Success to the LDGSH Assembly
There is no civilized society based on the lack of respect for women
The problems of the female universe are endless; therefore, a democratic and civilized society cannot be conceived without creating a basis of respect for women. For a long time, Albanian women have tried to create their own identity, free from discrimination and based on identity, equality and respect in consciousness. The totalitarian past was a burden because it mainly weighed on women, turning them into an object of pseudo-moralism. The successive clothing patterns that propagated “the preservation of tradition and the thought of femininity” were nothing more than the masculinization of that very core which in fact makes up the more sensitive and perceptive half of society. Conscious that change in a clear social and political position requires balancing her entire intellectual potential with the desire for equality and progress, Albanian women were the first to accept reality and to break away from the past. By basing her activity on the desire for further and all-round development of society on the basis of free democratic principles, Albanian women became the first progressive and supporting force of the democratic changes in the country. She has unhesitatingly contributed to the creation and consolidation of the rule of law and the new democratic outlook in Albania. In seeking to help Albanian women create a clear identity in the economy and politics, the DPA established the right of 25% participation for women in all bodies.
First and foremost, Albanian women have sought their progress toward emancipation within themselves, by measuring and valuing their abilities as women, mothers, wives, and social individuals; they strive to become psychologically capable of seeing themselves as occupied and successful just as men are. Today, in a developed economy, as leaders, teachers, heads of political and public organizations, initiators of new processes, a complex individual capable of acting in every segment of life in line with her freedom and ability.
By naturally harmonizing the desires and the historic mission before which time has placed her, the democratic woman, member and supporter of the LDGSH, comes today to the National Assembly of the Democratic League of Women more convinced than ever that the only sure path toward full emancipation and the appreciation of women as a determining factor in the further development of society is the uninterrupted continuation of the democratic era. Emerging from years of darkness, breaking the chains of pseudo-freedom and pseudo-social equality, the woman of our days confronts a reality that requires much work and effort, but imposes total mastery of abilities. Conscious that in the society we are creating the basis is formed only by everyone’s abilities and values, Albanian women have courageously taken on the task of creating and positioning themselves in society. They create this identity without fear, using their full life and intellectual potential.
Today, at its Assembly, we wish LDGSH success.

The speculative aspect of a proposal
When the government acts in gradual steps, the opposition counters with shock-therapy elements and vice versa!
The government’s taking of such a measure with social and economic effects seems to have put the socialists in difficulty. This time, their classic way of acting was not suitable: opposition. Because in this case around 760 thousand people would understand the “benevolent” injustices of the socialists, if they opposed this salary increase. But seeing the government at the same time as an organism functioning to solve things in a vectorial and rational way, as guardian of the country, the oppositionaries are prompted to put on the parliamentary table all kinds of numerical proposals through which they try to transmit to the people the message: look, we were for a 20% increase, but the government only gave us 10%.
In the two respective proposals of the government and the opposition, two opposite characteristics are clearly distinguished: the government’s moderation and the irresponsibility of the deputy KJodhet first of all, by simple judgment. The government is the executive of the decision to raise salaries. If it had as its criterion simply electoral effect, that would mean it would exploit the whole range of possibilities in favor of that goal. So, if the opposition’s proposal were practically possible, then logically the government would have no reason to leave this card in the opposition’s hands, but now the opposition is bluffing. Although its two communists do arithmetic with numbers, their arithmetic is not correct. This is because they forget a simple fact, for the moment also the deputy Ruli. The opposition alternative, drafted by two of its economists, does not take into account the fact that the financial effects of the salary increase act extend into 1996. To better illustrate the opposition’s inaccuracy, let us recall its arithmetic and its lack of seriousness. The government sets aside as a fund to cover the 10% salary increase the amount of 675 million for 2 months of government. The opposition, which proposes a 20% increase by requesting for this purpose double the amount, should therefore make it 1 billion and 350 million. These

The Assembly of the Albanian Democratic League of Women, which started its work today, besides participants from all over the country, also has guests from counterpart forums in neighboring countries and beyond.
In this context, the Greek women’s delegation from the “New Democracy” party arrived in Tirana yesterday. Mrs. Palmir Palli-Petrula, a member of the current Greek parliament as well as a member of the executive board of the European Democratic Women’s Union, who was serving as head of this delegation, together with the members of the delegation and accompanied by the president of the LDGSH, Mrs. Flutura Hasko, were received in separate meetings by the President of the Republic, Mr. Sali Berisha, Prime Minister Meksi, and the Secretary General of the DPA, Mr. Tritan Shehu.
At all these meetings, the Greek delegation expressed satisfaction at being in Albania and the hope that they would participate in the LDGSH Assembly. Yesterday afternoon, the Greek women’s delegation from the “New Democracy” party was also received by the Minister of Health and Environmental Protection, Mr. Cikuli. The meetings took place in a friendly atmosphere.
49 miners from Valias are decorated by the President of the Republic
Yesterday at the DPA headquarters, the decoration ceremony for the “Torchbearer of Democracy” medal, awarded by the President of the Republic, Mr. Sali Berisha, to 49 miners from Valias for their contribution to the victory of democracy, took place.
The decorations were handed over to the chairman of the DPA for Tirana, Mr. Albert Brojka, and Mr. Xhemal Çeku. Taking the floor, the chairman of the Independent Miners’ Union, Mr. Gezim Kalaja, thanked President Berisha and emphasized: The miners have been, are, and will remain alongside the Democratic Party.

Yesterday’s work session of the People’s Assembly began with the examination and approval of the draft law “On approving the formula for calculating the taxes of companies operating in the electricity sector”. After questions and various discussions about this law, by a large majority the People’s Assembly approved it, as almost all speakers spoke in favor of it. This formula, the deputies pointed out, guarantees the development of serious investors in real conditions for carrying out further investments in this sector. At the conclusion of the approval of this law, we addressed deputy Bashkim Kopliku to explain specifically what this formula contains, and he said: Under the law, the strategic investor may be a foreign company that will handle distribution or the hydroelectric plant, or it may be a group of specialists or engineers who can undertake this work. The law stipulates that this strategic investor must hold over 30 percent of the shares. As for the rest of the value, the market that has already been created can buy 30 percent of the objects. In this way I believe that the executive is given an opportunity, is given a direction to solve a very important problem such as that of electricity. So, in this regard I can say that privatization, which is now coming on a legal basis for this sector, will bring a noticeable improvement in this sector.
Later, in yesterday’s plenary session, the deputies examined and approved the decree of the President of the Republic, Mr. Sali Berisha, “On the Judicial Police”. After discussions and questions by the deputies regarding the decree, the deputies of this decree, including Qendra Adili, Lloshi, etc., gave the right to a specialist from the General Prosecutor’s Office. Then the article-by-article examination of a new decree began. The approval of this decree places on a legal basis the functioning of this body, which carries out investigative actions and service functions in accordance with all powers and competencies defined in the Code of Criminal Procedure.
In yesterday’s plenary session the People’s Assembly also examined and approved the draft law “On some amendments to the law on social assistance and social care”.
The changes made to this law make it possible to prevent abuses in the receipt of social assistance. It also prevents abuses that may be committed through fictitious division by those who may be hiding employment or other income, and concrete measures are defined for those who try to abuse these matters.
The Speaker of the People’s Assembly, Mr. Pjeter Arbnori, invited the deputies to greet the arrival in Parliament of the Chairman of the Parliament of Bavaria in Germany and the vice-chairmen of that Parliament. After their greeting with applause, the proceedings continued with a question session with the Minister of Agriculture and Food, Mr. Hasan Halili, requested by the deputies Peshkopia, Imami and Teta. These deputies, who had requested this question session, wanted to know about the strategy of agricultural reform and the effectiveness of foreign aid in this sector as well as about the state of the forests as a whole in Albania.
In his answers, the Minister of Agriculture and Food, Mr. Hasan Halili, stressed among other things that with the issuance of the law on the sale of land, the agricultural sector is given very broad opportunities for cooperation that lead to a new impetus for investments in this field. Mr. Halili also responded by highlighting the great work of various projects financed by different international organizations for the development of agriculture. These financings, he said, which amount to millions of dollars, aim to solve the emergency problems in this sector, as well as create the basis of a medium- and long-term strategy in the agricultural sector. Regarding the issue of forests, Minister Halili spoke about the serious damage caused to 20,000 hectares of forest by the “processionary” pest, and the fact that the fight against it has been only with mechanical means. From the meeting at the DPA headquarters
Yesterday morning, the Secretary General of the DPA, Mr. Tritan Shehu, received the Greek women’s delegation from the New Democracy Party, which has come to our country to take part in the LDGSH Congress. It is also preparing the official visit of representatives of the New Democracy Party in Albania, whom the DPA has invited. The President of the LDGSH, Mrs. Flutura Hasko, was also present.
The Greek women’s delegation is led by Mrs. Fanny Palli-Petralia, member of the Parliament of Greece, member of the Presidency of the New Democracy Party, and former Minister of Social Services, Public Services and Welfare Affairs.
After welcoming the high-level guests from Greece to Albania, Mr. Tritan Shehu informed them about the country’s current situation, the achievements of the Albanian democratic government, as well as the state policy on security and on preserving peace, security and stability in our region and beyond, and stated that these relations will be preserved and strengthened greatly in the future.
Meanwhile, Mrs. Fanny Palli-Petralia, for her part, noted that cooperation between Greece and Albania stems not only from geographical proximity but also from their past, heritage and common future. Now that our region has enough reason to move forward, Mr. Tritan Shehu highly valued the ties of cooperation and friendship between the DPA and the New Democracy Party for bringing the two countries closer, and expressed his confidence that these ties will be preserved and strengthened greatly in the future.
At the end of the meeting, Tritan Shehu and Mrs. Fanny Palli-Petralia expressed their readiness to begin a new and fruitful cooperation in the future, which also concerned the official representatives of the New Democracy Party in Albania, who have responded positively to the invitation of the DPA.

Clinton: Today, the parties agreed to lay down their arms and roll up their sleeves to work for peace

WASHINGTON, 5 OCTOBER /AFP/- We are providing a translation by AFP of the full text of President Clinton’s televised statement announcing a ceasefire in Bosnia on Thursday.
Today, we have taken another important step on the difficult but promising road to peace in Bosnia. I am pleased to announce that the parties in Bosnia agreed to a ceasefire to end all military activities in the territories of the former Yugoslavia in Bosnia-Herzegovina, effective 10 October, with certain conditions.
At the same time, Croatia and Serbia agreed to hold indirect peace talks in the United States starting on 25 October with the aim of bringing them closer to a peace agreement. These talks will take place with the assistance of the American diplomat Richard Holbrooke, in partnership with our Contact Group. These talks should lead to an international peace conference in Paris to facilitate the achievement of a durable end to the fighting.
This is an important moment in the painful history of Bosnia, because today the parties agreed to lay down their arms and roll up their sleeves to work for peace. We must be clear about the situation. What matters is what the parties do, not simply what they say. Many hurdles still remain to be overcome. We are now on the right path, but we have not yet arrived, except for the fact that we have a peaceful and lasting issue in Bosnia. This ceasefire, however, greatly increases our chances of ending this and achieving peace. The United States, together with our European and Russian partners, intends to use all its assistance and energy for this historic opportunity for peace.
