The outcome gives the East “lessons” According to the final results from the Spanish Ministry of the Interior, the People’s Party (right-wing) won Sunday’s legislative elections with 38.85% of the vote, securing 156 seats in Congress, compared with the 142 seats secured by the Socialist Party. In the Senate, the PP secured 111 seats, compared with the PS’s 81. “Clean, exemplary and brilliant” was how PP leader 43-year-old Aznar described the People’s Party’s triumph over the Socialists. Nano’s lesson from prison to Gramoz Ruçi a few weeks ago has taken root in the Socialist Party offices in all its dimensions. The division now being experienced by the Socialist Party leadership is no longer a scheme but an action being carried out every day through the mechanism of stirring up the clans. Nano’s list of his friends’ names now matters less than what has happened and is happening in the Party leadership. The list called for Namik Dokle to be sidelined, and he is in the process of being sidelined. Unlike on other occasions, when he held press conferences, this time he was no longer trusted. The editor-in-chief of “ZP” has also for some time been behaving like a vegetarian in the newspaper where his name appears as editor-in-chief. He no longer has any right to command or lead. Thus “ZP” gets its vitamins from the Red Front of propaganda directed by Sofokli Lazri and Shaban Sinani. One day, the corridors of the Socialist Party in Tirana will wall off Luan Hajdaraga too, since the groundwork for his removal was laid back in Bença prison. His interviews, which lack the brawls and physicality of the Socialists, unlike what happens in the sentences of Ulqini, Ruçi, Islami and some others, put him near the bottom of the leadership-members’ list a few months ago. Now even a small elbow is enough to leave him without a place on the leadership. Other members will be “made ill” and, for “health reasons,” will leave the party leadership. Or someone else, because he is on the list of members, will be “made ill” and, for “health reasons,” on the list of genocidaires, a collaborator of the Sigurimi, or a former minister who played no small part with the aspirin or the meat packages that arrived as aid in early ’91. After removing the five because of their reformist tendencies, the Socialist Party headquarters is now preparing the next contingent that escaped during the leadership’s confidence vote. The clans now seem to have firmly established themselves, and the conservative clan led by Ruçi and Islami, strongly supported by Bença as well, is ready to seize the party leadership all for itself, once and for all putting an end to the headaches caused by people who have strayed from their ranks. Clanism, as a phenomenon and a characteristic of the Socialists, is operating at full force. With the conservative clan’s victory, the other clans may merge into one, and within a short time two distinct lines may emerge in the Socialist Party. One line cannot stand having a chief policeman lead it, while the other cannot stand those who cannot tolerate the chief policeman. The latter, with the support of the orderly Nano as well, is now in a position to acclimatize the entire party and adapt it to its own side. If it proves possible to create factions within the party, both groups will again seek other heads to put on the platter. For the origins of the Socialist Party’s clans lie not so much in anyone’s deviations from the program as in the thirst for a chair or a position within the party and, if it were to enter government, within the government as well. Although maleshëvizmi is active within this party, it does not cover all the contortions of its leaders. As far as this is concerned, it applies to the five and to someone who happened to escape the votes against them when the leadership’s self-confidence vote was held. But maleshëvizmi, if it acted against Xhelimë and may act against Hajdaraga, cannot justify the isolation of Dokles or Pellumbit.

This is the latest news from inside the PS leadership: one of the Socialist deputy chairmen is expected to resign in the coming days. In the PS, alongside the two main groupings—the fundamentalists and the reformers—there is now also a clan war within the conservative group. The expected resignation is thought to be connected precisely with the struggle among these clans. The resignation will surely be followed by the reasons for it, which, as can be understood, will have no connection whatsoever with the real reasons. Nevertheless, however the resignation is justified, it remains a heavy blow to the PS, especially when viewed in the context of recent events. So why is such a move happening? It is clear that the forces making this move necessary lie outside the political interests of ordinary PS members, who have not even the slightest idea what is going on in their party’s leadership. Meanwhile, it is learned that preparations are under way in the PS leadership to cushion the blow, which once again is coming from within. Kastriot Islami has been put at the head of the “shock-absorber” group; his ambitions to rise above his current position are becoming increasingly evident in the PS leadership. Whether Islami will be able to cushion the blow or will simply try to benefit as much as possible from it, the coming days will show. E.PALOKA

From the Berisha–Rugova meeting Yesterday at the Presidency, President of the Republic Sali Berisha received the President of Kosovo, Ibrahim Rugova. President Berisha congratulated him on receiving the peace prize in Denmark and described it as an expression of Danish public opinion’s appreciation of President Rugova’s efforts, and those of all the Albanians of Kosovo, to resolve their problem, as well as a contribution to the peace process in the region. President Rugova expressed to President Berisha his sorrow over the tragic incident at the supermarket in Tirana and, on this occasion, conveyed his deepest condolences to the victims’ families and wished the injured a speedy recovery. President Rugova congratulated him on the international institutions’ favorable assessments of the pace of reform in Albania and its achievements. The two presidents also discussed regional problems. In connection with the Kosovo issue, they reaffirmed the need to begin a Pristina–Belgrade dialogue in the presence of a third party as an indispensable way to resolve the Kosovo question.

This is a clear act of corruption, for which both Lesi and the people who favored him should answer.
