The renewal of the PD remains the source of its victory

However, the truth is quite different: what we are dealing with here is the laying of the foundations for the new prospects of the democratic alternative. More on page 2

"Consultation" by Zef Brozi in his office with the two leaders of the "PS", Messrs. Dokle and Hajdaraga, before the press conference?!

Five minutes before the start of the press conference by Mr. Brozi, the two leaders of the PS, the deputy chairmen Namik Dokle and Luan Hajdaraga, had earlier come out of the office of the President of Cassation and took seats in the hall, and then Mr. Brozi also came out of that office. It is clear that the President of Cassation, Mr. Brozi, before starting the press conference, had “consulted” with the two deputy chairmen of the “PS” in a “Cornelian” conversation. What is the conversation? It matters little. Commentary is superfluous. But how are the declarations and the noise of these “PS” leaders about the independence of the courts, about the alleged pressure and interference on the Court of Cassation and its president, to be understood after this fact? One thing is clear: the unlawful action and prejudices of Zef Brozi have been taken under the protection of the leadership of the “PS”, and the latter is bringing Brozi out in order to create tense political situations in favor of their strategy. Photo: G. XHENGO Yesterday, President of the Republic Sali Berisha received the U.S. Undersecretary of Defense, Walter Slekom, accompanied by Mrs. Kruzel. President Berisha highly valued the very good and friendly relations between our two countries, including those in the military field. He pointed out the achievements in the joint exercises and, in particular, the successful completion of the just-concluded exercise “Crystal Water”. President Berisha and Mr. Slekom discussed the problems of the region. President Bensha stressed that Albania is convinced of the useful and necessary role of the United States in resolving the crisis in the former Yugoslavia, for stability and peace in the Balkans. He said: “The recent NATO missions mark a truly historic political achievement of the member countries of the Atlantic Alliance and the friends of this alliance. We are concerned, President Berisha continued, about the situation in Kosovo, which is becoming more tense day by day. By sending columns into Kosovo, Milošević aims not at resolving the conflict but at deepening it. We will continue to insist strongly that the Kosovo issue, as an interethnic problem, be placed on the negotiating table within the framework of a comprehensive solution to the crisis. In the interest of stability in the region, President Berisha assessed positively the progress in relations between Greece and Macedonia, as well as their forthcoming dialogue. For his part, Mr. Slekom valued the achievements in military cooperation between our two countries and described them as a factor that contributes to improving stability in the region. He expressed satisfaction with Albania's efforts and those of both sides regarding the situation in the region and in Kosovo, judging the conflict-resolution efforts. President Berisha also expressed to Mrs. Kruzel his sincere condolences for the loss of her husband, Joseph Kruzel, a distinguished friend of Albania, and highly valued the assistance and personal role Mr. Kruzel played in bringing our two peoples and states closer together. Vollers: In the blooming garden of our relations we have made progress in every direction

Interview with the German ambassador Klaus Vollers on the occasion of his departure from Albania Question: - After a four-year period of diplomatic activity in Albania, with what impression are you leaving, German ambassador, our country? Answer: - When I came to Albania, it was a country where everything was destroyed, whereas now it has undergone many changes, indeed it has evolved so much that I can find nothing in common with what I initially found. At the beginning of my activity, Albania was politically isolated, with no ties to other states. Today it pursues an open policy and maintains good relations with all European states and with many countries around the world. It is precisely these good relations that have made it possible for us in the future to cooperate in many areas, I think, which have created common interests that we defend and respect. Question: What is your assessment of the relations between our two countries, looking at them from the beginning of your diplomatic activity in Albania? Answer: - For many years the relations between our two countries were blocked, and this blockage was totally conditioned by Hoxha's policy. The decline of German influence in relations between Germany and Albania, at the time of the occupation of the embassy by those who had fled the communist regime. The decision taken by the German Government to shelter all persons who had entered the embassy grounds was a strong blow to the regime of the time. After that, our relations were almost frozen. This period lasted into the first years of my activity, but later they changed completely. The improvement of relations was the result of the change in the political situation in the country. From that icy time we have today reached a garden full of flowers. In the blooming garden of our relations we have recorded progress in every direction, in the field of political relations, in economic relations, cultural relations, etc. Question: - Citing also the statement made by German Foreign Minister Kinkel that Germany will be Albania's advocate, an idea strengthened by President Herzog's visit to our country, how do you assess the prospects of our relations? Answer: - With this expression, Foreign Minister K. Kinkel wanted to convey the idea that Albania needs to be integrated into the various international political and economic bodies. His German successor is responsible for helping to achieve Albania's admission to the EC. Even with the successors of this policy, we are interested and strive for Albania to become part of all European and international organizations, which up to now, with the raising of the various stages of its comprehensive development. Question: - When some time passes, certain impressions, or some indelible memory, also remain. Would you recall something special from our country? Answer: - At the beginning of my stay in your country, I visited several northern villages. There I saw small children walking barefoot in the snow. This fact made a very strong impression on me, because I did not think such a reality existed in Europe. Later, when I was involved in the preparations for President Herzog's visit, I went to a village in Kavaja. I entered a family living in very difficult housing conditions, precisely on the day when pipes were being installed for the use of drinking water. By this I mean to say that Kavaja is not really a poor area, yet it still bears witness to a very positive level of economic life in the countryside. The changes experienced in the economic and political life of your country are undeniable and the course of development leaves the deepest impression on a foreigner. Prepared by: R. Xhuvani

Meeting at the PDSH headquarters

The Secretary General of the PDSH, Mr. Tritan Shehu, received yesterday the delegation of the Parliament of Burgenland, Austria, led by its president, Mr. Wolfgang Dax, who has come to Albania to formalize a twinning agreement with the city of Kavaja. After welcoming the Austrian guests, Mr. Tritan Shehu informed them about the changes that have taken place in our country during these three years of democratic rule. Although the difficulties have been great, Mr. Tritan Shehu stressed, we have managed, while in the country from the communist catastrophe, by orienting it toward a free market economy, toward the creation of a legal state based on law, toward the protection and guarantee of fundamental human rights and freedoms, toward opening Albania to the world and its inclusion in the currents of developed democracy, which is best confirmed by its admission to the Council of Europe. He then focused on the social-economic problems of the country, emphasizing the revitalization of individual works as a result of free initiative, their transformation into property, and their liberation from the shackles of dictatorship that had turned them into state slaves. Regarding the situation in the Balkans, Mr. Tritan Shehu expressed concern about the possibility of conflict breaking out in the south of our region if the ethnic colonization of Kosovo is allowed, because under conditions of repetition and future choice we would not be able to remain indifferent. For his part, Mr. Wolfgang Dax, speaking on behalf of his delegation, stressed that in a special way, we are convinced that the major forces across all fields and not, compared with what I saw seven years ago in Albania, demonstrates your great work and the correctness of the road you have chosen. At the conclusion of his remarks, Mr. Wolfgang Dax noted that with support for your country's future and the successful development of your democratic process, likewise, from 'you are kindly requested' to convey to their president our most sincere [greetings]. The construction of the Bushat hydropower plant is in the project stage

Two foreign firms are candidates for the construction of this 150-million-dollar project In implementation of the energy exploitation scheme of the Drin River, the Institute for the Study and Design of Hydraulic Works in Tirana has completed the project idea for the construction of the Bushat hydropower plant. According to this project, the following parameters are envisaged: 80 thousand kW. Average annual production: 350 million kilowatt-hours. Average head: 17.5 m and inflows into S[c?] explain the director of the Institute for Hydraulic Studies and Design, Mr. Stavri Peçi, the project costs about 150 million dollars, with a repayment period of 10-12 years. So far, a Chinese company and a Slovenian one have offered to carry out the project, and these offers are being studied by the Energy Corporation. Z. LLESHI

There, where socialism was killing

Not only Dajçi and Pentar, but all the villages along the border line in this area were surrounded by barbed wire before 1991, because of the isolationist policy pursued by the Hoxha regime for about 45 years. The dictatorship, even at the end of 1990, in the last hours of its existence, killed 11 sons of mothers from this area solely because they dared to cry out; between the bunkers they were shot at the border by the dictatorship's snipers on the road to P-Pse. Today, however, in this commune there are about 800 people working abroad, mainly in Italy, while in the village of Pentar alone, out of its total of 168 families, 140 have at least one person abroad. Low-level provocation by the former chief of the fourth branch of the state security service, Haderi

The officer and senior official of the former state security service, Rrenar Haderi, committed yesterday an unspeakable act. By exploiting and enigmatically the judge Brozi, he chose the path of confrontation with the law and the forces of order. As an element driven by the morality of crime and deceit, who yesterday denied his own uniform, he shamelessly wanted to prove to Albanians that the Court of Cassation is an institution of the state security service. But this wretched man and his accomplices in crime have calculated wrongly, and this will be proven to them very soon. In the new state institutions there will be no place for those who took part in terror and genocide against the Albanian people. Neither them, nor their tools, wherever they may be. Judge Brozi, in the role of guardian angel of the former colonel of the state security service, once again showed how insensitive and completely deceptive he has been toward democracy and its values. It is time, we warn the phalangists, for the verdict of democracy to be the one they deserve. At the end of the meeting the two sides expressed their will to further strengthen cooperation and the traditional Albanian-Austrian ties.
