The harsh lessons learned in Albania from the collapse of fraudulent schemes of the “SHEA” type may perhaps, finally, be behind us. Such a statement was made by Austria’s Finance Minister Rudolf Edlinger in an interview. According to Austria’s finance chief, the only thing the Albanian authorities can do in this case is to secure recovery of the money losses by taking it from such firms. According to the minister, this is necessary because the coupon funds have been for many people the only means of saving. “In order to save, people in Albania have often relied on the mere promise of making money,” underlined Austria’s finance chief. The high number of such fraudulent companies is linked to the transition from a centralized economy to a market economy. He also stated that such a problem, known to Russians by the name “SHEA,” is beyond dispute in Austria.
