To be a free citizen, you must gain the feeling of freedom, understand that you have rights and that you have obligations like everyone else. These years of transition have brought not only political changes, but also a transformation of social relations. Today the citizen must be more active, more responsible and more critical. Democracy is not only an electoral system, but above all a culture of dialogue and respect for institutions. If we do not make this distinction, we risk confusing freedom with arbitrariness. For precisely this reason we must preserve historical memory and not lose our orientation. This is a difficult process, but a necessary one. (To be continued on page 2)

At a meeting held with local leaders, ways of implementing the relevant acts and the procedures for recognizing status were discussed. Representatives of the associations demanded that the institutions respect deadlines and not create bureaucratic obstacles. According to them, many families continue to wait for final decisions. In the end, it was emphasized that the agreement with IDA will contribute to improving the financial and administrative treatment of the beneficiary categories.

Yesterday in the People's Assembly The People's Assembly of Albania held a plenary session yesterday in which several draft laws of importance for the economy and social groups were examined and approved. At the center of the discussions was the draft law on the status of the disabled, as well as the agreement with IDA for financing the Durrës water-supply project. The deputies stressed the need to improve living conditions for the disabled and to guarantee their rights. On the other hand, the water-supply agreement was described as an important step for infrastructure and for the city's water supply. At the end of the session, the draft laws were approved by a majority vote.

Arbnori optimistic on the eve of the upcoming elections

AFP - Croatia and Albania signed a military agreement for the exchange of information and to strengthen ties in the field of defense.
