A law that marks an era, a law that paves the way for progress

Decommunization—reorganization, with a new critical approach it must also be seen in perspective. We must move at the pace of the times, ahead in openness. Barriers, inaction and incompetence must be removed. In order to help development, consolidation, liberalization and democratization of the economy and the democratic reform. But it can rest on a more detached form by expressing it in fuller relations and with arrangements in all the important fields of Albanian life, in politics, economy, administration, trade, law and education, etc. This function, in order to gain more official form together with developments under the conditions of a society with pluralist relations and free market relations, is more sensitive when we speak about the sector of legal institutions and relations with the state. Precisely here lies one of the most sensitive elements of the reform of the modern Albanian state. This new law, which has at its center the complete transformation of citizens' relations with private property, the market, administration and the general legal system, is a great step toward a new democratic order. This reform has encountered different attitudes, but it is an inevitable process that brings Albania closer to Western standards. The law places the individual and free initiative at the center of development. Only in this way can a functioning economy and a rule-of-law state serving the citizen be created. The developments of recent years have shown that the transition requires political courage and legal clarity. Without this, reforms remain halfway. For this reason, the adoption of this law marks an important stage in the modernization of the country and in the final break with the practices of the past.
