An indicator of the consolidation of the rule-of-law state
Enters into force on 1 June 1995
The successful completion of the legal and criminal justice reform, the new Penal Code, codified according to the most advanced European and democratic standards, is marked by its entry into force on 1 June 1995.
In implementation of the Constitution and the general provisions of the Penal Code, after persistent and dedicated work by the best specialists and lecturers of Albanian jurisprudence, also assisted by the specialized assistance of the Council of Europe, during the two-year period in Albania 80 meetings of the working groups assigned to draft it were held.
In implementation of the Constitution and the general provisions of the Penal Code, which aims to establish a humane criminal justice system based on the protection of human rights, to strengthen the legal and public order, and to guarantee the punishment of crime, the final draft of this code was prepared. This new code, with a clear structure and a new sanctioning of criminal offences, constitutes an important stage in the process of democratization and the building of the rule-of-law state in the country.
The new code, with a clear structure and a new sanctioning of criminal offences, has been assessed by specialists as a modern instrument that helps the fight against crime and increases guarantees for the protection of the citizen.
In Albania, the new Penal Code has been the subject of intensive and careful work, taking into account the experience of developed democratic countries and the recommendations of European bodies.
This new code, with a clear structure and a new sanctioning of criminal offences, is based on democratic standards, on the protection of fundamental human freedoms and rights, as well as on harmonizing Albanian legislation with European legislation.
The new Penal Code is also of particular importance because it helps in the fight against organized crime, the strengthening of public order, and the protection of property, the individual, and the family.
Through its provisions, it aims to clearly define criminal responsibilities and to create a fair and efficient system of punishment, in accordance with the principles of the rule-of-law state.

Today, far away in Poland, near old barbed wire or gray barracks, with the terrifying memory of hell in this notorious death camp, the work and inferno in this dreadful place remain indescribably heavy, where the dimensions of Nazism were immense. On the 50th anniversary of the liberation of Auschwitz, millions of lives lost in this terrible camp were remembered before the whole world today.
The solemn commemoration gathered heads of state and senior representatives from many countries in Poland. Among them took part the President of the Republic of Albania, Sali Berisha.
