Rudimentary concepts
of pluralism
are still alive in the PS
DUKAGJIN HATA
This observation by President Berisha in his last press conference is a polyvalent phenomenon that extends across all segments of the Socialist opposition, from the pyramid at the base, the mindset and electoral program to the practice of action. Thus the PS has still not overcome the Ramizian concept of pluralism, when the head of the communist pyramid, Alia, in 1990, sought to present the levers of the PPSH, the so-called mass organizations, as a challenge to pluralism in Albania. The overcoming of this limit by a major political force such as the PD, after the stormy events of December, is among other things also a political challenge to the communist empire of facades, whose number one, Ramiz Alia, frightened by the rapid political developments, sought some time to compromise pluralism, which by then was already a reality. If this pluralism did not manage to be accommodated, except for some segments that would later drift toward the old headquarters of the PP(S), this is the merit of the PD, the first opposition party, which proclaimed its anti-communist platform, and the merit of its energetic leader Mr. Berisha, who with extraordinary intuition overcomes intrigues, blackmail and "fifth columns," which continually have tried and continue to try to eclipse the progressive force of the PDSH, as an anti-communist party that simultaneously broadens the spaces of Albanians' hopes in freedom.
Today, after a few years and a few months at the helm, the mindset of the Marxist staff of the PS regarding pluralism is the same as that fostered by Ramiz Alia and his clan, which manufactured enemies at home and abroad, while under the feet of ideological pseudo-myths the ground was already slipping, and the doors of the embassies were being shaken by "hooligans." In these years without pause, the Albanian pseudo-socialists set into motion an arsenal of their spiritual being. Hoxha, the dictator, in order to defeat the eternal victors, by anathematizing every intellectual, political and social human value that emerged outside the black-and-white frame through which these disciples perceived reality in their totalist ascent.
Meanwhile, in parallel with the manufacturing of "enemies of the nation," "regional divisives" and "religious divisives," in a strategy of caging, fanaticism and direction, the PS manufactured new "myths" of "Western socialism" in Albania, an intellectual half-light of the Marxist school that, in the agony of the Dictatorship, projected and implemented the destructive rifts of 1990-91, Shkodra in February, Hoxha's 2 April, the branches of ruin in Laç, Fushë-Arrëz, etc., which will beg to be remembered in the history of Albanian pluralism as a Saint Bartholomew of the old political class. It was precisely for this macabre contribution that the old and new Hoxhists brought them to the doors of the PS, honored them with posts as heads of crime, and those of the commissioners and political commissars and of the "young" fighters of the 54-year-old headquarters. This headquarters, with this contingent compromised with the institution of genocide, both potential and consummated, bears historical responsibility for the half-destroyed land of 1990-91, for millions buried with clouds of smoke and flames, for the seeds of divisions in democracy, which preceded the dictatorship newly on its feet in the War, summoned for an Albanian Saint Bartholomew's Night against persecutions in Parliament and.
This means that they have not organically or structurally separated the political opponent as an enemy, that they see pluralism not as a path, but as a road to return, that pluralism, without them at the helm, they conceive as a jungle where the struggle for life or death among species justifies all means in the name of the goal... And it seems their goal remains, as long as they are who they are, the re-bunkering of the country, the turning of Albania into a changing monster, the manufacturing of a prefabricated human being in the columns of unitarism.
Their appearance as unprecedented opponents of every law, amendment or initiative coming from the Democratic Government or the President of the Republic, their total denial of any changed value and achievement in these years, shows that pluralism is foreign to them, and does not suit them... With these rudimentary concepts of pluralism that survive in the PS, the old Marxist party is heading toward the solutions of '96, which will show it that Albanians no longer have time to lose, that bad dreams of return, with such dogmas lingering in hot heads, cannot pass beyond the moment of a political hallucination.

The prefect of Janina in Berat
Within the framework of the twinning of prefectures, on 2-4.9.1995, at the invitation of the Prefect of Berat, Mr. Agron Milaj, a two-day working visit was made by a delegation from the prefecture of Janina. The delegation included: Prefect Stiljano Cimineli, staff from the prefecture's information and press office, the rector of the University of Janina, and representatives of the chamber of commerce of the cities covered by the prefecture.
An official meeting was held at the Berat Prefecture with the participation of representatives of the local government as well. Mr. Milaj gave an overview of the situation in the prefecture. He pointed to the needs of this prefecture in terms of experience in organizing local government, exchange of experience between Greek and Albanian farmers, support to put the existing enterprises in this prefecture into operation, etc. The idea of extending the twinning down to municipal level was regarded with interest.
Mr. Cimineli, in his remarks, thanked them for the hospitality shown to them and highlighted the warm spirit of relations between the two peoples.
The rector of the University of Janina put forward the idea of specialist cooperation with doctors specialized in the hospital of Janina and the creation of specialized departments in the hospital of Berat.
The meeting of representatives of the chambers of commerce of the two prefectures had concrete aims. The delegation visited Kuçovë and Skrapar.

SAMI MILLOSHI
If you look carefully at the PS newspaper, for several days now the PS people have been brandishing their "devotion to the USA." The way they present their "devotion" is as naive as it is devilish. Naive, because people cannot forget their old anti-Americanism. Aren't they and their circles precisely the ones who, when Bush came to Albania, wrote that America had given Albanians only 2 dollars? Aren't they precisely the ones who mocked the pen Bush gave Berisha? Aren't they the ones who almost ridiculed Clinton's coming to Albania by spreading rumors about "who pays" for this and that president of America?
But, as we said, the "devotion" of these PS people, and the editorial line of ZP, is also devilish. The cunning lies in the attacks being made on President Berisha right now, and right now with great intensity. Their devilish aim is linked to the fact that they seek (unlike what President Berisha has argued?) to present themselves to America as if they are the ones who are truly not sorry and are European. This claim becomes even more ridiculous, not only because the PS cadres have left behind in their own forgetfulness not only alternatives, not only a political identity, but also because they seek to equate themselves with Clinton's opposition and with America. To do this (see ZP of 20 August) means to place an equal sign, for example, between Mihailaça and Kennedy of Terbuf, naturally something that cannot exist in America. Then why does the anti-American passport that the PS cadres keep in their pockets burn them so much, just as Enver Hoxha kept his own secret in his sleeve?
There is only a little time left until the day when President Berisha will depart for the USA to meet the American President Clinton. It is natural that on the eve of this visit one may simply believe it with fear. It is also natural that public opinion should discuss the importance of this visit.
Undoubtedly, even now it can be said that Berisha's visit to the USA will mark a peak in Albanian politics and diplomacy. As such... as far as I have noticed, analysts and ordinary people in Albania assess it. It is the objective assessment of democratic opinion. However, this image is being tried to be spoiled by some hotheads at the head of the Socialist Party, who, with every kind of hysteria, have filled their newspapers to the brim. It is no coincidence that, precisely on the eve of this visit, their attacks on the President are found in abundance. The PS's shouters and their lackeys sound their own trumpets like alarms?
1. They do not want to accept the achievements of the Reform in Albania, achievements with which Albania will be duly presented in the USA.
2. They do not want to accept that Albania's relations with the USA have achieved undeniable success and are expected to progress further. They, although they "devote" themselves to America in words, are in truth still not free from the infection of Enver Hoxha's anti-American disease.
3. They, sunk in their failures, do not want to accept the major fact linked to Albania's role as a factor of peace and stability in a Balkans full of war flames. The deft politics and diplomacy of Berisha infuriate them even more because it has risen to the level of European emancipation.
4. They are enraged by Albania's rapprochement with NATO and especially become cynical about the relations of the Albanian army with the American army.
5. They do not give up the demagogy of slogans on the national question, while irresponsibly sought a vote of no confidence against the Minister of Defense while Milosevic was visiting Kosovo.
6. They are driven by nostalgia for Enver Hoxha and abuse freedom of speech by inventing, like sick fantasists, myths and nonexistent cults.
7. Whether they want it or not, they are showing America and not only America how deeply they are saddened by the values of free voting that, after 50 years of dictatorship, brought the sons of the people to power.
8. Finally, they are terrified by their future failure, which is nothing other than the sum of their daily failures, because they understand that America and civilized Europe have supported and do support democracy in Albania, not them. America and that same Europe have no difficulty identifying the fossils of dictatorship who are trying to win back the lost chairs.
And to conclude, it may be said that anyone could add other reasons why the PS cadres scream, the cards burned in the fireplace of Ramiz Alia, but meanwhile anyone's reasons can be reduced to one: they have no political identity as long as they continue to smear their faces with the latest creams from the drawers of R. Alia and Nexhmije Hoxha. So much the worse for them.
Social market economy
-For the unemployed people of the capital alone, the state spends 310 million lek every month in the form of economic assistance
-For the unemployed
people of the capital alone,
the state spends every month
310 million lek in the
form of economic assistance
The economic reforms implemented by the Democratic Government were accompanied by reductions in the workforce in many enterprises.
Not a few workers, accustomed to receiving a salary barely enough to keep body and soul together, protested against this "injustice" done to them. But today the majority live "better." Even those who lacked the courage to take up private initiative were, with this administrative measure undertaken by the state, forced to seek their own fate. Today if you ask what they are doing, they answer: I have opened a private firm, I work in a private firm, I have opened a kiosk, I have built a shop on my own land, I am involved in trade, I work for a foundation, I am employed abroad...
Of course there are also those who are unemployed.
But the state has thought about them too. Naturally they cannot be as satisfied as the state helps them. This is not only because the state does not have enough money to meet the needs, but also because, even if it did, it would not be appropriate to encourage unemployment and parasitism.
In the city of Tirana, about 12,550 families are supported by economic assistance, a figure of 40,400 people.
Every month the state spends around 31 million new lek for this purpose. If we do the math from the beginning of the application of economic assistance, the state has spent so far for Tirana alone 781 million new lek, and by the end of the year the figure will reach 900 million lek.
Certainly, for an economy drowned in the debts of those who did not accept its debt, these are small amounts.
Everyone should be grateful to this government.
