“On the dissolution and creation
of certain ministries”
The People's Assembly approved the laws:
1. Ministry of Defence.
2. Ministry of Tourism.
3. Ministry of Education and Youth.
4. Ministry of Transport.
5. Ministry of Internal Affairs and Local Government.
6. Ministry of Agriculture and Food.
7. Ministry of Public Order.
8. Ministry of Finance.
9. Ministry of Energy and Mines.
This law enters into force immediately.
In Article 3:
The Prime Minister, with a special proposal in parliament, requested the merger of the Ministry of Defence with the Ministry of Internal Affairs. In Article 1 of this proposal it states:
“On the order police”,
referring to the police forces of developed democratic countries. A special police department will be responsible for enforcing constitutional order, while the public order police will work to maintain public order. Thus, military specialists and representatives of the armed forces stress that, since in Albania no special bodies and stable democratic structure have yet been created,
very great care is required in drafting legal acts so that the function of the army and other state institutions is not undermined.

In our country, through the process
of democratization, major transformations are taking place in all fields of life and especially in agriculture. Democratic and economic reform has brought tangible results, and in this context the European Union's assistance to the agricultural sector has been received with interest and is considered an important support for the country's development. Our association expresses its appreciation for this aid and considers it a positive factor for deepening democratic and economic reforms.
