On Tuesday, the city of Shkodra welcomed with special interest a group of deputies and senior officials of the Democratic Party. Part of this group were the deputy chairman of the PD, Mr. Pjetër Arbnori, the secretary for Foreign Relations, Mr. Bashkim Kopliku, as well as Presidium members Mr. Sali Spahiu and Mr. Tritan Shehu. In the meeting held with intellectuals, teachers, doctors, creators and various specialists, as well as with representatives of local government, the progress of reforms and the problems of the city and district were discussed. The first word was given to Mr. Pjetër Arbnori, who stressed that Shkodra has been and remains a strong bastion of democracy, a city with patriotic and anti-communist traditions. He focused on the efforts to consolidate the rule of law and to overcome the difficulties of the transition. Mr. Bashkim Kopliku spoke about the need for political and economic stability and the necessity of attracting investment, stressing that Albania cannot move forward without a capable administration and without the support of its citizens. Mr. Sali Spahiu focused on the role of parliament and the responsibility of the political class to avoid unnecessary conflicts, while Mr. Tritan Shehu spoke about reforms in healthcare and education, as well as the need for a healthier civic climate. During the meeting, many questions were raised about unemployment, the property issue, investments, the state of infrastructure and public order. The participants called for greater determination in the enforcement of the law, as well as a closer link between the central government and local government. At the end of the meeting it was emphasized that Shkodra will continue to stand alongside democratic processes and reforms aimed at the country's integration.

Let us look at some facts. Socialist Bozho Bozdoian officially declared that “the PD pays 8,000 dollars a month for the newspaper ‘ZP’”. Let us assume for a moment that this is true. Then the question arises: who gave him this information? Who told him that the PD pays that much? Has the newspaper in question ever published its expenses? Or is it simply a vulgar slander thrown out for political consumption? Moreover, if we turn to memory, this is not the first time the opposition has used newspaper names to invent scenarios. Yesterday it was “ZP”, today it may be “Ariane”, tomorrow “Messenger”. In this fog of accusations, what is missing is proof. And without proof, every claim remains just words. Instead of speaking with documents, they try to build stories with non-existent “sources”. This way of doing things makes one think of tales about forests and Indians, where the one who shouts loudest speaks. But political reality is not built with fairy tales. It requires responsibility, clarity and honesty. Likewise, when funding in dollars is discussed, there must be an address, a bank, evidence. Otherwise, such statements are nothing but an attempt to smear and create confusion in the public. Socialists should understand that the political climate is not improved with slander, but with serious debate and respect for the truth. What today is presented as a “secret” will tomorrow fall apart on its own as soon as it is exposed to the light of facts.

Selected to advance the battle over confiscated property
The Committee for Foreign Relations and Foreign Policy in yesterday’s session finally examined the draft law “On the punishment of crimes against humanity committed in Albania during the communist regime for political, ideological and religious motives”. The committee agreed that the draft law should be submitted for approval in the plenary session. The deputies also discussed the issue of confiscated property and the need to harmonize Albanian legislation with the recommendations of the Council of Europe. It was stressed that the punishment of communist crimes must be accompanied by concrete measures for the recognition of victims and for their moral and legal rehabilitation. The debate mentioned the need for full documentation of the cases and institutional cooperation for opening the files and shedding light on the past.

We speak and reply with a calm heart about treatment down to the most inhumane way. In internments there is [?], time and place. I was a young man. They arrested me at the age of 17, in 1946. My relatives told me that I was an “enemy”. I was sent to camp and then to prison. I saw there how they treated a person. I remember that in 1947 I saw with my own eyes how they brought in a young man, bloodied, and put him in a cell. Anyone who saw him understood what the Sigurimi meant. This wound does not close with silence. Whoever has suffered it knows that truth is not revenge, but justice. These are not invented memories. They are a part of our history. To say today that we must forget is like asking victims to kill their memory a second time. Better a society that tells of its wounds than a society that covers them up. It is our duty to say what happened, without hatred, but without hiding anything. Only then will the younger generations understand that freedom has a price and that the state cannot be built on crime and deception. Today calm is called for, but true calm comes from illuminating the past, not from reconciliation with the executioner.
THE CASE CONTINUES TO BE INVESTIGATED

The prosecution is expected to give further clarifications once additional evidence has been collected. Citizens are demanding transparency and determination in fully clarifying the event.

FROM THE VISIT OF THE GERMAN MILITARY DELEGATION TO OUR COUNTRY
On 3 February, accompanied by Colonel Aldo [?], a Bundeswehr military delegation, headed by the commander of the Hamburg Military Academy, von Sinden, concluded its visit. The head of the delegation, divisional general, Major General Hartmud Krüger, accompanied by senior officers from the Ministry of Defence and the General Staff of the Albanian Army, visited several military units where he became acquainted with the conditions of training and military preparation. During the visit, talks were held about future forms of cooperation between the Hamburg Military Academy and the Joint Higher School in Tirana, as well as the possibility of sending several outstanding students to short- and long-term courses in Germany. Representatives of the German military delegation also visited the “Misto Mame” enterprise and the military printing works, which they studied with considerable attention. During the meeting with the Minister of Defence, Safet Zhulali, one of the collaborators of the commander of the Hamburg Military Academy underlined that “we are pleased that bridges are being built for a lasting cooperation in the field of military education”.
