The government will do everything to improve the situation

Question: During yesterday's day, during the night, as well as during today's day, there has been a considerable amount of rainfall.
Do you have information from the districts about the situation regarding possible damage that these rains may have caused?
- The first information we received last night, information from the Ministry of the Interior, concerns all the offices in the districts, which have continuous information over 24 hours about everything that happens in the territory.
The first announcement concerned the situation around Baçalleku, around the city of Shkodra, which were at risk of flooding and measures were taken with the army, with their own equipment. There were also the mayor and the chairman of the district council, all the people who have this duty to monitor the situation there.
This morning, however, the situation has worsened in a number of other districts, starting with Puka, where there have been landslides and damage, Kukes where, according to reports in Shtiqen, there have been bridge collapses, then in Lushnje, where the village of Çerme has experienced flooding and the road has been blocked, and the village of Berzhite in Tirana and Pajova near Peqin, where there was danger to the lives of people who were isolated in their houses or workplaces.
In Berzhite, people were taken by helicopter to save their lives.
Flooding in the Elbasan areas, in the Metalurgical complex, in the lagoon of Krrenisht in Lezhe.
In Laç there have been difficulties in the supply of electricity, because the substation has been flooded and a pole of the 110 kV line has been endangered.
As of today, special units of the Ministry of the Interior and specialized Xhenjo detachments, amphibious units, are on standby to rescue people.
Tents have been set up where houses have been flooded, and to assess the needs that will have to be covered by the state.
Meanwhile, state officials have also been sent to the various flooded areas to see the situation up close and take the necessary measures, both to save human lives and to save property, improve roads, electrical lines, etc.
Question: Do you think you have moved and have the measures you have taken been effective? after yesterday's flooding.
-The government has made a certain amount of funds available that will be used in the first areas, but apparently, during the coming week we will be forced to make financial resources available for the repair of electrical lines, drainage and embankments and other works that have been in use and have gone out of service, precisely because of people such as at the Tales pumping station, from which the entire cable has been stolen, putting it out of function.
The government is making new arrangements for their repair.
Natural disasters are indeed rare, and for this reason they are also very harmful, but keeping works on alert is a duty of both the government and local authorities, and of the residents themselves, starting from mountain dams, protective forests and high-water canals, etc.
The government will do everything possible with the reserve funds set aside for such cases, to improve the flooded areas; for example, for Laç, the entire high-water canal will be rebuilt, for which about 35 million new lek are needed.
The other side of the problem is that in the future, to ease the difficulties in settlements where there have been floods, house collapses, etc., the necessary assistance should be provided.
The situation after the rains
During the night of 20.09.1995 and 21.09.1995, the heavy rainfall that fell created an emergency situation and many problems in several districts of our country. Many rivers and streams overflowed their banks, flooding land, houses and roads. In the flooded districts the situation is as follows:
HAS
As a result of the rainfall, 3 people from the village of Gjinaj were drowned.
SHKODER
There have been floods in the villages of Kuç, Vukatane, Bacailek, Ajasem, etc. The residents have been evacuated, moving to the second floors, while the livestock has been removed from these areas.
DURRES
The torrential rains of yesterday morning also created difficulties in the Manza area of the Durres district. About 200 hectares of land in the village of Hamallaj, which have a negative elevation, minus 1.8 meters below sea level, remained under water for several hours. The lack of electricity at the area's pumping station also delayed the drainage of the waters from this area, which according to the operational data at 13:00 was returning to normal.
It is learned at the district council that the bridge connecting the center of the Manza commune with the village of Rade is also out of service. Immediate measures are being taken to normalize the situation.
KUKES
In the neighborhood of “Mujaj,” in the village of Shtiqen, 5 houses have been flooded. The residents have been evacuated to the 8-year school. In Bushtrice one family has been flooded, while in Buzmadh the school and about 1 km of road have been damaged. The Shishtavec road has had collapses in five different places.
KURBIN & LEZHE
The violent rains that fell during the 12 hours of the night of 20 September caused considerable damage in the districts of Kurbin and Lezhe. In the district of Kurbin these damages are estimated at 127 million lek, while in that of Lezhe the figure is smaller.
As a result of the damage to the electrical substation in Laç, the supply of electricity and drinking water has been interrupted, and the supply of bread to the population has also become more difficult. The flour factory and several institutional enterprises have also been damaged, work at the copper plant has been interrupted, classes in schools and the passenger train on the Lac-Lezhe line, and vehicle traffic was impeded for 12 hours.
In addition, 4,500 hectares planted with various crops have been damaged, and in more than 300 houses in the village of Laç and in the Adriatic area the waters have reached their first floors. To remove the excess water, only the one in Fushe-Kuqe has been put into operation out of the three pumping stations.
Flooding from the rainfall of the previous night has also occurred in the commune of Zejmen, as well as in the villages of Ishull-Shengjin

Yesterday in the People's Assembly

1. Morning session
At yesterday morning's session, the People's Assembly approved the inclusion on the agenda of three new draft laws authorized by the Council of Ministers, draft laws which, after being examined in the Committees, will be discussed and approved by Parliament in next week's proceedings.
The deputies then discussed and approved by majority vote the decree of the President of the Republic, Mr. Sali Berisha, “on an addition to the law ‘On the bankruptcy of state enterprises,’” and also ratified two conventions, one with the Republic of Albania and the Czech Republic, “On the elimination of double taxation relating to taxes on income and capital,” and with the Republic of Turkey, on taxes in the Republic of Albania and the Republic of Turkey, “On the elimination of double taxation relating to taxes on income and capital.”
The deputy from Lezhe, Mr. Rudolf Prrit, made a statement in yesterday's morning session in which he asked the Government to speed up the allocation of funds for the completion of the project for the elimination of floods and the protection of people in the district of Lezhe.
At the end of the morning session, the chairman of the presidium of the People's Assembly, Mr. Pjeter Arbnori, informed the deputies about the meeting held in the Presidium of the People's Assembly with the chairmen of the parliamentary groups of the PS and PSD as well as with the deputy chairman of the presidium, Mr. Shakir Vukaj.
They, said Mr. Arbnori, had requested their participation in the examination of the law “On the genocide and crimes committed by the communist system,” but meanwhile, Arbnori stated, they requested the review of this law. I told them, said Mr. Arbnori, that they are free to participate, while postponing the session I consider unnecessary and unmotivated. The chairman of the parliamentary group of the PD, Mr. Ali Spahia, also speaking on this issue, stated that there is no reason and no motive to postpone the examination of this law, while on behalf of the group, Spahia stated that it should be examined as planned, namely on Friday morning.
2. In the afternoon session
At the beginning of yesterday afternoon's plenary session, the chairman of the Presidium of the People's Assembly, Mr. Pjeter Arbnori, informed the deputies of the People's Assembly about the proposal of the President of the Republic, Mr. Sali Berisha, addressed to this assembly, for the dismissal of the President of the Court of Cassation, Zef Brozi, from all his functions in this court. The proposal stated that dismissal is requested because of his illegal, unconstitutional activity and the serious violation of the fundamental freedoms and rights of citizens.
After the inclusion on the agenda of the proceedings of the People's Assembly and the expedited procedure were approved by majority vote, this proposal of the President of the Republic was put to a vote and passed with 73 votes in favor, no votes against and no abstentions. Three deputies present did not take part in the vote. Shortly afterward, the People's Assembly also decided by majority vote to dismiss Mr. Zef Brozi from the post of President of the Court of Cassation and from all functions in this court.
Also yesterday afternoon, the People's Assembly by majority vote approved the proposal of the President of the Republic, Mr. Sali Berisha, to appoint Mr. Avni Shehu, deputy vice-president of this court, to the post of President of the Court of Cassation, and Mr. Zef Nika to the post of vice-president of this court, the latter being a former member of this court.

Yesterday at midday, the leaders of the PS, Paskal Pellumbi and Namik Dokle, held a press conference for journalists and a group of their sympathizers.
As comrade Serveri himself stated, the press conference was prompted by the stir caused in the PS by the successful visit of President Berisha to America, as well as by the PD's statement on genocide. Naturally, the latter has burned the PS leaders more, and so they rush into public statements in order to present the draft law against genocide.
Speaking about this draft law, Pellumbi said that it aims to strike at the PS. In fact, the draft law does not mention the PS anywhere, but comrade Servet imagines that the law strikes his party because he knows very well with what “dough” the PS was made. So the leader of the socialists comes out against the draft law that “accelerates punishments related to genocide for political, ideological, class and religious motives as a crime against humanity organized and carried out by the communist state in violation of the legal provisions of the time and the fundamental rights and freedoms of man through physical and psychological violence, denial, falsification or manipulation of data, resulting in murder, imprisonment, internment and expulsion, as well as the massive destruction of institutions and places of worship,” because he knows very well that the perpetrators of this genocide are within his own ranks.
Seen in this context, it is good that Pellumbi takes on the self-exposure of the party he represents.

In response to a journalist's question about where former state security employees would be employed, Deputy Dokle replied that we do not treat them differently, only as doctors and professors of the University!!! The President of the Italian National Alliance will visit Albania
At the invitation of the Democratic Party of Albania, from 26-27 September 1995, the President of Italy's National Alliance Party, Gianfranco Fini, will make a visit to our country.
During this visit, Fini will hold meetings with the Secretary General of the PDSh, Tritan Shehu, and other leaders of this party.
It is also planned that the President of the National Alliance will be received by the President of the Republic, Sali Berisha, the chairman of the presidency of the People's Assembly, Pjeter Arbnori, the prime minister, Aleksander Meksi, the foreign minister, Alfred Serreqi, and the chairman of the Albanian Republican Party, Sabri Godo.

A step forward for the development of education in the minority area
For the first time, the Greek language is included in final exams in the eight-year schools of the minority
The new school year marks another step forward for the development of education in the minority area in the district of Gjirokastër. 33 minority students have begun this year studying Greek in the first class at the Pandeli Sotiri pedagogical secondary school. This is out of 133 students in total in this branch at this school. Also, starting from this school year, in all 24 eight-year schools in Dropull, the Greek language will for the first time be included in the final exams.
In the secondary schools of Bularat and Derviçan, the Greek language has been introduced, alongside the other two languages studied, English and French. Also in Derviçan, within the month of October the construction of a new eight-year school will be completed with funds from the Ministry of Education.
Meanwhile, at the Eqrem Cabej University, in the Greek language department, only for this academic year more than 40 new students have been admitted, a number twice as high as last year's.
It should also be emphasized that the educational level of the teachers who teach in these schools differs from last year; it is higher and 85 percent of them have appropriate professional education.
