Excerpt from the speech of the President of the Republic, Sali Berisha, at yesterday's press conference In the presence of journalists from the domestic press and correspondents from the foreign press, Sali Berisha held a press conference in the conference hall of the Palace of Congresses. Journalists put various questions to Mr. Berisha, which we publish below. Question: Mr. President, the problem in Kosovo, the situation there and the recent Serbian attacks on Albanians are widely covered in the world press. Will there be a firmer decision by the international community regarding Serbian aggression? PRESIDENT BERISHA: As you know, the Kosovo issue in the context of the former Yugoslavia remains one of the most fundamental and important issues for peace and stability in the Balkans and in Europe. Albania has held and continues to hold a clear position on its peaceful resolution, through recognition of the rights of the Albanian people of Kosovo, through respect for human rights and fundamental freedoms. We have consistently denounced the repression, discrimination and violence carried out against Albanians in Kosovo and have called for the engagement of the international community. Question: Last weekend the referendum on the Constitution was held. How do you assess the result of this referendum? PRESIDENT BERISHA: The November 6 referendum was a major act of Albanian democracy. Albanian citizens took part massively and expressed their free will through their vote. Regardless of the results, the fact that the people directly exercised their sovereignty is a great achievement. On November 6, Albanians achieved a great victory for their democracy, they legalized the institution of the referendum. The referendum cannot be avoided; it is a necessary instrument of a democratic society. Question: Mr. President, the opposition has accused irregularities and has requested that the vote be repeated in several areas. What is your position? PRESIDENT BERISHA: In such a process there are always claims, but the relevant institutions will examine every complaint according to the law. The essential thing is that this process was carried out peacefully and citizens showed political maturity. The people's right to decide cannot be called into question. Question: How do you comment on relations with the opposition after the referendum? PRESIDENT BERISHA: I believe the opposition should reflect and contribute to strengthening democratic institutions. Albania needs dialogue, but above all respect for democratic rules. (page 6) ANSWERS: - The central referendum commission will issue the final report. We are determined to respect every legal and transparent procedure. ANSWERS: - Mr. President, in certain circles it has been commented that the draft had shortcomings. I think no constitutional text is perfect, but what matters is the democratic process and the will of the citizens. ANSWERS: - Regarding relations with international partners, Albania will continue to deepen cooperation with the USA, the countries of the European Union and international organizations. ANSWERS: - We are in favor of a Kosovo where the rights of Albanians are respected and where Serbian violence is stopped. ANSWERS: - Finally, I want to thank all the citizens who took part in the referendum and showed civic responsibility.
