A new pact between the PD and
the coming century
Today we have gathered to
discuss some of the most
important problems related to
the preparation of the new
electoral pact for 1996,
that is, the contract of the
Democratic Party of
Albania with the coming
century.
During these months that
separate us from the new
elections, we are preparing
with the utmost seriousness
to sign new relations on the
basis of the contract we have
implemented, a new pact, a
new contract several times more
successful than the one we
completed last spring. But the new
electoral pact is signed by us
on a completely different reality,
radically changed through the
implementation of the Democratic
Party's program.
We sign the new contract no longer in
a country dominated by organized
crime, chaos, anarchy, extreme poverty
and mass unemployment,
but in a country where human
freedoms and rights, order,
peace and full stability are guaranteed,
in the country with the fastest-growing
economy in Eastern Europe, the
surprising success of reforms, as leaders
of countries and institutions that know well
the laws, procedures, practices and
achievements of reforms have said, in the
country that today has inflation and unemployment
at levels equal to those of the
developed countries of Europe. We sign
the new electoral pact with
Albania tied to great and genuine friends
in Europe and in the world, member of the Council of
Europe, of the Central European Initiative, of the Partnership for Peace,
of the “Black Sea Initiative”, that is,
with a completely different Albania from the one that
existed four years ago.
We sign the new electoral pact with
Albania with dignity, sincerity and determination,
not only because of the spectacular achievements,
but also because of the failures we have
had and the responsibility we bear for
the mistakes, as well as our
persistence in correcting them. In these
four years, unlike any other
political force, we have created a precious
experience in governing the country, we have created
the administration, the institutions and the rule of law,
the groups and teams
of experts. The most qualified forces
of Albanian intelligence have been involved
in carrying out the reform.
We sign the new contract when not by words, but by
deeds, we have convinced Albanians
of our seriousness, we have
shown them our confidence,
faith in ourselves, faith
a lost faith in the government, faith in
the country. We sign the new electoral pact
after proving that we know how to govern,
keep promises and implement the contract.
Congress in two stages,
a congress of the final
dissolution of the PS
Now to that social and
social-head, which was accompanied by
calls for Saint Bartholomew's Night and a civil war, now expressed only by its main leaders, we will respond in the powerful pact
that we will sign with
the Albanian electorate in the free and fair elections, with respect for
the rule of law, with tolerance and
democratic culture.
The Socialist Party of Albania today experiences within itself the end and
agony of the PPSH under a new name.
Those who formed it are now reaping a storm. The main leadership of
the last PPSH, Alia, Nano, Ruçi,
decided with insurmountable pressure to form the PS, by
ordering a change of name and denying a merger of a left-wing party without criminal elements and placing this party under a new name,
from top to bottom, under the full control of the former Albanian secret police.
Analyze their leadership,
read their press,
see who leads it
and who fills its pages
with praise for the old boy.
The Socialist Party today is
more conservative, more
dogmatic than any generation of 1992.
The retrograde developments in
this party resulted in its deep
international isolation. The Socialist Party experiences
the deep despair of a political
force that, after suffering a heavier
defeat in the elections of 22 March,
has now prepared to attack again. The
socialist leadership in the most
paradoxical way decided to hold the congress
precisely on 23 March, the day of the
historic victory of the Albanians against
the dictatorship of their party, the day of the
darkest day in the history of the post-50-year period. Rightly, the question can
be asked: what is this madness?
How is it possible that
Albania celebrates the victory, the liberation
from their dictatorship, and they gather for a memorial congress! The answer
is clear — they, confident in the division,
relying on the principle that “mourning unites”,
think precisely that on 23 March, no one will
have the courage to stand up against the crisis party. But why
did they decide to hold the congress
in two phases, when not only in life,
but also in mythology, two-headed beings are considered a monstrosity,
a monster. The socialist reapers, who
celebrate pacification on birthdays,
are convinced that because of their criminalization and the effects
of the genocide law, if elections are held

At the invitation of the President of the
People's Republic of China Jiang Zemin, the
President of the Republic Sali Berisha, accompanied
by Mrs. Berisha, will pay a state visit to the
People's Republic of China from 16 to 19
January 1996. The delegation accompanying
the President will also include Deputy
Prime Minister and Minister of Construction and
Tourism Dashamir Shehi, government officials,
deputies
and other senior officials.
In the meetings scheduled with the President,
the Prime Minister and other Chinese officials, talks
will be held on issues concerning the further
development of bilateral relations in many fields, as
well as on international matters of interest to both
sides.
During this visit, bilateral agreements are also
expected to be signed.

Within a relatively short period of time, at all levels of the PD a number of activities were carried out, which aimed at strengthening its structures, improving the level of delegation, especially strengthening the work at the base, increasing its quality, reconsolidating the sections and their own capacity for political struggle. All this activity demonstrates the strengthening of the PD and coincides with the approach of the election campaign for this year's elections, with our preparation for this event. Objectives

Dear ladies and gentlemen
participants in this activity,
The moment we are living through is
of decisive importance for the
fate of democracy and economic reform in Albania for the reason
that we are on the eve of the new
elections for the People's Assembly.
These elections, with such full confidence that they will be free,
and that the PD will respect
the results of the people's vote,
since the government was in the past
four times before the ballot box and each time
we have carried out or organized a free and fair
campaign, and we have accepted the results.
We are and remain a party that
fights for the rule of law and
for respect for the laws and
the will of the people and this is
one more reason to be attentive to the provocations
of the opposition which seeks to tense
the pre-election atmosphere, in order to
justify eventual conflicts and
the protest they have prepared
for the election results. We as
the Government are aware of
our obligations to maintain public order and law and to avoid
any incident provoked or
even accidental.

Full confidence in PD's victory in 1996
Yesterday in Tirana: The expanded activity of PDSH held its work sessions
In one of the halls of the Palace
of Congresses in Tirana, a broad-
scale PD activity was held
for the year 1996.
At yesterday's meeting of the KK
of PDSH, the main responsible
figures of PDSH everywhere, the members
of the KK of the PD, the leadership of the PD,
in the center and districts, deputies, members
of the government, of FRPD, representatives
of local government, other supporters
made an assessment of the PD's work so far, and
determined the work platform for
the elections of '96.
The proceedings of this activity, which
were addressed by the Secretary General of PDSH,
Prof. Dr. Tritan Shehu.
The issues at this meeting were
characterized by President Berisha as very
important for the preparation of the
new electoral pact and the new contract of
PDSH with Albania.
Unlike the first pact,
President Berisha stressed, the second
electoral pact is signed no longer in a
different reality, completely
changed, no longer in a country where
crime, anarchy, chaos,
extreme poverty and mass unemployment
reigned, but in a country where the fundamental
freedoms and rights are guaranteed, order,
peace and full stability, in
the country with the fastest-growing
economy in Eastern Europe, of the further
success of reform, as leaders of countries and institutions
that know well the laws, procedures and practices of
life and reforms have said.
Regarding the choice of the date
23 March for holding the congress of the
PS, precisely on the day of the historic victory of the Albanians against
their Party, and the holding of the congress
for the dissolution of the PS, no,
unfortunately, the departure of the members
of the PAI and PDS from these
parties.
The consolidation of the sections and
their empowerment for political struggle
was the main topic of many
discussions, as well as of the speech of the
Secretary General of the Democratic Party, Tritan Shehu, who
made the balance sheet of the party's organizational work.
As the main objectives of the PD
Mr. Shehu defined: the further opening of the
base and its expansion throughout the country's territory,
the expansion of the sections and
their qualitative improvement, empowering
people to develop a broad and workable dialogue with
the electorate.
In the last two years, 163
new sections have been created by the Democratic Party and their total number
has reached 3,407, as well as
8,900 new members.
These elections, I have full confidence,
will be free and that
the PD will respect the result of
the people's vote - said Prime Minister
