Editorial note: following the partial publication of yesterday’s interview, today we are presenting its main part. Friend, let us begin with April 2, 1991. Do you consider April 2 to have been an organized act or simply a spontaneous reaction of the masses? In my view and based on what I experienced, April 2 was an organized scenario and not a spontaneous reaction. In those days, Shkoder had great political tension and many people were moving about. All signs showed that somewhere there was a hand directing the events. However, the people were also outraged, tired of the dictatorship, and ready to react. You have said that important documents have disappeared. What documents are you referring to? We are talking about minutes, statements, operational notes, and other records related to the events of April 2 and to the file that was later prepared. Some of them cannot be found where they should be. There are also inconsistencies in the page numbering. This makes us seriously suspicious. Why do you often mention the name of Ramiz Alia? Because he was the central figure of the system and of its final period. One cannot speak about the mechanisms of violence without mentioning the chain of command. I am not saying that everything was done on his direct order, but I am saying that the file and the way the case was handled lead to political responsibility at the highest levels. You are accused of slander. That is the easiest way to silence anyone who seeks the truth. I am ready to confront any document and any process. I have only asked for the full clarification of the event and the full opening of the file. Is the file open to everyone? Yes, I say it should be open to everyone, Mr. Doke. There cannot be hidden parts when speaking of such a serious public matter. (Continues on page 2)

The opposition, through “ZP”, seeks the return of Article 28 of the 1976 Constitution

The weapons seized at the Greek-Albanian border had been stolen from an Albanian barracks

Member [?] Serses, spokesman for the Thessaloniki police, said yesterday that the Greek police discovered that 200 automatic firearms and a considerable amount of ammunition seized at the Greek-Albanian border at the beginning of this month had been stolen from Albanian military depots and barracks. The Socialist Party cannot govern in a democratic way

PUNGAJ DUH HUTA Does a socialist in office continue to think of himself as yourself? ... [?] The Socialist Party, as the heir of the old structures, has not provided sufficient proof that it can govern democratically. Its positions are often contradictory and bear traces of an authoritarian mentality. When it speaks of pluralism, it often uses it only as a tactical instrument. In public debate it attacks institutions and discredits reform processes. Meanwhile, in practice it offers no clear alternatives. This makes its credibility as a governing force difficult.
