DOCUMENTARY EVIDENCE ALSO PROVES THE CRIME
“Italian” evidence proves that Lev Coe was set up by the Albanian government.
-The severance payment for Lev Coe meant that the bids of the large and well-known Italian industrial group “Curcio Frères”, which created and developed in 1992 the Italian processing technology, were eliminated.
-The six-month period for transposing the law amounted to the fantastic figure of 420–600 million lire.
-The Italian “independent” expert Nanos-Shitili of Coe for Vitti[sic] 1914 billion lire with a profit of 90.
That was also the loss in Italian aid.
“The” Italian evidence proves that Lev Coe was set up by the Albanian government.

In fact, what most clearly proves the guilt of Nanos Manos-Orekson of the month is the statement by Italy’s Finance Minister, Franco Reviglio, to the newspaper “Corriere della Sera” on 8 January 1994.
He considers the Italian government’s decision to break off the agreement with “Curcio Frères” and give it to “Nanos” and “Lev Coe” hasty and not “technically sound”.
According to the decision we presented in the previous issue and for which Orekson insisted “without conditions”, as emerged from the conversation we are citing with the Finance Minister, “Curcio Frères” offered to make available to the Albanian state 16 thousand tons of mixed and packaged pasta, with a total value of 7 million dollars, in exchange for 70 thousand tons of wheat, instead of the 5 thousand tons promised by “Lev Coe”, a ridiculous quantity if compared with our country’s vital needs at the time.
After this figure, which clearly shows what value the Albanian state was receiving, we mention only two other facts that make even clearer to the public the reason for our raising our voice against a scandal that would have serious consequences for the country’s economic fate. “Nanos” would have earned 420 million lire if the reduction coefficient had been 4 percent and not 6 percent, as he claims. If the Albanian government had accepted 8 percent, “Nanos” would have earned 600 million lire. These figures emerge very clearly from a calculation table that we are publishing today. And if we calculate “Nanos”’ profit on the basis of the prices of another Italian company, “Curcio Frères”, the loss caused to Albania would have reached 2.4 billion lire, or 14 million dollars. This amount was made possible also by the preference for buying the wheat at least 41 percent cheaper than “Nanos” and processing it with much more favorable coefficients.
Also yesterday, after returning from the United States of America, in a statement to the press, the chairman of the PD, Mr. Eduard Selami, called on the competent state authorities to act according to the law in response to this scandal. In his view, this issue is not only about the fight against corruption, but about defending the vital interests of the Albanian state.
to add further, perhaps in order to present it as “normal”, the Italian government’s decision to transfer the agreement to “Lev Coe”, “Corriere della Sera” notes that the Italians had taken another reason into account as well: Orekson’s absurd haste to sign the agreement. “He himself presented the Italian government with a document according to which the Albanian government had decided to give priority only to “Lev Coe”.
The translation of these words is perfectly clear: by canceling the offers from “Curcio Frères”, Orekson deprived the Albanian state of the chance to obtain much larger food aid under much more favorable conditions. That is why this matter takes on not only the character of an economic scandal, but also that of a serious act against the national interest.
