Those offensive inscriptions, placed on a monument of national history, sparked widespread reactions. The article brings back memories and testimony about the figure of Spiro Moisiu, presenting him as one of the representatives of communist violence against Albanians. It mentions wartime and postwar events, orders for executions, and harsh attitudes toward political opponents. The author calls Spiro Moisiu a “red commissar” and “executioner of his own people,” placing his figure in the context of the crimes of the communist regime. ALBANIA AND ROMANIA SIGN THE TREATY OF FRIENDSHIP AND COOPERATION President Berisha concludes his visit to Romania Bucharest, 12 May 1994 President Sali Berisha and his Romanian counterpart Ion Iliescu signed, after bilateral talks, the Treaty of Friendship and Cooperation between the two countries during a ceremony held at the Romanian Presidency. The document takes previous bilateral agreements into account and is based on respect for freedom, independence, sovereignty, territorial integrity, and non-interference in internal affairs. The treaty provides for the strengthening of political, economic, and cultural relations between the two countries.
