Sali Berisha, President of the Republic of Albania: “29 June will long remain in the memory of our nation, for the complete and triumphant victory of the stabilizing forces and their European orientation...” 4-6 MAY 1992 The Parliamentary Assembly of the Council of Europe decided by majority vote to admit the Albanian delegation, after it had observed the elections of 22 March, judged to be free and fair. 5 NOVEMBER 1992 The Parliamentary Assembly unanimously voted Albania’s full membership in the Council of Europe. 10-13 JULY 1995 The Parliamentary Assembly of the Council of Europe is holding its summer session in Strasbourg. This is the panorama of the developments that have marked Albania’s road back into the European family. In the center of democratic Europe, in Strasbourg, where the parliamentary, executive, financial and administrative institutions of the Old Continent are located, President Berisha said yesterday that Albania’s admission to the Parliamentary Assembly of the Council of Europe is “great and important for our people”. At the joint press conference of the President of the Republic with the President of the Parliamentary Assembly of the Council of Europe, Miguel Angel Martinez, the Albanian president stated that “The Assembly of the Council of Europe is today an important forum of democracy in Europe. The institution where government and opposition, freedom and law and honesty are equally represented in the name of the citizen. The forum where the most important events in today’s Europe and in the Europe of the future are debated”. Speaking highly of the standard of the 29 June elections, President Berisha said that “Albania climbed one more step on its path toward Europe and one more step on the scale of European security and stability”. He said that the Albanian government is more than determined and is making every effort to consolidate the rule of law and civil society. “In accordance with our commitments, we are constantly reforming our legal framework and moving toward full respect for human rights according to European standards. We are open to fruitful cooperation with the experts of the Council of Europe, together with them in a serious analysis of Albanian legislation and legal practice”. President Berisha said that “To be a member of the Council of Europe is a great duty and responsibility for Albania and its government. The highest level of democratic standards and respect for human rights remain the fundamental requirements”. He praised the support that the Council of Europe has given Albania in recent years “especially in modernizing the administration, its education, and likewise in improving the country’s legislation”. President Berisha met and spoke with the chair of the democratic group, with members of the parliamentarians of Strasbourg, with the reporter for Albania, with the institution’s director-general, and with other leaders of the Council of Europe. The Parliamentary Assembly of the Council of Europe has decided that in its July session it will discuss the report on the parliamentary elections in Albania of 29 June. This resolution was requested by the rapporteurs and parliamentary groups following concerns raised by the Albanian left-wing opposition. After the debate in the Parliamentary Assembly of the Council of Europe, a resolution is expected to be adopted giving an assessment of the elections and democratic developments in Albania. The cooperation we have begun is going extremely well

Joint press conference of Presidents Berisha-Demirel At the conclusion of the visit to the Turkish Presidency, the President of the Republic of Albania, Dr. S. Berisha, held yesterday in Ankara a press conference together with the Turkish President, Suleyman Demirel, after the talks they had held together at the latter’s residence. In his remarks, the Turkish President, Mr. Suleyman Demirel, stated, among other things, that cooperation and relations between the two countries and the two peoples are progressing wonderfully and that this cooperation is becoming an example of such cooperation in the region. President Demirel, speaking highly of President Dr. S. Berisha and of his fruitful and brotherly cooperation, said that “Albania is a friendly and brotherly country for us” and that “Turkey will continue to help Albania in democratic and economic reforms”. Speaking at this conference, the President of the Republic of Albania, Dr. Sali Berisha, thanked his Turkish counterpart for the warm and friendly reception and for the continued support that Turkey has given Albania. President Berisha emphasized that relations between the two countries are excellent and that cooperation in the economic, political, military and cultural fields is constantly expanding. He appreciated Turkey’s assistance in the reform process and in strengthening democratic institutions in Albania. Ladies and gentlemen, Albania’s membership in the Council of Europe is an act of extraordinary historical and political importance for the Albanian nation. It is an event that marks the final return of our country to the European family. Today, Albania stands before you as a country that has made great progress on the path of democracy, the rule of law and the market economy. We are aware of the responsibilities that arise from this membership and we are determined to fulfill all the standards and obligations that stem from it. Albania will continue to work with dedication for the strengthening of democratic institutions, the protection of fundamental human rights and freedoms, and close cooperation with all member states of the Council of Europe. Speech of the Turkish President Mr. Suleyman Demirel

Friends and gentlemen, Turkey considers Albania an important friend and ally in the Balkans. Our relations have been built on a tradition of friendship and cooperation that is being strengthened day by day. We firmly support Albania’s democratic path and its efforts for economic development and European integration. President Berisha’s visit to Turkey is proof of the high level of our relations and of the shared will to expand them further. Women will support the new Albania

LORENA LIGORI Regarding these anti-Albanian influences, said Mrs. Ligori, the role of women’s organizations in affirming their rights is important. She called for strengthening the role of women in public and political life, as well as for supporting civic initiatives in the service of democratic development.
