The baby
in Dayton
President Clinton described as historic and heroic the peace agreement signed in Dayton by the presidents of the three former Yugoslav republics, representatives of the U.S. Vice-President Al.[?]zbetbegović, F. Tuđman and S. Milošević.
The truth is that the signing of this agreement became possible only after the battlefield was flooded with a great deal of blood, decisively shaping the political scene of the world: the USA.
When it seemed that the tragedy was exceeding humanly defined limits, when Europe appeared on the small screens blurred and humiliated beyond measure, with its hands tied while curses were hurled at the hucksters, where it touched and toppled, Europe began to move in a massive way and Geneva and Srebrenica were turned into an act of fratricide, Washington began to act.
President Clinton put into effect precisely the strategy he had promised three years earlier in his ceremonial speech on the occasion of being promoted to the position of the Number One figure in the politics of the largest and most powerful democratic country on the planet. He had said then that for solving crises he would use diplomacy, and when diplomacy would not be fruitful, force would be used. In other words: diplomacy was used through force.
Perhaps more than in any other region of the globe, this strategy will bear fruit in the Balkans. Only in the so-called discredited European “preventive diplomacy” could nothing be resolved in those Balkan capitals, such as Belgrade, where the clock has remained somewhere at the beginning of the century. The truth is that in this matter the White House was especially supported by Bonn and by Jacques Chirac’s Paris.
But was peace really achieved?
The so-called Kissinger of the Balkans, the negotiator with another dimension, the irrepressible Richard Holbrooke, and other politicians and analysts, have stressed that the hardest part now begins. Peace is on paper; it is not yet in life. The Dayton agreement is like a baby: the baby was brought into the light successfully, but it must be brought to life, that is, it must grow and come into life. The difficulties are of different kinds: constitutional, territorial, attitudes toward war criminals, economic recovery, etc. But the determination of the USA and its allies to take the process forward recalls a phrase of Pope John Paul II during his visit to America last month, when he said: America, you are great, show such...? we could say that in this case too His Holiness made a prophecy.
Who lost and who won in Dayton?
It is certain that peace is the winner, a victory for all, just as it is certain that Serbian President S. Milošević, initiator of the decade of darkness and of the greatest tragedy Europe has known since the Second World War, is the great loser. He began the battle in Kosovo Field, he ignited the fire in Croatia and then in Bosnia, with one single goal: the creation of Greater Serbia. It is precisely this Milošević who is now forced to bless peace, to order his Bosnian Serb political wing to withdraw, as well as the Karadžić faction, to pull back.
Still, the Bosnian issue remains open. There is Kosovo, where the general conflict of the former Yugoslavia began. And this conflict can truly be extinguished only where it began. The Ohio agreement also represents a green light for the Kosovo issue. Otherwise, the clouds of war and the bloody Balkan spaces will remain forever entrenched and forever full of danger.
And a unique experience is needed: all the wars in this region began in the Balkans, but they did not end there...

On 15.11.1995 a meeting was held
of the leadership of the patriotic
anti-communist association of
April 1991 with the participation of
those wounded on that date, at
their request.
During the meeting, the wounded
raised the main issue regarding
the trial over the 2 Prilli 1991
massacre, asking the governing
bodies to place in the dock all
those who planned and carried out
this massacre. Specifically, the
wounded of 2 April 1991 requested
the legal prosecution of former
President R. Alia and Prime
Minister N. Bino, former Interior
Minister G. Ruçi, former Director
at the Ministry of the Interior Fadil
Çani, former senior officials in the
PPSH Committee in the district and
former senior officials of the State
Security organs, as well as of the
block organs of the first phase,
who prevented the sentencing of
the criminals. “The implementation
of the law on genocide cannot be
considered complete without the
punishment of the criminals of the
2 Prilli massacre,” it was stressed
at this meeting.
Another point of this meeting was
the individual complaints from
some of the wounded, mainly about
permanent employment, housing
and treatment. The chairman of
the Union of All Anti-Communists
presented to the wounded the
results of many meetings with the
local and central authorities, and
stressed that some disagreements
belong to the improvement

In his statement to the press before
Albanian journalists from TVSH and
the press, Mr. Palas, among other
things, declared:
“With Kwasniewski’s victory, a
fundamental turn took place in
Poland because the left also took

the Polish left is that of the left in
Western Europe. These are social
democratic concepts. Today the
social democratic concept in the
West is coalition[?] plus fear of
the socialist revolutionaries and not
socialism + democracy as may still
exist in some post-communist
country”.

The Apostolic Nunciature announces that His Holiness Pope John Paul II has appointed Reverend Don Mark Sopi, a Kosovo cleric who is currently carrying out his mission in the Catholic church of Durrës and Mllovë, and has appointed Reverend Nik Prela to the post of Bishop in Kosovo. His full title will be: auxiliary bishop for Shkup and Prizeren for the Albanian faithful in the diocese.

Parliament for improvement, concerning the granting of land ownership to the
families of former agricultural cooperatives, which had had it for use, and to
around 60 thousand other families, was announced to RD by Mr. Idriz Xhomara,
Director of the Land Directorate in the Ministry of Agriculture and Food.
From this right, Xhomara adds, former agricultural specialists living in the city
are excluded.

was approved
Yesterday the law on the privatization
of Telekom was examined and
approved in the People's Assembly.
With the approval of this law,
another objective of the Democratic
Party program has also been
achieved by the Government.
The approval of this law creates a
broader and safer space for foreign
investment, which will lead to the
modernization of Telekom and to
a rise in the efficiency of the
service to citizens.
Activity for the centralization of the economy
The leaders of the PS, as emerges from the material they have presented, call for a reduction in consumerism, thus attacking the growth of the level of well-being and progress, thereby returning to the old policy of austerity and restriction for the Albanian people, something that will no longer happen since the Albanian economy has been fully integrated into the market economy.
Television seems in fact to constitute an alternative of deception and inflation for people, for Albanian democratic developments, for what the Albanian market economy has achieved in these few years, a process for which Albania has the right to be proud, having managed to win the admiration of the most developed European countries. Regarding this, the Secretary General of the Democratic Party of Albania, Mr. Tritan Shehu, stated that “this activity showed that the PS evaluates today’s Albanian reality, development and economic viewpoints through the psychological mentality and terminology it used against the imperialist-revisionist world 20–30 years ago.
It seems that the way socialists deal with the Albanian economic and social truth is guided by the manipulation of the facts about what has been achieved in Albania during these years. This is clear, simply by looking at the illustration in the reports of the PS leadership, to show that in this period Albania has deepened its external debt and
At the PDSH session an extended meeting of the Press and Information Department was held. Also taking part was the Secretary General of the PDSH, Mr. Tritan Shehu.
At the meeting, the propagandistic content of the material presented by the PS was discussed, and it was noted that the PS gives totalizing priority, considering the achievement of progress and consumption and the development of meetings as PS activities in the country, the publication of declarations and proposals, articles and journalistic commentaries as basic assets that are linked to the growth of the people’s activity.
“This activity, said Mr. Shehu, is a tracker of the theoretical and economic idea that brings Albanians back to a centralized social organization, where the main message is that sacrifice must be increased with no increase in well-being. The economic program of the PS is presented in contradiction with the market economy. By raising abstract slogans about social equality, it in fact attacks the current and future standard of living of Albanians.”
