President of the Republic Sali Berisha in Delvinë, Sarandë, Gjirokastër, Tepelenë, Peshkopi, Bulqizë, Mat, Prrenjas
The President of the Republic, Sali Berisha, visited yesterday the towns of Delvina, Saranda, Gjirokastra, Tepelena, Peshkopia, Bulqiza, and the district of Mati. Everywhere he was welcomed with enthusiasm by citizens, and large meetings were held in support of the Constitution.
In Delvina, the president spoke about the historical importance of the referendum and the need to strengthen the rule of law. In Saranda and Gjirokastra, he emphasized the role of the Constitution in protecting citizens’ freedoms and rights. In Tepelena, Peshkopi, and Bulqiza, participants expressed their full support.
In Mat and Prrenjas, numerous meetings were held with residents, who declared that they will vote “YES” in the referendum.

Chairman of the PDSH, Eduard Selami, in Kuçovë and Berat

Yesterday morning, the Chairman of the Democratic Party, Mr. Eduard Selami, was on a working visit to the district of Berat and the town of Kuçova to meet with voters in the context of the referendum on the draft constitution.
Mr. Selami also took part in a large meeting held in old Berat, where, speaking about the importance of this event, he asked residents to vote “Yes” in the referendum of 6 November[?].
In Kuçova, he held several meetings with citizens and local activists of the Democratic Party.

The referendum in Albania — a great democratic path
The Lord Chancellor’s Department in London has expressed its opinions regarding the new draft Constitution of Albania, which is being put to a referendum. Excerpts from the study by this department, prepared at the request of the British Foreign Office and presented in London, were, for example, Oe[?]su[?].
Developments in the spheres of representative democracy and the expansion of the department seem to show that the draft Constitution has not left many gaps. In terms of the articles, it is not yet clear whether the President is elected by Parliament or by popular vote, except that these elections must be held directly. Article 84 of the draft Constitution, according to the department, ensured that the Council of Ministers and the prime minister would enjoy clear and defined powers.
The Constitution strengthens the independence of the justice system and provides a framework for the protection of human rights. The analysis states that approving this Constitution would be an important step toward Albania’s European integration.
The Council of Europe — the main council for the principles of parliamentary government and democracy in Europe — has expressed the need for Albania to meet the constitutional standards for membership.
