The jackals of democracy Following the powerful outbreak of revolts by Albanian students, workers and intellectuals in Kavaje, Shkoder, Tirana and throughout Albania, the Political Bureau of the Party’s Central Committee decided to wage the struggle to eliminate democracy in two ways, neither of them new: openly, using every means at its disposal—tanks, special forces, snipers, etc. Thus, through open violence, it was to keep alive the machinery of fear and oppression, so that people could not imagine any power other than its own. But alongside, or in parallel with, this platform, which they proclaimed in the streets of Elbasan, Tirana, Shkoder, Kavaje, Lushnje, Fier, Korçë, etc., and which proved quite effective in the 31 March elections and secured their undisputed victory, the red leadership swiftly organized the jackal detachment to wage a covert struggle. Through traps, intrigues, knives in the back, and an intensive campaign, they carefully set in motion a series of plots aimed at eliminating the then chairman of the PD and the honest people around him at the head of the Party, and then cementing the unbreakable alliance between the PS and PD: democracy’s sweet death, the killing of a baby in its sleep. The crime was truly monstrous. That was a time of great danger for democracy in Albania. But the assembly took all the jackals and their little jackals by surprise. The PD emerged from the assembly stronger, more mature and better organized. Meanwhile, the disgruntled and disoriented jackals returned to their corners with only a handful of worthless votes in their pockets, to swallow the defeat they had suffered. On the other hand, they feverishly continued to organize another attack, more powerful, more cunning and decisive, so that the PD, which had survived in autumn, would be “raised” in winter. Thus, after several months of preparation, in December 1991 they launched their attack under the openly stated slogan “Alliance with the PS,” because only this way, they claimed, could Albania be governed, and only this way could democracy be eliminated. The headquarters in the red bunker prepared the declaration, and the jagoCekeshartoi quickly and competently drafted the infamous “motion,” which the delegates and national activists of the PD threw away as a worthless piece of paper, along with its sponsors. The PD truly endured an unrestrained attack, but once again emerged cleaner than ever, more loyal and closer to the ideals for which it was founded. The jackals, the most vile breed of the human species, the kind who kill you while kissing you, withdrew to sharpen their weapons and means of attack, waiting for the long-awaited hour and day. And this finally came, after a very long, painful and desperate wait: this moment was the trial of the Constitution. They launched their attack with every means and every weapon—knives, traps, slander, disinformation, nihilism and criminal acts. The battle with them ... the battle under the slogan “Stop thief, catch the thief”; fabricated ... fabrications and nonexistent scandals. At the center of their attacks they placed the prime minister, Arbnori, Albania’s Mandela, and the minister of defence. They unlawfully submit a motion against Arbnori, attack the Government over decisions directly related to reforms, and attack the defence ministry over bills that were paid in accordance with all the rules and decisions of a state. The Meksi Government must be overthrown as soon as possible. The successes of reform and the Government’s determination to accelerate it will burn the papers in the hands of these anti-reformers, these sick careerists. Alas, they forget that in Albania, the more the extremist left attacks you in the press, the more trusted, valued and secure you become in the eyes of democratic forces, while their own shadows are increasingly discredited by these immoral campaigns. For the jackals and little jackals, the battle is lost... ... and secured its unquestionable dominance, the red dome quickly organized the jagos detachment to wage a covert war and, through it—through traps, intrigues, knives in the back, and a series of other weapons—to forge the most sinister alliance between the red power and the democratic forces and, consequently, bring about the “sweet” death of the new democracy. The jagos detachment was selected with great care from among the ranks, the elite of the world of silent crime, and was the best-trained, most qualified, and most loyal detachment to the Jubi Party. Individuals of different ages, professions, faiths, convictions, and uniforms were grouped into this detachment. It was, then, truly a pluralist detachment, capable of maintaining pluralism, made up of selected elements whose preferred nourishment, taken together, had always been dreams, slander, «the slaughter of the innocent»—in other words, what they had in common was “underhanded murder.” At the head of this detachment in the red bunker, they placed not Politburo members but “trusted” Socialist Party intellectuals who would one day shout, “Let’s crack skulls,” while his men were dispersed, from outside and within, in every direction among the ranks of the other political parties, including the Democratic Party. Thus these piliet began their marathon of crime and collaboration, with the despicable mission of eradicating democracy. After its failure at the United School, this detachment organized its first major attack on the eve of the first Democratic Party congress. On that occasion, a plan was drawn up to break up the Democratic Party leadership; they organized a meeting for another, more powerful and more cunning attack, and the moment was the mass rejection every weapon: knives, traps, slander, disinformation, nihilism, criminal offers. The battle was decisive; it had to be won at any cost. Once again, orders were handed out from the red bunker. Some set off for Europe together with the Alavamos and other communists to demonstrate to their interlocutors—to convince them—that they were no longer communists. Others unveiled the Marxist platform. A shameful and unprecedented Enverist campaign, unseen since February 1991, set off across Albania. The objective of the attack: the overthrow of the Government. They hurriedly sought alliances; first they announced their open allies—everyone knows who they were—while at the same time they began holding meetings with groups and individuals who had been selected in advance for the long-awaited day. Some were offered high positions and offices; others were asked to make false accusations; the third group were ordered to stay in dark corners, throw stones, and hide their hands. Without wasting time, they set up a shadow government, demanded early elections, laid out ways to bring them about, declared that they might even accept a technocratic government, and even named three candidates for prime minister, naturally not all of the same color. The wretches, the charlatans, with their heads stuck in their own asses, think only of coalitions and alliances, because a coalition, an alliance, is the trap in which Albanian democracy can be caught, like a chameleon. Statement by the President of the Republic, Mr. Sali Berisha, delivered at yesterday’s meeting of the PDSH Presidium basis of proposals made by Mr. Beranga and numerous nationwide organizations and associations, and exercising his constitutional powers, declared members of the former high-ranking communist nomenklatura for the criminal act of genocide committed against the Albanian people during the years of communist dictatorship: Enver Hoxha, Nexhmije Hoxha, Shefqet Peçi, Hysni Kapo, Gogo Nushi, Spiro Koleka, Haki Toska, Haxhi Lleshi. The honorary titles and decorations of other members of this nomenklatura have been revoked by court decisions. Press and Information Office of the President I wish to commend all the Government’s great efforts and determination to accelerate the reforms, especially its present determination to distribute securities—that is, privatization vouchers—through which Albanians will receive their share and become owners of national property. This bold step is a historic achievement on the path toward consolidating the market economy and advancing reforms as a whole. I would like to express my gratitude to all those Albanian and foreign specialists whose skilled work made it possible to begin this process. I consider measures aimed at compensation and the return of property to be of primary importance. I welcome the establishment of the Right League by our allies, as well as the Party of Freedom of the Albanian Social Democratic Union. I am convinced that these forces—the Agrarian Party, the Party for Human Rights, the Democratic Party, the Universal Party, the Green Party, and the Democratic Party as the locomotive of Albanian democracy—despite differences in their programs, are its allies in preventing and overcoming the possibility of restoration, which the anti-reform forces have committed all their potential to, led by the socialist leader. The PD has no alliance with him today and will accept none in the future. But I also wish to express my deep concern and denounce the PS leadership’s unveiling of a new platform based on Marxist principles. To bring Albania back under these principles is tantamount to subjecting it to extreme tension and killing its future. The principles of Marxism constitute a totalitarian ideology responsible for genocide and the deaths of hundreds of thousands of innocent people in Albania and tens of millions throughout the Eastern Bloc. They are deadly principles for the future of our country. I also condemn the involvement of the Jackals of Democracy in the anti-reform campaign: the Marxist headquarters, in cooperation with jagoist elements and groups, have launched an unrestrained attack against the Government, Arbnori, Albania’s Mandela, and the country’s defence forces, and have drawn up schemes for governments as a way of provoking early elections. In all this, the PD must adhere to its decisions, coordinate its actions with all allied forces and support the reforms. The campaign for a referendum, just like the one before the first PD assembly in December 1991 and after the local elections, is destined to end like a flash in the pan. Reform and democracy will be consolidated and advance.

Yesterday, on 13 February 1995, as part of meetings between political parties, a meeting between the Albanian Democratic Party and the Party for Human Rights Union was held at the Democratic Party headquarters at its invitation. The Democratic Party was represented at the meeting by Mr. Tritan Shehu, Secretary General of the PD, and Mr. Tomor Dosti, Deputy Chairman of the PD. The Party for Human Rights Union was represented by a delegation headed by Mr. Vasil Melo, Chairman of the PBDNJ. The discussion focused on the real possibilities for cooperation between the two parties on those points of their programs that can help resolve problems currently concerning our society, on which they share converging views.
