Since the ninth day of the year 1920, the century had been paying tribute to Vlorë. Those were the historic moments when hundreds of thousands of people from Mallakastër, residents of the town and countryside, representatives of the intelligentsia, workers, cooperativists, students, military personnel, artists from various fields, boys and girls, men and women, veterans and politically persecuted people, had filled the Independence Square to hear the President of the Republic, Mr. Sali Berisha.
Mallakastër fulfilled its duty with full conscience when, three years earlier, it inflicted the first defeat on the communist clique. It also fulfilled it with dedication and responsibility in the referendum campaign. Now that this has been completed, its calls and their determination ring out with strength and optimism. So many banners and slogans written by the hands of the people of Mallakastër clearly instruct Albanians everywhere in Albania: “Yes to the constitution”, “Yes to democracy”, “Yes to the market economy”, “Yes to independence”, “Yes to Albania” and other commitments. Among them stand out: “Mallakastër’s YES is opening a new history for Albania”, “Sali Berisha, you are the only pole star of Albanians”, “With President Sali Berisha, closer to Europe”, “Let us vote together for a European Albania”, “Yes to the Constitution”, “Yes to integration into Europe”, “Yes to democratic reforms”, “With the people, with Europe, against communism”. Yesterday the President of the Republic, Mr. Sali Berisha, at a large rally in Vlorë, in a meeting with teachers, with ladies and young women, with pupils and students and with intellectuals. Yesterday the people of Mallakastër, in a magnificent, nationwide rally, reconfirmed before President Berisha their determination to vote together, for their own future. Describing the constitution as the foundation of the democratic order, Berisha said that all those who vote “Yes” vote for the Constitution, for the Albanian people! MALLAKASTËR DUKAS MUNICIPALITY Drjt? President of the Republic Mr. Sali Berisha, to the people of Mallakastër, our friends and guests. Brothers and sisters! Mr. President! Honored guests! The people of Mallakastër pay tribute these days to the highest civic and national commitment to the Constitution of the Republic. Therefore we say to this founding document: “Yes”, because with this great act we will break with the dictatorship, we will take steps toward consolidating democratic processes, toward building the rule of law. “Yes” to the Constitution. “Yes” to the Constitution because this constitution protects and guarantees the rights and freedoms of Albanian citizens, economic entities, private and inviolable property, and creates equal opportunities for all. “Yes” to the Constitution because it enshrines political and social pluralism and rules out the return of the dictatorship of the proletariat. “Yes” to the Constitution because it protects private property, free initiative, which guarantees a reduction in unemployment and a better life for Albanians. “Yes” to the Constitution because it affirms freedom of belief, information, the press and organization in associations and political parties. “Yes” to the Constitution because it protects human rights and freedoms, affirms the right to life and human dignity. “Yes” to the Constitution because it affirms the independence of the branches of power and mutual oversight among them. “Yes” to the Constitution because it enshrines the role of the President of the Republic in preserving and strengthening national unity. “Yes” to the Constitution because it guarantees the territorial integrity of our homeland. “Yes” to the Constitution because it is our new document of freedom. “Yes” to the Constitution because it guarantees Albanians’ path to Europe. “Yes” to the Constitution because it is a powerful shield against any communist and anti-national revanche. “Yes” to the Constitution because it better guarantees the rights of owners, farmers, businessmen, intellectuals and young people. I invite you all to vote “Yes” on 6 November 1994. Vlorë, 2 March. In the City of the Flag, hundreds of thousands of Albanians await the President of the Republic, Mr. Sali Berisha. When he arrives, the country’s leader, people shout: “Berisha! Berisha!”, “Victory! Victory!”, “PD! PD!”. Among the banners and posters, these stand out: “The legacy of Ismail Qemali”, “Albanians await brighter days”, “Every Albanian one vote for the constitution”, “With the constitution toward Europe”, “For Albania, for freedom, for democracy”, “We want the constitution”, “Yes to the founding document of the democratic state”, “In the name of Ismail Qemali we say YES”, “Albania toward Europe”. In the city square President Berisha spoke about the historic moment the country is going through and about the civic responsibility of the referendum. He stressed that the “Yes” vote is a vote for freedom, for the rule of law, for pluralism and for Albania’s European future. Citizens, teachers, women and girls, intellectuals, pupils and students took part in the meeting. Chairman of the PDSh, Eduard Selami in Shijak and in New Durrës neighborhood SHIJAK The chairman of the PDSh Ali Spahivari? of the branch of Spital?z?ari? of the Tirana branch, Vjollca Dibra, Vjollca Tarmja[?], Sujlat? Chairman of the PDSh Eduard Selami was greeted with cheers and applause by the participants. The chairman of the PDSh branch of Shijak, Vjollca Tarmja[?], said that the democratic development of Albania and the Albanian nation is unstoppable. He said that through the “Yes” vote, Albanians will enshrine the fundamental document of the state, the constitution. Afterwards, questions from fellow citizens were answered by the Chairman of the PDSh, Eduard Selami, the deputy for the Durrës district, Prof. Dr. Pajtim Bello, the secretary of the PDSh, Gëzim Kalaja, as well as the deputy minister of defense, Fehmi Lleshi. Article 27 of the Referendums Law says:
“In a conditional voting situation, citizens who vote in favor of the first and second vote have their vote invalid if they have not seen the other alternative.” By crossing out “YES”, you vote for the Constitution, for the Albanian people! for democratization, for freedom, for Albania.
