Yesterday morning at the National Li-
brary, a consultation was organized on
the use of securities in the privatization
process. The event was attended by
representatives of central institutions,
from the structures of the economy,
finance and the capital market, as well
as specialists interested in the develop-
ment of reforms.
In the presentations delivered it was
said that the privatization process re-
mains one of the main pillars of the
transition economy and that securities
can serve as an important instrument
for broadening citizens’ participation in
this process.
Different forms of issuance, circula-
tion and administration were discussed,
as well as the legal framework that will
support implementation in practice.
The President of the Republic, Sali
Berisha, also took part in the consulta-
tion, where he valued the importance
of privatization for consolidating the
market economy and underlined the
need for transparency and equal oppor-
tunity.
In conclusion, it was emphasized that
work would continue on drafting clear
mechanisms for the use of securities in
support of privatization.

The National University Hospital Center of Traumatology-Orthopedics is inaugurated in the capital
Last night after the afternoon hours, in the square of the "Martyrs of the Nation" Boulevard, the inauguration ceremony of a new university hospital center was held, which will serve for the specialization and treatment of patients in the field of traumatology and orthopedics.
The meeting was attended by officials from the Ministry of Health, doctors, lecturers, and representatives of public life. The importance of this center for the modernization of hospital services and for increasing diagnostic and treatment capabilities was emphasized.
In the welcoming remarks, cooperation with foreign partners and the assistance provided for equipping it with modern equipment were praised.
It was accompanied by a hall where the premises of the building were described, along with the services that will be offered to students, trainees, and the public.
Later, press representatives were briefed on the progress of the works and on the hospital’s new capacities. In conclusion, it was noted that this initiative will have a direct impact on improving health care for the injured and for orthopedic patients.

routes and forms for political action.
They are as diverse as their ways of
behaving toward one another. Everywhere
they are camouflaged and carefully
processed from the backstage and the
departments that serve them.
In the phenomenon of the 22 factors
one can observe the type of intertwining
of their cloud and initiative. It is
continuous and persistent. While one
side acts according to the slogan:
“Remove the bolt from the sheepfold
and stop the water”; others act with
caution and selectivity. This is so as not
to become distinguishable when they
enter the line, but to seize the object at
the appropriate moment, by every means,
up to and including its elimination.
The bewilderment of the press and of
political weapons is well known among
irresponsible and even hostile circles.
They leave nothing unused.
THE MONOPOLY OF KNOWLEDGE

The world of knowledge, in many
cases, even when it has been part of
human formation, still prefers to judge
according to some old models and
dogmas. This is one of the reasons why
manipulation of public opinion is still
carried out by pinning the concept to
authority, to the name, to the figure,
and not to the argument. Under the
conditions of freedom of expression,
this was removed as a monopoly. But
the old networks of influence continue
to impose their shadow.
The administrative apparatus, the
structures that form the core of the
conscience of a state distorted by the
past, still try to preserve old ties with
public opinion and the press. There are
people who have learned to speak only
in the name of authority, but not in the
name of truth.

On the meetings of Mr. Eduard Selami
in Washington
Official circles of the American population in
Washington with senators and congressmen,
representatives of the administration and of the
public opinion, were yesterday the subject of Mr.
Eduard Selami’s meetings. These meetings dealt
with issues related to political developments in
Albania and with international support for demo-
cratic reforms.
The talks included topics concerning the strength-
ening of Albanian-American relations, the need for
institutional development and the role of political
parties in consolidating the state.
According to sources close to the delegation, the
American side expressed interest in the progress of
the democratic and economic processes in the coun-
try.
The announcement says that during his stay in
Washington Mr. Selami had separate meetings with
different personalities from political life, where the
role of Albania in the region and security issues
were also discussed.
The meetings were evaluated as useful for broaden-
ing dialogue and bilateral cooperation.

1. The revenues of the local budget consist of:
a) revenues from local taxes and duties;
b) revenues from service fees;
c) revenues from rent and use of property;
ç) transfers from the state budget;
d) revenues from fines, confiscations,
and other sources defined by law.
2. The local budget is drafted and approved in accordance
with the relevant provisions and with the planning of the
economic and social development of the unit.

in function of public services and investments related

Taking into account that the Albanian government has
started the process of establishing the legal infrastruc-
ture of the market economy, several important draft laws
in the fiscal field were presented and examined in the
last plenary session.
3 Tax on the transfer of civil rights and notarial fees.
4 Local taxes.
5 Taxes on the profit of non-agricultural activities.
The new taxes also include income tax, turnover tax and
the obligations for private entities carrying out produc-
tive and commercial activities.
According to the discussions, the changes aim to create
a clearer and more functional system for collecting public
revenues and for encouraging investments.
The drafts were presented as part of the broad legal and
administrative reform accompanying the country’s eco-
nomic transition.
