MR. JOULLWAN’S VISIT - A VERY IMPORTANT EVENT FOR ALBANIA’S INTEGRATION INTO NATO

Present at yesterday’s press conference, jointly organized by the Ministry of Defense and the General Staff of the Army, were the Deputy Minister of Defense, Mr. Ylli Zyla, the commander of the Turkish Land Forces, as well as the deputy head of the NATO military delegation, Major General Ahmet Celebioğlu. Mr. Joullwan began his remarks with a special note about the extremely warm welcome and the praise he had received in our country, especially from President Berisha and the Minister of Defense, Safet Zhulali. He stated that, in addition to this, he had also seen that the Albanian army is in the process of being transformed into a modern force that will very soon be highly capable of fulfilling its defense mission. Continuing his remarks, Mr. Joullwan said that Albania is geographically an important country, and that we follow with interest your government’s military and political program. “Albania has a key position in NATO’s relations with the countries of Eastern Europe. The Albanian government is an important partner that is building trust, and the fact that Albania participated in the North Atlantic Cooperation Council shows the Alliance’s predisposition to draw gradually closer to Albania and to integrate your army’s structures at all levels into NATO structures,” Mr. Joullwan further stated. The American general further assessed that Albania has shown admirable maturity in dealing with ethnic cohesion problems in the region, comparing its contribution in this field with Serbia’s destabilizing activities. “We hope that this stability continues, that military and democratic reforms move forward, because Albanian soldiers can make a very great contribution to peacekeeping missions, which implies your will to join NATO.” The above statements by the Supreme Commander of NATO forces for Europe, General George Xhoalwan, were made at yesterday’s press conference, at the conclusion of his official visit to our country. Speaking about the problems of ethnic cohesion in the region, he said that “the region has an extremely delicate situation. This concerns not only us military personnel, but also American policy. Although military men often wish to solve problems by force, we are following developments in Bosnia carefully and attentively, and we are convinced that these problems can be resolved through political and diplomatic intervention.” In response to a BBC journalist’s question about “how the West sees Albanian-Greek relations, especially in the military sphere,” Mr. Joullwan said that “the gradual integration of Albania with NATO will make Albania a safer country, protected from any threat that may come from anyone.” In conclusion, General Joullwan said that he had taken away the best impressions of Albania and that Albanian soldiers are showing professionalism and dedication. DECLARATION OF THE DEMOCRATIC PARTY OF ALBANIA

Before the decision on the properties of the Greek minority in the south of the country was issued, the military headquarters and that of the prime minister carried out a disinformation campaign in Greece. Based on documents signed by the president, and a deliberately misinformed media, various versions have begun to circulate about the decisions of the Albanian government and the country’s institutions. Given this situation, the Albanian Democratic Party considers these slanders and insinuations from Greek circles and the Greek press to be unfounded and aimed at creating a false climate around the issue of property ownership in southern Albania. The General Press Union in Albania and in Europe must, in every case, respect the truth and avoid speculation that harms relations between countries. The leadership of the PDSh calls on Albanian public opinion and the international public not to fall victim to this disinformation. Tirana, 11.04.1994

"ZP": The martyrs of 2 April are not of PD A writer from Shkodër, Jakup A. Ahmeti, published a grotesque, perverse and post-communist two-column essay. Under the title “On 2 April, the 22 boys of Shkodër were killed to remain poor and be saved against...” "ZP" is making yet another attempt to turn things upside down, treating the historical debate on 2 April and its emotions not “as one should speak to the people and the crowd” but “as the devil sees it and laughs,” undercutting the history of 2 April. In those passages PD is accused of trying to exploit the “martyrs of 2 April” as a “figure” to touch the pain cards of the people of Shkodër and to drag the matter further into the “duty of the commune,” thus further stirring up this turmoil with the blood of the 4 martyrs of democracy. A writer from Shkodër, Jakup A. Ahmeti, published a grotesque, perverse and post-communist two-column essay. Under the title “On 2 April, the 22 boys of Shkodër were killed...” he attacks the memory of the martyrs of 2 April and tries to shift the historical debate. In those passages where PD is seen as taking care to exploit the martyrs of 2 April as a “figure,” he seeks to overturn the truth of the event. PROTEST NOTE FOR THE ALBANIAN GOVERNMENT

Broad sectors of Albanian opinion, especially intellectual circles, associations of the persecuted and political groups, are reacting strongly to the Greek press’s denigrating campaign against Albania. According to these reactions, these attacks seriously infringe national interests and seek to create a climate of mistrust in bilateral relations.
