The referendum on the draft constitution in the focus of the foreign press
THE ENGLISH NEWSPAPER “THE TIMES”, dated 7 November 1994, writes among other things:
"Albania is splitting its 1990 politics in two, while almost the entire panel of the socialist opposition is giving the country a constitution with a more pronounced presidential character than a classic post-communist Eastern country.
President Sali Berisha has presented the constitution as a kind of assessment of his democratization, which will eliminate the ongoing disputes over power with Prime Minister Aleksander Meksi. But his critics say the draft gives the President excessively broad powers, sacrificing Parliament as much as possible.
THE ITALIAN NEWSPAPER “IL MANIFESTO”, dated 8 November 1994, writes among other things: “The ‘No’ has won in Albania. The population has rejected Sali Berisha’s constitution, which for the socialist opposition is an extension of the President’s power”.
THE ITALIAN NEWSPAPER “L'INDIPENDENTE”, dated 8 November 1994, writes among other things:
"That the Berisha government should not go through this time, with this defeat the figure of the head of state has been punished by the Albanian electorate. This was determined by the echo of popular dissatisfaction, but Berisha’s power was also felt strongly at the head of the state and the party".
THE AUSTRIAN NEWSPAPER “STANDARD”, dated 8.11.1994, writes among other things:
"Only 53 percent of voters turned out in the referendum on Sali Berisha’s draft constitution. This is less than half of the 1 million 750 thousand citizens with voting rights. According to the official results, 54 percent of voters rejected the draft constitution. This success of the opposition in Albania was possible only with the high and undivided participation of the ‘No’ voters and also a clear part of President Berisha’s upper state. The statistical data published meanwhile on Wednesday show that the highest turnout, 58.4 percent, is in the north of the country, in his strong provinces"

Statement
In the many statements in the press on the referendum result, the author of the article "The institutions are responsible for the Democrats" and the newspaper Demokraci[?] have tried in a denigrating and deliberately distorting way to portray the position of the Democratic Party in the referendum process. The Democratic Party assessed the referendum as the most necessary tool for implementing in practice a constitutional reform through which the institutions of the rule-of-law state would be enshrined, the mutual powers of the authorities would be clearly defined, and the role of the state and political subjects would be clearly and unambiguously determined. The referendum on the new Constitution was a demand of the PDSH program and an important part of our electoral promises. Any attempt to present this action of the Democratic Party in the referendum as an anti-government, anti-presidential or pro-prime-minister process in Albania, initiated by a small group and hastily continued by many of its followers, is not only ridiculous but also speculative and in the service of the cause[?] of Albanian anticommunism. The Democratic Party is determined to defend its political orientation toward governance through debate, the definition of political positions, and decision-making within its own party institutions.
Moves in the Presidency
Yesterday, by decree, the President of the Republic appointed Mr. Adrian Hasan as spokesman for the President of the Republic. He is appointed in place of Mr. Ylli Bufi, currently a deputy of the Socialist Party in the Assembly. Adrian Hasani began his activity as a journalist at “Zëri i Rinise”, then worked as an editor at the newspaper “Koha Jone”. He is currently an editor at the newspaper “Aleanca”.

The funeral ceremony for PD activist Mark Gjin Preçag is held
Yesterday in the center of the Commune-Shkoder, the funeral of the PD activist and fighter for freedom and democracy, Mark Gjin Precag, took place with the participation of many people from the commune, the city and the district of Shkoder, as well as local government leaders, the administration and representatives of the PD branch of Shkoder. At his funeral, the chairman of the PD branch of the Shkoder commune, Shtjefen Marku, spoke, expressing sorrow for this great loss not only for his comrades in the ideal, but also for his family and clan. A condolence telegram sent by President Sali Berisha was also read. Mark Precag had been killed on 6 November, in the village of Boge, by an anti-tank[?] with Serbian forces on the border of Malesia e Madhe.
Work continues on the release of the results
According to the notification of the Central Referendum Commission, yesterday at 17:00 on 9.11.1994 the minutes had been received from the Central Election Commission of the referendum from 30% of the vote-counting centers. According to this notice, on 10.11.1994 at 10:00, all scheduled operations for processing the final data will take place at the referendum results calculation center in Tirana. It has also been made known that the voting result, in the event of discrepancies between the respective voting sheets, the summary tables and the minutes, will be considered invalid in the case where the relevant sheets are not found. According to the chairman of the KQZRR, Albert Brojka, these discrepancies represent an insignificant number and do not affect the validity of the referendum.
Abhori “Demaci”
The chairman of the PDSH, Mr. Alfred Serreqi, has started work on the basis of the resolution of the PDSH Steering Council. Mr. Alfred Serreqi declared that his party is ready to remain in opposition, regardless of Mr. Demaçi’s decision, the instigator of which was that a meeting was held in the office of the Association of Intellectuals of Kosova. Mr. Serreqi said that there will be no mass departures from the party, as has been spoken of in the newspapers. According to him, there are speculations and attempts to present the PDSH as shattered.
