This reform has encountered different attitudes, but it is an inevitable process that brings Albania closer to Western standards. The law places the individual and free initiative at the center of development. Only in this way can a functioning economy and a rule-of-law state serving the citizen be created. The developments of recent years have shown that the transition requires political courage and legal clarity. Without this, reforms remain halfway. For this reason, the adoption of this law marks an important stage in the modernization of the country and in the final break with the practices of the past.
