President Berisha’s visit to Germany concluded
The Prime Minister of Bavaria, Dr. Edmund Stoiber: The establishment of relations between Germany and Albania was a very important step that marked Albania’s entry into Europe. You have undertaken an extremely difficult and very important task, the democratization and construction of a market economy, bearing in mind the great damage caused by communism. I take this opportunity to express my deep respect for the mission you have undertaken and I congratulate you on your achievements. I assure you that Albania, on its path, finds its ally in Bavaria
President of the Republic, Sali
Berisha, appeared yesterday as a guest on
Bavarian television, where he answered
questions related to bilateral
relations, their prospects and the Kosovo
problem. On the question that opened the
conversation with Bavaria,
President Berisha replied that the very good
political relations are matched by
increasing and comprehensive cooperation,
especially with the Germans, because Albania offers
many opportunities for profit. There is
macroeconomic stability, favorable laws and, above all,
Albanians feel friendship toward the Bavarians. Asked how
he foresees the upcoming elections,
President Berisha replied by
emphasizing that Albanians look
to the West and not to the East.
Connections with the East were tested by
Albanians in a tragic way for
50 years. As for the other question, what
he expected for Kosovo after the Dayton
Agreement, Berisha replied: I am convinced that very
soon Kosovo will come to the negotiating table.
The International Community
must have drawn lessons from
the tragedy of Bosnia.
From my earlier meetings with
President Clinton and more recently with
Chancellor Kohl and other high-ranking
German personalities, they expressed
concern themselves, but also commitment to finding
acceptable solutions.
Also yesterday President Berisha had
a working breakfast with representatives
of SIEMENS. They discussed investments in Albania, issues of
the airport and telecommunications.
President Berisha once again praised
German investments and stressed the facilities that the Albanian state
has created for foreign investors.
Later, President Berisha had
a working meeting with the minister of state
for the economy in Bavaria, Otto
Visol, in which more than
20 representatives of various Bavarian firms took part,
some of which are present in
Albania. After that, Berisha and Visol
had a meeting with representatives of the
German media on economic problems
and with Albanian journalists. Minister Visol
said that Albania has made great
progress, recognized by everyone, but
it faces many difficulties, like any
country going through the transition
period. Bavarian firms, he said,
are interested in infrastructure,
telecoms, tourism, banks
and other sectors.
Afterwards, President Berisha was
received by the Prime Minister of Bavaria,
Dr. Edmund Stoiber, who emphasized
in his speech that the establishment of
relations between Germany and Albania was a very
important step that marked the beginning of Albania’s entry into

On the third day after the press conference
held in Bonn,
the newspaper Frankfurter Allgemeine
Zeitung and several others published
informative articles about the Albanian president’s visit to Germany.
In the interview given to the German
magazine Fokus, the Albanian President,
speaking about Albania’s integration into the European Union,
states, among other things: we have made great
progress, but we still have a long road ahead
of us toward the European Union.
Asked what a possible
solution to the Kosovo issue would be, Mr. Berisha answers:
that the Kosovo Albanians should begin
negotiations with the Serbs,
which should take place in the presence of
third parties.
ANOTHER FINANCIAL OPERATION FOR TIRANA,
in this issue the newspaper HANDER PLAT,
which deals mainly with economic problems,
devoted an article today to the visit of the Albanian president Sali

commerce and industry in Bonn, pointed

Today a new agreement between Albania and
the EU on the Cross Border program will be signed in Tirana. The agreement provides for
EU assistance of 25 million ECU for Albania.
Also today, at the Ministry of Industry and Transport and Trade, Ms. Suzana Panariti and the US ambassador, Mr. Joseph
Lake, will sign the “Assistance Agreement of the R. of Albania and the Government of the
USA for the supply of agricultural goods for the Food for
Progress Act”. This agreement is an aid program from the American government
for our country worth 5 million USD and will be disbursed in the first months of next year.

Albania is not an overblown danger
within an electoral campaign, but a strict stance of
advanced capitalist countries
not to bring communism
into a country that spiritually
feels distant from the East. The West removes
worse the line[?] toward the Albanian middle,
by excluding in parallel the analogies
removed between the political spectrum in the West and that in
the East. In Albanian words and
practically, but also from the protocol point of view, it is an assessment
of the Albanian communists, who were
also the harshest communists in Europe.
During President Berisha’s meetings
in Germany, all the high-ranking German
personalities expressed themselves in favor of an Albania
that will continue to be led by
democratic forces. This is the clear signal
that has come so far in Albanian
politics, which claims to follow Western
experience in governing a country. If this
signal will be converted into direct help for a
political side will be understood only if
there is a need. This statement by the Germans
who lead Germany is advice to
all Albanians and all political forces. It is advice for
the left and advice for the right. For the first, it is an invitation to renewal, while for
the second it is a responsibility before
