The interpretation that Dokt gives to the government decision shows that he was badly compromised
“ZP”, the officials appointed for privatization who, after decision no. 145, dated 22 June 1993, had let their mandate expire without doing anything, before the prosecutor’s office; the first SHIK figure, giving account, without having the right to speak, for the incalculable wrongdoing in that usurped government. Why did Berisha order the division of OXFORD? According to Law 7501, the government was supposed to return all confiscated properties through the legal authorities, not by order of SHIK, as it did with OXFORD. As stated in decision no. 145, confiscated properties were to be leased, whereas the “family” of SHIK received them through privatization, without asking about the legal solution. After this scheme was completed, Alia went to steal and, covering up the traces of the 100 million, burned down the commission office. In this alarm, not even PP SHIK will be able to save Alia from total bankruptcy. The land on which it had been built was stolen from “Oxford”. But how? Here is how it happened.
Today, as one of the usurpers of the government, Dr. Berisha has been given the task, with the coldness with which he gives orders without feeling anything, of interpreting on behalf of the government a decision of its own, taken two years ago. The government decision of 22 June 1993, reached amid strong protests within the government, gave a commission appointed by it the right, in the name of the Albanian government, to privatize SHPSH “Oxford”, without asking about everything that had happened regarding its privatization. The creation of this commission and yesterday’s act of the government show that Dr. Berisha, driven not only by political resentment but also by corruption, has no intention whatsoever of giving up “Oxford”.
In fact, until yesterday the properties of “Oxford” had been property of the Albanian state, but acquired by court decision by this government. This difference is the whole essence of the matter. This government does not acquire and does not sell “Oxford” as its own property. Until 1991, Oxford had its own property, a plot of land worth 200 million lek, where the center was built. It was given for rent by an unjust decision, based on the fact that confiscated lands, according to decision no. 145, dated 22 June 1993, were to be rented out for privatization, not sold. According to the same decision, the government was obliged to return the confiscated properties. It did not do so, but instead gave them “through privatization” to SHIK people. This is the biggest scandal of the Albanian government.
Moreover, since the prosecutor’s office has begun investigations into the activities of PP SHIK, the only body authorized to question and demand accountability is the prosecutor’s office. Yesterday’s intervention by the government in favor of Alia is not only illegal but also shameless. Alia continues to be the most suspect figure in all the theft of “Oxford”, in the burning of the commission office, and in the bankruptcy of a respected institution.
The Albanian government cannot defend itself by distorting the law. It cannot replace the court’s decision with a SHIK order. Anyone who reads decision no. 145 understands that the government had no right to sell the property to anyone, but only to administer its legal return. Any other action is usurpation.

The “politician” Dokle is involved in arithmetic calculations
That is, he checks not from the state budget with the “solidarity fund”, but through work rent worth 200 thousand dollars from Cërrion Doke
The conversation took a strange turn because of the circumstances, with the banal and indiscreet question: “Where did you pay for the mortar, the bricks, the floor beams; where did you also pay for the thread, the curtains and the upholstery?” I repeatedly reminded him that “it was not paid for with the Albanian government.” He was not, nor could he in any way be, such a person. The question caught me badly, not because I was trying to avoid it, but because he did not even support with facts an explanation like any ordinary person would. On the contrary, he made me doubt, with a discomfort he could not hide, that perhaps my question was linked to other suspicions. Later I understood that he was right. I had asked a man about a property whose ownership had been a political issue in Albania for two years running.
I will now, as I set this back in place, use this occasion to show that the “politician” Dokle is involved in arithmetic calculations and in high politics. He has built a house costing more than 200 thousand dollars, not from the state budget, but from jobs obtained by people tied to power.
This is not the first time his name has been linked to dubious benefits. In this case, he tries to hide the origin of the money and present himself as ordinary, but the simple question exposes this inconsistency.

There was no opposition to Albania’s request for full membership in the Central European framework
According to the Austrian press, Mr. Alfred Josten said, after returning from the Meeting of the Foreign Ministers of the member countries of the Central European Initiative, that the bulk of this initiative’s parts -
The spokesperson of the Foreign Ministry said that understanding for this membership exists in most political circles in Austria.
In the newspaper “Die Presse”, which, as the spokesperson emphasizes, pays very close attention to Albania’s request for full membership in the Central European Initiative, it was reported that Albania has won the support of Italy and Hungary as well, but that the “reservations” of Croatia and Slovenia still remain.
According to this newspaper, the “reservations” stem from the belief that Albania has not yet done enough to meet the standards for full regional integration.

Vrioni: “I have not received any reward from this bank during the time I have been a deputy or Minister of Finance”
Lies and slander are punishable by law
“ZP” - Yesterday we clarified that one of the accusations against Ilir Hoxha, namely that “he benefited from privileges and large sums of money from the bank”, was not valid. We did this not to divert attention from other issues, but to respect the truth and apply the principle that financial abuses must be proven by facts.
Following this logic, we also bring the statement of Mr. Vasil Vrioni, who explains that during the time he was a deputy and Minister of Finance he received no reward from this bank. He asks that political debate not use slander and smokescreen tactics as a method.
If there are violations, they must be investigated and punished by law. Otherwise, accusations without proof seriously damage public life and trust in institutions.

The first “SU” in At Gregj Fishta printing house
- Minister Meksi, ambassador Trovesh Stanton, and the murderous tension of Kosga... ehj.
Between embassies, the prefecture and the political palace, with the chief priest of frost, the office of the political parties, the capital was in amazement. Not infrequently, the increased obligations, somewhat distorted, build the décor of the day. In this jumble of symbols and representations, more than ceremonial, the country seems to be living through a tired political theater.
Today’s note stops at a small but significant episode in the “At Gregj Fishta” printing house, where a publication was seen as a sign of a strange closeness between officials and foreign missions.

Reply to “ZP” on the judges of the capital, 23 April ’95
Slander and fraud are punishable by law
The clarification made in the issue of 23 April was published in order to remain correct and preserve the ethics of public debate. The “reply” does not aim to avoid the investigation, but tries to draw a line between political accusation and legal proof.

in European Albania, in a high-level shuffle and so on, it is wise to clap more than ever, in the clearest text.
This bank during the time I have been a deputy or Minister of Finance
Slander and fraud are punishable by law
The above article continues: “In 1993, by order of the government, rushed steps were taken for dubious privatizations and unclear fund movements. In this climate, the names of officials are often used without responsibility.”
This clarification is linked to the need for public opinion to distinguish between real responsibility and political slander.

Placed in a harsh and direct language, this text resembles a pamphlet, listing types and behaviors which, according to the author, represent the cynicism of the time.
