Albania's progress surpass all predictions
President Berisha's visit to Germany continues
The first day of President Sali Berisha's visit to Germany ended with the dinner hosted by German Federal President Herzog in honor of the President of the Republic of Albania, Sali Berisha, and the delegation accompanying him.
In his speech on this occasion, German President Herzog emphasized that during the month that has passed since our meeting, relations between our two countries have continued to develop. Albania has also made a good stretch of the road toward its integration into Europe. In July of this year your country became a member of the Council of Europe, thus becoming a member of the family of states based on democracy, the rule of law, and respect for human rights. Further on, President Herzog said that Germany will continue to support Albania on its path toward European and Atlantic structures. Albania, as a factor of stability in the Balkans, is important for Europe. This will not change even after the signing of the Peace Agreement for Bosnia-Herzegovina, he stressed.
Lasting peace and stability are a prerequisite in this country. Your country impressed us with Albania's progress since you, Mr. President, took office.
An ever greater intensification of relations with the states of the region in the face of persecution and discrimination because of everything, nationality and religion. And all the states of the Balkans must be ready to respect national minorities and grant rights to minorities.
We understand your concerns about the ongoing repression in Kosovo, said the German President. The solution to the Kosovo problem, which must include guarantees of the rights and welfare of the Albanian population and the Serbian minority, is part of peace and stability in Europe. Everywhere we have recognized the need for the rights and institutions of Europe and the Atlantic Alliance shows you that Albania has an asset that will accompany it on its path toward the future.
President Berisha, in his speech on this occasion, said that this is the first official visit by an Albanian head of state. This is a historic event for both our countries. I come to Germany with an open heart and convinced that the differences between our two countries and our two peoples are truly great, but even greater are the feelings of friendship, respect, and the values they share with us. And this constitutes the true foundation of our friendship, cooperation, and relations.
Albanians, said President Berisha, experienced the pain of the old regime with great hardship. They contributed bravely to its overthrow. The Berlin Wall, through the freedom of the German nation and its powerful development in freedom, serves from its foundations this wall of condemnation. And for this, Albanians and the other peoples who suffered will be forever grateful to Germany. Chancellor Kohl and all those who determined the fall of the Wall. But Genscher was the first to call me as early as the force of our March '92 and also the first to visit free Albania.
Albania today has a different face, Berisha continued. It has gone through a phase and is developing democracy, building the rule of law and its institutions, some of which you have personally contributed to.
There is a favorable turning point in the Balkans today, said President Berisha. We all hope that the peace newly established in Bosnia will be lasting. I have always been convinced that Germany should play a greater role in resolving the crisis. The merits of Germany's role in the Balkans lie in its great influence in the EU and NATO, and we see the possibility of a faster solution to this crisis of the Albanian issue benefited from in his speech, Mr. Berisha.
Yesterday's day of President Berisha's visit to Germany began with a working breakfast with German political personalities. President Berisha then held a meeting with Federal Finance Minister Dr. Waigel, who is also chairman of the Christian Social Union, CSU. President Berisha gave an overview of the difficult inherited situation and assured that this aid has been used efficiently. He stressed that the German projects involving the road system, water supply, and energy, as well as joint projects for creating new jobs, have been successful. President Berisha asked the Federal Finance Minister for support in attracting German investments to Albania as well as help in developing an efficient banking system. He said that he would value an increase in Germany's contribution to bilateral projects and to those of the World Bank for the expansion of city roads, which is significant help for the countryside and the marketing of agricultural products.
President Berisha expressed his gratitude for the help that the Christian Social Union has given to the Democratic Party. Emphasizing that Albanians will not forget the contribution of Mr. Franz Josef Strauss, which was the first signal from the West for opening Albania.

You have economic indicators that were not expected to be achieved by a country that has just emerged from such isolation. We will continue economic assistance to Albania, he pointed out. Assuring that economic cooperation with Albania will continue to grow, he gladly accepted President Berisha's invitation to visit Albania.
Meanwhile, Deputy Prime Minister Dibler Voriçi, present at this meeting, [?] zealously for Germany's help in resolving Albania's old debt, and requested German support in reaching an agreement to abolish double taxation.
President Berisha then held talks in the Bundestag with representatives of the CDU, CSU and Social Democratic Party parliamentary groups. They assured President Berisha that Germany will support Albania both bilaterally and multilaterally.
