SELAMI WHO HAS DONE A GREAT DEAL FOR THE PRINCIPLE OF ALBANIA AS AN AUTHOR SHOK IN NATO. -NON-VIOLENT RESISTANCE, WITH YOUR PRESIDENT AT THE HEAD, IN SHQYPA, ESTABLISHES THE PRINCIPLE OF BEING MORE SUPPORTED BY THE ASSEMBLY OF DEPUTIES' GOVERNANCE -TO STUDY WITHOUT DELAY THE POSSIBILITY OF ESTABLISHING AN INTERNATIONAL CIVIL AND MILITARY PANEL -VERY INTERESTED YOU ARE IN PREPARING THE MANJONR? OF THE EXPERTS WHO HAVE BEEN SENT TO YOU FOR THE IMPROVEMENTS YOU HAVE MADE THESE LAST TWO YEARS THAT INCLUDE EXTRAORDINARY POSSIBILITIES. -FOR THE UNION, WORK AND HELP, ALBANIA WAS VALUED AS A BROTHER COUNTRY -WE AWAIT WITH IMPATIENCE THE MOMENT WHEN ALBANIA'S ENTRY INTO NATO WILL BE MADE POSSIBLE. SPEECH DELIVERED BY MR. LOIK BOUVARD Honorable Deputy, Ladies and guests, It is with particular pleasure that I am present here today in the Parliament of Albania, in this hall where your nation, through its political representatives, has clearly expressed its will to build a free, democratic and pluralist Albania. A part of the Albanian population in Kosovo sees in this hall both its leaders of hope and its legitimate rulers. Where violence is being replaced by free and democratic discussion, the authority of arms is being replaced by the authority of law and of the vote. These are the surest signs of the collapse of dictatorship. NATO is supporting with all its means the action of your government in facing the countless difficulties your country has gone through in these four years. Since 1990, the North Atlantic Assembly has supported, and continues to support, Albania through numerous aid and assistance programs to ease the difficult transition toward democracy. With the authorization of the president of the North Atlantic Assembly, Mr. Charles Rose, I am here today to assure you that the support for your government’s action by the democratic member states of NATO will not only continue to be strong, but will grow even deeper in the future. We view, especially with pleasure, the efforts of Albanians to create a free, open and democratic society in which every citizen may enjoy in peace the fruits of his own labor, free from fear and misery. You know that the French government, like many governments and parliaments of Western democracies, has sent and continues to send experts and advisers to your country to help quickly build a modern judicial and administrative system. But to help and encourage the development of a market economy, effective and integrated into the European economy, international aid is not enough. Much depends, first and foremost, on you, on your determination to continue the reforms and defend them energetically. All political forces in Albania must feel interested in establishing and maintaining a peaceful, civic and parliamentary climate, so that your country continues to be reliable for international partners. On behalf of your friends in the North Atlantic Assembly, I would like to tell you that we greatly admire the calm and maturity of the Albanian people in the face of the great trials it has endured. We also know very well that it is difficult for you to cope with the flow of refugees from Kosovo and with the consequences of the embargo weighing on your economy. However, maintaining stability in Albania is of first-rate importance not only for Albanians, but also for peace and security in the Balkans. In this context, we are concerned about the situation in Kosovo. The non-violent resistance of the Kosovo Albanians, led by President Rugova, has shown extraordinary political maturity and deserves greater international support. We believe that the possibility of establishing an international civilian and military presence, which would help prevent the outbreak of a new conflict in the region, should be studied without delay. Allow me also to greet Mr. Selami for the role he has played in the debates of the North Atlantic Assembly and for his commitment in favor of bringing Albania closer to NATO. We are happy to have in our midst friends and partners who understand that Europe’s security is indivisible. I am convinced that Albania’s path toward Euro-Atlantic integration will continue. The progress you have made in these last two years has been noticed and recognized by all those who closely follow developments in your country. We hope that the day when Albania can join NATO is not far away. Thank you.

Honorable Deputies, Honored friends and guests, It is a special honor and pleasure for us to receive today in the People's Assembly of Albania Mr. Bouvard, accompanied by the Secretary-General, Mr. Amonen. On the occasion of his visit to our country, I would like once again to express the pleasure we feel in meeting him, which is a good opportunity to strengthen our relations with democratic countries and with Euro-Atlantic institutions. The Albanian people are going through a difficult period of transition. The challenges are great, but we are determined to build a state based on the rule of law, a market economy, and a free civil society. The support of our international friends has been and remains very important for the success of these reforms. We highly value the solidarity of NATO member states and of the North Atlantic Assembly with Albania. This support is a great encouragement for our people and for our democratic institutions. In particular, I want to emphasize our concern about the situation of Albanians in Kosovo. We believe that the solution must come through dialogue and respect for human rights. MESSAGE OF POLITICAL SUPPORT AND CONCRETE ASSISTANCE FOR SPEEDING UP ALBANIA'S MEMBERSHIP IN THE COUNCIL OF EUROPE

We have tied part of our near-term outlook to the process of integrating the country into European structures.
