Draft Resolution on the Human Rights Situation in Kosovo is Adopted
At the 49th Session of the United Nations General Assembly
An important moment in the continued efforts of Kosovo for international recognition
Last night, as the Kosovo issue continued to be addressed in international forums — where truly important steps are being taken toward the full internationalization of the Kosovo question — the 49th General Assembly of the United Nations discussed and adopted a draft resolution proposed by four Islamic states, which speaks about the human rights situation in Kosovo, an act that represents an important success for Kosovo.
At this prestigious world forum, the draft resolution was presented by Pakistan’s ambassador, Niaz A. Naik, who said that “the grave human rights situation in Kosovo and the Serbian repressive measures against the ethnic Albanians there constitute a threat to peace and stability in the region.”
He asked the Security Council to continue dealing with the situation in Kosovo and to help the mission of the International Conference on the Former Yugoslavia intensify efforts toward a peaceful solution. Ambassador Naik also called on the United Nations specialized bodies and their relevant mechanisms to continue carefully monitoring the human rights situation in Kosovo and to report regularly to other international forums and to the UN.
According to the Pakistani ambassador, the resolution also calls on the Serbian authorities to release political prisoners, stop discrimination against ethnic Albanians, restore democratic and educational institutions, and take additional steps to reinstate ethnic Albanian workers dismissed from their jobs.
He also called for a genuine dialogue between the authorities in Belgrade and representatives of the ethnic Albanians in Kosovo, mediated by the International Conference on the Former Yugoslavia. Ambassador Naik stressed: “The Albanians of Kosovo want and deserve a peaceful future in their homes. The world community must not stand idly by and watch injustice continue against them.”
Success of Albanian diplomacy
This diplomatic success is the result of the intensive activity of Albanian diplomacy at the UN, especially in terms of raising awareness among a considerable number of diplomats accredited to various UN missions about the Kosovo issue. It is learned that in recent days the Albanian Minister of Foreign Affairs, Alfred Serreqi, has held intensive meetings with representatives of missions from many countries in order to make the Kosovo cause known and to sensitize them to it. In this context, Minister Serreqi held special meetings with representatives of Saudi Arabia, Indonesia, Egypt, Iran, Bangladesh, Morocco and Senegal, as well as with representatives of Albania’s missions in the USA, Germany, Austria and Italy.
Meanwhile, in these meetings Minister Serreqi stressed that the resolution of the Kosovo issue in accordance with the will of the overwhelming majority of the Albanian population and the establishment of an international protectorate in Kosovo constitute the basis for a long-term peaceful solution. The Albanian Minister of Foreign Affairs also expressed Albanian concern that the war in Bosnia could have destabilizing effects on the region of Kosovo, thus increasing the risk of the war spreading to this part of the region as well. The minister also called for strengthening the continuity of the CSCE mission in Kosovo, Vojvodina and Sandžak, as well as the need for the CSCE to be given an active role in Kosovo, a role which, according to the Albanian government, would include demilitarization, political reconciliation and free elections.
Albanian-Turkish talks at the Ministry of Defense
As part of bilateral cooperation in the military field, the Turkish Chief of General Staff, Mr. Ismail Hakki Karadayi, came yesterday to the Ministry of Defense for an official visit. Yesterday morning Mr. Karadayi was received at the Ministry of Defense by Minister Safet Zhulali and the Chief of the General Staff of the Albanian Armed Forces, Brigadier Adnan Kosova.
In the meeting between Albania’s Minister of Defense Mr. Zhulali and the Turkish Chief of General Staff Mr. Karadayi, the current state of political and military relations between the two countries was discussed, especially the prospects for expanding military cooperation. In particular, the experience of cooperation in the field of Albanian military education and other military personnel was discussed. The implementation of bilateral cooperation programs in the military field was also addressed, as well as other issues related to the organization and modernization of our army.
The successful cooperation in the military field between the two countries was assessed as an important factor in further strengthening the traditional friendship between our two peoples. At the end of the meeting, Minister Zhulali presented his Turkish counterpart with the medal “For Military Services” as a sign of appreciation for his contribution to the expansion of cooperation between the armies of the two countries.
Albania cooperation in the legal field between Albania and France
The act of preview between the two countries through the signing of this agreement has acquired special value in the framework of strengthening institutions in the Albanian state.
This agreement will serve further cooperation between our countries.
The agreement was signed by the Albanian Deputy Minister of Justice and the prefect of Lozère, Robert Savy.
Talks continue today with discussion of the Hague Convention on civil matters.
