Many things have been said and repeated, many untruths and things that are simply not true. The truth is different. Students from the districts came to Tirana with the aim of studying, but today it has been 3 weeks without classes. Students are in great economic difficulty. Not everyone is able to return. In the dormitories there is a miserable situation, where not only are the radiators not turned on, but the water does not work either. There are only dinners. Scholarships have been reduced. This situation has brought dissatisfaction. Students have asked for these conditions to be fixed. That is all.” Some misunderstand the student response. In the dormitory परिसर there have been unknown persons circulating since last night, who, with pressure and provocations, addressed the students with various slogans: “why are you staying here”, “leave or the police will catch you”, “leave” and others. It is quite clear that these are instructed elements seeking to deliberately distort the students’ real problem. There is no doubt that students have the right to demand improved living conditions in the dormitories. On taking measures to cope with the serious energy situation in the country In support of Article 28, paragraph 1 and Article 93, point “a” of the Constitution, DECIDES: ARTICLE 1 A central energy crisis штаб is to be created to oversee and implement the objectives of the Accelerated Program for Economic Saving of Electric Energy. The energy crisis штаб will consist of: ARTICLE 2 The electricity supply service shall be organized 24 hours a day without interruption only in production units and service units where, directly or indirectly, the safety of life, health and living creatures is affected. These units shall be determined by government decision. ARTICLE 3 The state shall organize the protection service for power plants, substations and the distribution network. ARTICLE 4 A service shall be organized to monitor the use of electric energy and the operation of backup generators of all medical-sanitary stations and water supply-sewerage facilities. For the fulfillment of these duties, police employees and local government bodies are assigned additional responsibility. ARTICLE 5 For persons and families who violate the rules for the economical use of electric energy, penalties shall be предусмотрed and administrative measures shall be taken, including disconnection of supply for a period of time. The government examines the measures taken regarding the energy situation

The Council of Ministers held a long meeting yesterday, where one of the main problems discussed was the energy situation in the country. Prime Minister Aleksandër Meksi and Deputy Prime Minister and Minister of Economy, Mr. Tritan Shehu, informed the cabinet members about the meetings they had held with the World Bank team, which is in Albania to assess the country's emergency needs as a result of the creation of a serious energy situation. It was decided that the government should also take measures regarding the need to pay salaries, cope with the supply of drinking water and fuel, and create the necessary conditions for the normal continuation of lessons in schools, as well as to mitigate the effects of the cold on the poorest. An important part of the decisions will be the filling of several vacancies in the Criminal Police and the National Intelligence Service, as well as in the prosecution service. It was also decided that the water pumping stations be provided with the necessary diesel fuel to create reserves for coping with the situation. The possibility of urgently declaring a state of emergency for the electricity supply will be considered. It is understood that today or tomorrow the decree of the President of the Republic for this purpose will be examined.

Full commitment to solving the students’ energy crisis

Yesterday in the early afternoon, Prime Minister Meksi met with students from various departments of the Agricultural University and the University of Tirana. On this occasion, the students raised their concerns about the difficulties created by the lack of electricity and underlined the necessity of taking immediate measures. The Prime Minister said that the government is fully committed to coping with the situation and ensuring energy supply for the most essential institutions. The students stated that they are ready to contribute and to support initiatives for saving energy and disciplining consumption. In conclusion, the importance of cooperation between the government and the university youth was emphasized in order to get through this difficult period.

The country’s energy situation on 20 December 1994

Observation The energy situation in the country remains difficult. The most serious fault has been the burning of the powerful 220/35 kV transformer (No. 6) at the Babicë station in Vlorë. This means that the southern network of the country is disconnected from the national system, creating difficulties in energy supply. Measures have been taken to repair the fault quickly. To cope with the situation, the hydroelectric power plants are working at high load. Daily imports with Kosovo reach 1.5-4. Exports have been at a limited level. The lack of rainfall and the low level of inflows in the lakes continue to worsen the situation further. Over 24 hours, 20 million kWh were produced and 16 hours were cut off. In Tirana a 22-hour restriction has been imposed. Measures have also been taken for schools, hospitals and water supply systems. (Continued on page 2)
