35 million ECU from the European Community in aid for Albania

The growth of foreign investment will have an important role in the rapid and sustainable development of the Albanian economy, the minister said. For this purpose, the government has prepared and is implementing policies favorable to foreign investors. The signing of the first credit agreement with the European Bank and the approval of the new customs law will also serve to stimulate and improve the investment climate. At present, he said, work on these issues is being carried out in close cooperation with international experts. Prime Minister Meksi said: Concentrated on effective needs, under these conditions the government is making efforts so that the bank does not have distribution for taking other measures within the framework of changes for the liberalization of prices. According to the minister, the figure of 42 million dollars, the price of the payment of the aid granted by the EC to our country within the framework of PHARE, is a clear indication that the European Community sees Albania as a factor of stability in the region. This agreement also includes a payment of 20 million ECU for the use of this value in the necessary imports to make possible the development of a series of programs. Another million ECU will be used for the assistance project for the implementation of reforms in the rural, electricity and transport sectors. The European Bank expresses its willingness to stand alongside Albania in order to carry out other programs in the future. Page 8

The request of the General Prosecutor for lifting the immunity of the president of the Court of Cassation is not approved

On behalf of the parliamentary group of the Socialist Party, N. Konomi said that our country, with the new constitution approved by referendum, is entering the path toward reforming and strengthening the Albanian democratic institutions. The prosecution is certainly among these institutions. The actions undertaken recently by it in connection with the enforcement of the law in the field of customs, taxes and other issues show that the General Prosecutor's Office is working firmly to strengthen the rule of law. Regarding the request concerning the Cassation deputy, Konomi said that it should be carefully reviewed. We are also against the prosecuting and investigative body carrying political functions. This goes against the objectives of the reform. In the specific case, the request to lift immunity was made without sufficiently convincing reasoning. According to the Socialist deputy, if, in the name of the fight against crime, a climate of pressure is organized against constitutional institutions, then their very independence is put at risk.
