IVI I BOTIMIT Nr. 982 E PREMTE 16 QERSHOR 1995

You are speculating with such a delicate issue as that of families

Yesterday in the People's Assembly Minister Arben Imami, in his speech and reply, dwelled in particular on the premise for solving the issue of the families of persecuted and politically convicted people who are serving sentences in prisons. He explained that: "As for the problem of people serving sentences, on 1 January 1995 there were 240 in total. Of these, 137 have benefited from pardons, 14 have been released early on probation. Some of them still appear in prison because the case has not yet become final. This is a procedure that our system has established." He went on to say that the files of another 26 are being reviewed and that such a decision from the President of the Republic is expected. "As for the rest, that is, 17 people, we have no request from the President concerning them, but I do not believe that a person who has completed his sentence or who does not deserve to be held longer would be kept in prison even for one day." Further on, the Minister of Interior said it is wrong to say that the laws are not being enforced. According to him, the issue must be examined concretely, case by case, according to the files and procedures. He stressed that the government cannot act outside the law. Deputy Speaker of Parliament Sabri Godo intervened, asking that this topic not be abused and that the debate focus on concrete solutions. There were exchanges and objections in the chamber from various deputies. (text partially unreadable [?])
