On 22 March 1992, after the overwhelming and indisputable victory of the DP, Albanian governments began, led by it, for economic recovery, for the development of relations with the Western world and for the consolidation of democratic institutions. A. IN THE POLITICAL FIELD • In the first year, the main problem of the new government was the restoration of order and political stability. • Under the terror of the heavy legacy of the dictatorship, the grave events of democracy and the biblical exodus of the population, Albania seemed almost “atomized,” depersonalized, with a population disoriented to a hopeless degree. • Albanian political classes inherited and continued a deep political polarization inherited from the monist style of the democratic system. • Albanian TV and radio, the country's main newspaper, were in the service of the opposition. • For a year and a half, the problem of democratic control over the army was prolonged. The pressure from unions to take over their work and that of the police was overcome by transforming the army and the police into weapons of the democratic state. • In the Albanian dualist system, the 1993/94 constitution was organizing and not merely a parameter. • From a heavy socio-economic legacy and the immaturity of specialized institutions, the police and the state intelligence service managed, in three years, to disrupt hundreds of criminal gangs, to destroy and uncover some of the most dangerous conspiracies organized by the red alliance with Albanian extremism, and, in a very short time, to identify and bring before criminal justice the authors of notorious crimes. • The government and the President of the Republic's program for the demilitarization of institutions, as well as their turning into professional institutions, was successfully implemented. • In conditions where the legitimate democratic institutions had to be established — parliament, government, courts, civil administration, the prosecutor's office and other state services — after three years of DP rule, Albania has fulfilled the commitment undertaken for integration into European bodies such as the Council of Europe, the Western European Union, as well as Partnership for Peace. 1. THE INDEPENDENCE AND SOVEREIGNTY OF ALBANIA During 1991, Albania was in a situation where the values of sovereignty and national independence were at risk. • Let us analyze this in terms of the main indicators. - The top leadership of the state, the democratic and political government, has been established and carried out independently. - First. Albania has a pluralist system; Albania, where dozens of political parties gather in a more organized way. - Public TV and radio, as Albanian, are in positions and actions from the state. Freedom of speech and press is fully in force. - All confiscated property is in the process of being returned to its proper place. - Strong foundations have been laid for the banking system. - Important laws relating to property, income and human rights have been drafted. 2. LEGISLATIVE REFORM In fulfilling the promise of legislative reform, during this period the Albanian government adopted a series of laws necessary for governing a free society. 2.1. President Berisha decrees: Compulsory military service becomes 12 months The DP, the President and the Republic, today, following the session of the People's Assembly and on the basis of Article 85 of the Constitution and the proposal of the Council of Ministers, issued Decree No. 995. Article 1 — The duration of compulsory military service in the Republic of Albania, for soldiers, sailors and police officers in active compulsory service, becomes 12 months.
