christian Democratic party in power and the neo-democratic one, for solving Albanian problems with a centre-right program. Therefore, the inclusion of various forces with a dubious past on the right is nothing other than destabilization of the political climate. According to the PDK, this game also stems from the fact that for the third time in a row, Mr. Gjinushi, before international actors, is presenting the Albanian PSD as a centre-right force, which is contrary to its membership in the Socialist International. Recalling that the PSD has been an active part in blocking the re-establishment of full Albanian-American diplomatic relations, that it was the first left-wing force to publicly oppose the return of property to its legitimate owners, to oppose support for compensation for politically persecuted people, and the first political force in Albania to publicly oppose the vote on the Constitution in the popular referendum, the PDK expresses its astonishment that the chairman of the PSD presents himself as a Christian democrat before such an important personality as the Secretary-General of the European Christian Democratic Union. Also, for Mr. Mello’s information, the chairman of the PDK explained that the only Albanian political force officially affiliated with the European Christian Democratic Union is the PDK, admitted with full rights at the Tirana Assembly in September 1993. The Presidency of the Albanian Christian Democratic Party declares that no Albanian politician should attempt to deceive a foreign personality in relations with Albanian political forces, and that the European Christian Democratic parties now clearly understand their political orientation in Albania.

Approval of the ratification of the memorandum of understanding between Albania and the USA

On Saturday, the work of the Fifth Assembly of the Social Democratic Party of Albania continued with discussions by 37 delegates and the final presentation of the report of the Drafting Commission. The chairman of this commission, Mr. Niko Keta, in his speech announced that 12 new proposals had been reflected in the report. The Assembly, he continued, also carefully reviewed the articles of the program and statute for which there had been various proposals and suggestions. The General Assembly ratified the memorandum of understanding signed between the PSD and the delegation of European Christian Democratic Parties headed by Messrs. Alvaro Mello and Jan Peeters. The Assembly also carried out an analysis of the political situation in the country and, by unanimous vote, condemned the violence and arbitrariness of the government against the parliamentary and extra-parliamentary opposition. Likewise, the Fifth Assembly of the PSD asked the government to urgently open the way for better recognition of the Albanian state in Europe, through the signing of the Association Agreement with the European Community. During today’s meeting, the Assembly was informed about the protest this party has lodged with international institutions regarding political violence in Albania. Hungary and Albania will expand cooperation in the military field

The Government of the Republic of Albania, Prime Minister Aleksandër Meksi and Minister of Defence Safet Zhulali held talks with the Hungarian side regarding the expansion of cooperation in the military field. Training of personnel, repair of equipment and exchange of experience were discussed. The Hungarian side expressed its readiness to help restore and make operational the Albanian military equipment. Cooperation is expected to expand further in the future.

According to press sources, the decision concerns responsibilities for important events of that time and the subsequent institutional silence. The matter remains unclear and the documents have not been fully made public.
