Yesterday, Croatian President Franjo Tugjman arrived for a two-day official visit. He is accompanied on this visit by Economy Minister Vidosevic, Tourism Minister Bulic, and Deputy Foreign Minister Sander. At Rinas Airport, President Tugjman was received by President Sali Berisha. The distinguished guest from Croatia was also welcomed by Deputy Prime Minister Bashkim Kopliku, Deputy Speakers of the People’s Assembly Tomor Malasi and Shaqir Vukaj, Foreign Minister Alfred Serreqi, and others. President Tugjman was also welcomed by the Diplomatic Corps, as well as the ambassadors of Croatia and Albania, Mllade Juncic and Franko Keroqi, respectively. ALBANIA AND CROATIA SHARE THE SAME VIEWS ON THE CRISIS IN THE REGION AND ITS RESOLUTION Yesterday, official talks were also held at the Presidency between the President of the Republic of Albania, Mr. Sali Berisha, and the President of Croatia, Mr. Franjo Tugjman. Both presidents stressed the importance of this meeting on both the bilateral and international levels. They expressed the view that there are every opportunity for deepening economic cooperation between our two countries in areas of mutual interest, which could encompass various fields. The signing of agreements on cooperation in tourism and the oil industry, cooperation between universities, and many other important areas constitute a response to the Serbian aggressor and also help affirm a solution to the conflict in the region. “I appreciate your efforts,” President Berisha told President Tugjman, “to create a Croatian-Bosniak federation or confederation, which is being discussed in Washington.” This would bring peace and long-term stability to the region. In this context, President Berisha went on to say, I consider the issue of Kosovo extremely important, and we believe that without resolving this issue, the crisis in the Balkans cannot be resolved. Therefore, we call for the embargo against Serbia to be linked to the resolution of the Kosovo problem, and we emphasize that this solution does not imply changing borders by force, but rather guaranteeing the freedoms and rights to which Albanians are entitled, in accordance with the Helsinki Act. Tugjman, regarding the development of friendly relations between Albania and Croatia: “We find a sound and comprehensive basis for developing these relations, and I am convinced that cooperation between Albania and Croatia is also a contribution that will acquire great significance in the future within the framework of broader regional integration. “We also consider legitimate and very important the response that NATO aircraft gave to the Serbian aggressor in the skies over Bosnia. “We believe that the courage and bravery of the American pilots will hasten stability in the region.” Tugjman: “I believe that the visit of the Croatian delegation to Albania and the talks we have held with President Berisha and the Albanian delegation represent a further step in advancing bilateral relations and mark renewed efforts toward broader cooperation between the two countries. “As for the situation in the region and the wars, and efforts to resolve the crisis, we have found complete understanding. We believe the time has come for the international community to implement its decisions to oppose Serbian aggression.” ... that between our two countries every opportunity exists to deepen economic cooperation and cooperation between our universities and the University of Zagreb, mark the first steps in this direction. But this cooperation can also extend to other fields, such as agriculture and energy, education, culture and more. In this context, it is essential to establish a legal framework between our two countries. Regarding the situation in the region, the two counterparts welcomed NATO’s decision in Bosnia as a deserved response to ... we believe that without resolving this problem, there will be no solution to the crisis in the Balkans. Therefore, we call for combining the embargo against Serbia with a solution to the Kosovo problem and the lifting of economic sanctions against [text unclear: “pakapton”]. We do not seek a change of borders by force, but the guarantee of accordance with the Helsinki Act. I see NATO aircraft operations as a positive sign that the international community will continue to take further measures to end the crisis in Bosnia and create conditions for peace, as well as to oppose Serbian aggression and the barriers and interference of Russia in the Balkans. President Berisha expressed his full support for the shooting down by NATO aircraft of four Serbian fighter planes that had violated the flight ban imposed by the United Nations. “This is the first step taken by the International Community to restore legality and international principles in the crisis of the former Yugoslavia, and a deserved response to the Serbian aggressor. “Those who want peace and stability in the region highly appreciate the bravery and courage of the American pilots, who risked their lives to protect, among others, the civilian population victimized by the aggression,” President Berisha said. —UN officials say NATO fighter planes shot down four or five Serbian “Galev G-4” aircraft over Bosnia today, a spokesman for the UNPROFOR office in Belgrade emphasized. In Brussels, NATO headquarters confirmed that two American F-16 fighter planes operating from a base in Italy shot down four Serbian aircraft near Banja Luka, a Bosnian Serb stronghold. A NATO spokesman emphasized that the aircraft were shot down after six fighter planes violated the no-fly zone over the region. The planes were shot down after they failed to obey the American pilots’ orders to land.

We have been informed by several different sources (including the PS) that the leadership of the PS is preparing social unrest in the capital. Rumors have spread in certain circles that an illegal rally will be organized on 6 March by left-wing extremists in support of an equally illegal demand: Nano’s release before the judicial process has concluded. We are providing this information because, according to the sources in question, the planned rally is intended to be presented as a “spontaneous” protest by the masses in support of Nano. It appears that the PS leadership intends to carry out a proletarian revolution by force, but such a thing cannot be permitted in any democratic country. Even if the rumors have simply been spread to set the law-enforcement agencies in motion and then use them as a journalistic “scoop” for “ZP,” given the consequences such rumors could have in artificially raising tensions (remember the exodus!), the act is equally reprehensible and malicious. “RD” CORRESPONDENT

—“ZP” has begun reprinting Nano’s “works”— —FRESSH copies “ZP” editorials to issue a statement on the “Nano affair,” naively and ridiculously taking on the role of Org on Tartuffe’s behalf— —Nano is being kept in prison by his lawyers— Without yet having completed its cycle of “publications” under the slogan “Free F. Nano,” “ZP” has begun reprinting them. Thus, on Sunday, one of Nano’s letters that had “broken through the police net” was “reprinted” on the front page of “ZP.” After repeating for the thousandth time the same words about “violations of rights,” “procedural violations,” and “Nano’s release,” the journalists of “ZP” have no more Nano-ist phrases left to pull out of their heads and splash across the newspaper’s front page. But, as one can also read carefully, it is a diversion). Thus, even those who claimed to have some individual stature, by joining Nano’s game, ended up playing the role of puppets. Why do I say this? The facts are showing ever more clearly that the aim of Nano’s group is not the defense of democracy and human freedoms, but the struggle against the PD and the recovery of power by precisely the group that held it for years. This is also evident from the way the procedural arrangements are being organized. It is just like banging your head against a wall and then accusing someone else of hitting you. All these actions are merely disgusting Tartuffian farces. The aim is to show the world that their statements about “the establishment of a dictatorship” in Albania are true. And while the lawyers and Nano play with procedures, they give orders to others to shout for Nano’s release, putting them in the positions of ... on the front page of “ZP”, one of Nano’s letters that had “exposed the police kingdom.” “violations of rights,” “violations of procedures,” naïve phrases left to squeeze out of their heads and put on the newspaper’s front page. But it seems the “order” is that the “revolutionary spirit” must be kept alive, regardless of the words even “ZP” readers have begun to say: “You’ve had your fill of Nano.” An order is an order, so a lawyer-MP is found who, it seems, has no qualms about his reputation and repeats all the nonsense that has been said so far in “ZP”. “FRESSH” is advised to issue a statement in defence of Nano, because the impression has been created that young people do not much support the chairman. The FRESSH leaders find it easy to dip into “ZP”’s collection, put “The FRESSH leadership” under the editorial, and the stale statement is ready. I do not know how some of that organisation’s leaders accepted that, at a time when it was thought that these young people in particular would themselves give direction to the PS, it should be openly declared that FRESSH is merely an executor of the orders of the conservative extremists in the PS leadership. I feel sorry—not for the sons of cooperative chairmen, nor for those who “helped” their fathers discover the party’s enemies and joined the PP as soon as they came of age—but for those FRESSH members who genuinely aspire to a democratic society. Well, they should know that there can be no democratic society with thieves and servants of E.Hoxha (Whoever wants ...) to defend democracy and human freedoms, but to fight the PD and regain power—precisely by evident in the Nano case. First there is an outcry over deliberate delays in the investigation; then, when the investigation is over, procedural violations are concocted and a postponement of the proceedings is demanded. Anyone with normal logic and reasoning understands that these are absurd fabrications, because the lawyers for Nano—and Nano himself—have stated in the press that they refused to take possession of the indictment, and then brazenly blamed the prosecution for this, accusing it of violations... All these actions are nothing but that their statements about “the establishment of Nano play games with procedures, they instruct position of Orgons, the naïve and ridiculous defenders of Tartuffe. President Tugjman said that Croatia is directly interested in putting an end to the conflict and is making every effort in this direction. It hopes for positive results from the agreement being negotiated between the Croats and Muslims in Washington. Berisha: We discussed with the President

More than an observation —Five southern districts at risk of an information blackout on TV. —The Sarande and Delvine districts have had no information from TVSH for four months!... This concerns the five districts of the southern region: Tepelene-Permet-Gjirokaster-Sarande-Delvine. It should be said from the outset that, whereas in the Northern Zone of Albania today economic hardship constitutes a problem, in the South the lack of information represents a concern in its own right, no less significant. So, what is the situation regarding the gathering of information from this area by TVSH? At present there is one TV reporter, without a professional camera or means of transport, covering such a large area—without even mentioning other technical and professional equipment and conditions that would be considered normal elsewhere in the world but would, for us Albanians, be a luxury for the time being. This situation has meant, for example, that there has been no television coverage at all from the Sarande and Delvine districts for four months!... —All the people of the world should be left-wing, because their hearts are on the left— As the leaders and MPs of the PS clearly express themselves, having squeezed into the four pages of “ZP”, they have “occupied the plot mined with the image of ‘KJ’ and ‘Aleanca’.” Among the most prominent in the campaign to elect the chairman was undoubtedly Mojkom Zeqo. In the 25 and 26 February issues of “KJ”, he has taken over page 5 with a substantial piece, presenting a broad, though not particularly profound, range of his socialist ideas. In the line of analysis, subtle and archaic ... Feeling that it would take up too much time and space to engage in an extended polemic with him, we are selecting just a few “gems” from this statement. We quote exactly the first discovery of the voluntary “archaeo-logist,” Mojkom Zeqo. “I think that a writer, a true intellectual, holds democratic left-wing convictions. This has reminded me of the unpublished saying of N. ... and Zeqo, with simple images.” Being true, at the same time, in literature, culture, ... ... creates politics. Those who have not been and are not communists and socialists, who are established as committed right-wingers, cannot become true intellectuals, as long as they do not hold left-wing convictions. It goes without saying that the only true intellectuals are Marx, Engels, Lenin, Stalin, Enver Hoxha, Ramiz Alia, Fatos Nano, Gramoz Ruçi, and... Mojkom Zeqo, first and last. The socialist archaeologist Mojkom Zeqo’s second great “discovery” is an appeal to all Albanians and peoples of the world to be left-wing, because in these arms ... (Continued on page 2)

—Aleksander Frangaj released in the courtroom— At the Tirana court, at midday today, Arjan Leka presented his closing arguments in the criminal case of disclosure of a state secret in collaboration, provided for under Articles 122 and 13 and 186 of the Criminal Code, against the defendants Aleksander Frangaj, Martin Leka, Romeo Lici and Bashkim Feta. State secrets are defined as all information of a military nature whose disclosure is prohibited by law, and whose disclosure was alleged by prosecutor Ardian Leka. Such a secret was published in “Koha Jone” on 24.1.1994. In this way, Romeo Lici and journalist Martin Leka, acting in collaboration with one another, obtained and disclosed the state secret and shared it with the prosecutor. As for the serviceman Feta, A. Leka withdrew the charges of dereliction of duty, while Aleksander Frangaj, although it was not established that he had been at the newspaper, should answer as editor-in-chief of “KJ” under Article 20/1 of the Press Law. At the end of his closing arguments, the prosecutor requested a sentence of three years’ imprisonment for Romeo Lici, one year for journalist Martin Leka, and six months each for Aleksander Frangaj and Bashkim Feta. It should be noted that prosecutor A. Leka dropped the part of the charge concerning a violation against defendant Martin Leka because no such complaint had been filed by the head of the Ministry of Defence. In their statements, the defence lawyers raised arguments concerning the regulations at Tirana prison, where, as the accused stated, they had not been able to carry out their duties properly. For this reason, the defence lawyers requested that ... FINAL DAY At yesterday’s hearing, the defence lawyers, as well as the four defendants, had their say. Both journalists and their lawyers once again repeated that their arrest was unfounded. The judicial panel retired to reach its final decision and, at 15:00, ruled that serviceman Romeo Lici be sentenced to four years’ imprisonment, and “KJ” journalist Martin Leka to one year and six months’ imprisonment. The time spent in detention was counted as the sentence for serviceman Bashkim Feta, and he was released in the courtroom. The investigative file concerning journalist Aleksander Frangaj was amended, and he was released in the courtroom. An appeal against this unusual decision may be lodged within five days of its announcement. DYLEJMAN KARAJ
