DISTANCING IN WORDS, CONTINUITY IN ACTIONS

The first anniversary conference of the PDS, and more broadly, delivered the clear and long-awaited message that the PDS no longer represents, in its entirety, any potential or real threat to the country. The departure of the chairman of this party, Mr. Nano, and the others' declaration of a new reformist and democratic course, including the commitments to support and implement the document signed in Brussels with the mediation of the international community, marks the severing of the Socialist Party's ties with the remnants of the totalitarian past and places it, de jure and de facto, on a new footing. Can it be fully believed that the SP has completely broken with the past? That is a question time will verify. But, at the very least, yesterday's act by the PDS creates a new political and moral basis for inter-party relations and for the country's political life. Distancing in words is necessary, but not sufficient. It must be followed by concrete positions and actions, especially in relation to the fundamental issues that have divided Albanian politics in recent years: the attitude toward pluralism, private property, the market economy, democratic institutions, European integration, and the condemnation of the crimes of the past. In this sense, the socialist conference is valuable if it remains not only a programmatic declaration, but the beginning of a new political behavior. Albania needs a responsible opposition and political competition that serves reforms rather than obstructing them. Albanian citizens, tired of sterile conflicts and empty rhetoric, expect deeds. These deeds will be measured in parliament, in local government, in unions, in the press, and in every public stance. Only in this way will distancing have real meaning. OFFICIAL TALKS BETWEEN ALBANIA AND THE EU PRESIDENCY AT FOREIGN MINISTERS' LEVEL

A representative of the European Community also took part, Brussels On 14 February, in the economic development offices of the French embassy in Tirana, official bilateral talks were held between the Albanian delegation led by Foreign Minister Prof. Alfred Serreqi and the delegation of the Presidency of the European Union, led by Mr. Alain Juppé, Minister of Foreign Affairs of France. As observer, the representative of the European Community in Brussels, Ambassador Mr. Hugo Paemen, also took part in these talks. The talks focused on the development of relations between Albania and the European Union, as well as on the mutual concerns regarding current regional and European issues. The talks were characterized by an atmosphere of understanding and mutual appreciation of the progress in Albania's relations with the European Union, as well as with each of its member states. The Albanian side valued the role and the valuable contribution of the European Union to Albania's involvement in European integration processes, as well as its continued support for our country's efforts in facing economic and social difficulties and in consolidating democratic processes. Emphasizing the particular interest that the development of comprehensive relations with the European Community holds for our country, the Albanian side expressed its interest in opening a European Community delegation in Tirana, as well as in further strengthening political dialogue and cooperation in areas of mutual interest. Both sides assessed the positive progress of political and economic relations between Albania and the European Union. CYAKA E HAPETI SHALIT DECISION ON THE CRIMINAL CASE AGAINST FORMER HIGH-LEVEL EMPLOYEES OF THE PHSH

The Tirana Court of Appeal announced its decision in the criminal case against 10 former high-ranking employees of the Ministry of Interior of the communist regime, accused of crimes against humanity and abuse of office. The trial panel, after hearing the proceedings conducted in the first instance and the parties' claims, decided to uphold part of the sentences and modify others. According to the ruling, some of the defendants were found guilty of arrests, internments, and other repressive measures carried out in violation of the law and human rights. The court emphasized that these actions, carried out within the state apparatus of the time, constitute individual criminal responsibility. There was great public interest in the courtroom. TO NOT SAY: WHY DON'T INVESTORS COME?

They "rushed in", up to 15% of them because investments are in banks!!! Can a decision be reconsidered? Yesterday's curiosity about the Council of Ministers' meeting and the general approval of the law on foreign investments had a solid basis. Especially when one of the key points of debate in recent days has been precisely the climate for investment, its absence, and the need to make Albania more attractive to foreign capital. If it is true that investors seek legal security, clear rules, and reasonable profit, then any decision that harms these elements is damaging. According to the discussions held, an unreasonable tax or restriction may push investors to turn toward banks or other less risky markets. Therefore, the question being raised is simple: are we creating, with our own hands, obstacles to the investments we so much seek? If so, then the provisions that send negative signals must be corrected as quickly as possible. Albania needs capital, technology, and modern management.
