Kosovo, a major problem of the Balkan crisis
The President of the Republic, Sali Berisha, received the Austrian Foreign Minister, Dr. Benita Ferrero-Waldner, and the delegation she headed, as part of the official visit to Albania.
After assessing the very good bilateral cooperation relations established between the two countries, President Berisha said that Albania attaches special importance to their further development. He stressed that Austria, as a country influential within the European Union, has been and remains a strong supporter of Albania in its integration processes into European structures.
President Berisha pointed out to Minister Ferrero-Waldner that our country has achieved political, institutional and macroeconomic stability. The enthusiasm and mobilization of the country's active forces after the implementation of democratic and economic reforms remains high. He stressed that the liberalization of the economy and privatization have progressed at a satisfactory pace and have created conditions for increasing foreign investment in Albania. President Berisha noted that the Albanian government considers foreign investment a stimulating factor in the country's economic development process.
President Berisha stressed that the Balkan crisis centered on Kosovo remains the most acute problem for regional stability and beyond. Minister Anjeli, as ATSH writes, stressed that economic development and the growth of political stability in Albania are a very important fact in the Balkans, since Albania is the only factor of stability in this troubled region. She underlined the positive assessments by Austria and by European Union countries of the democratic and economic reform process in Albania. Speaking about developments in Kosovo, the Austrian Foreign Minister said that the Austrian government believes that a peaceful solution to the Kosovo issue is the only way.
Today Minister Anjeli begins her tour in Albania, the first by an Austrian foreign minister in our country since the return of political pluralism. During her stay in Tirana, she had a meeting with the Foreign Minister, Alfred Serreqi, and held expanded talks with the delegation she heads and the delegation of the Ministry of Foreign Affairs of the Republic of Albania, headed by the Foreign Minister. Minister Ferrero-Waldner also visited the city of Durrës yesterday at noon. According to ATSH, the Austrian Foreign Minister said that her country would invest more in Albania.

The visit of the President of the Hellenic Republic to Tirana, Kostis Stefanopoulos, has been intensively prepared with care and with special interest. Part of these preparations in our capital has also been the historic visit of the Greek president to Albania. For almost 50 years, bilateral relations were frozen. Not because the essential issues did not exist. On the contrary, they weighed heavily on bilateral relations. There are two main areas in which the so-called "time bombs" have accumulated in our relations with Greece. The first is linked to the issue of the Greek minority in our country, and the second to the Cham problems, which for a long time have been included in political and media debate and rhetoric in both countries. In different periods these problems have taken on certain dimensions and have affected not only bilateral relations, but also the region.
Today they have been significantly reduced, though not completely. This is not because the problems have been solved, but rather as a result of a more general climate of understanding and cooperation. The governments of the two countries, as well as Western chanceries, have preferred to impose a realistic debate on these problems. Thus benchmarks have also been created that will serve as the starting point for finding solutions.
Greek President Stefanopoulos will stay two days in Albania and will hold talks with Albanian authorities at various levels. He will then meet with the leaders of the political parties. These are fairly modest beginnings in the negotiations and discussions on those major issues that are still unresolved, but it is indisputable that in the last three or four years important steps have been taken between the two countries. Thanks to Western assistance in reforming the economy and its infrastructure, many of the traditional problems and concerns that until recently were part of bilateral relations have been removed. The process of liberalizing trade activity and, in general, communication between our two countries has begun.
It is also important that both peoples have understood that they cannot return to the Cold War. The Balkans and Europe, with which we are integrating, no longer allow such a thing. Developments in the last two or three years in Albania and Greece have made it possible, on the eve of this visit, for some of the most serious Albanian-Greek problems to be brought to the negotiating table. The most significant test was the one that the much-discussed war law passed successfully. Commentators on the progress of bilateral relations can also mention other positive steps in resolving the issue of Albanian pensions in Greece and the issue of emigration.
It is in the interest of both sides to intensify political dialogue. There are still many major unresolved issues in bilateral relations. The policy of EU member states and other Western partners encourages this. At the same time, bilateral relations must be freed from political and media use. Commentators on the course of Albanian-Greek relations need a calm discussion. The Greek President is expected to ask for peace in Tirana, not with dossiers and documentary files that retain the weight and tension of history, but with calm, patience and wisdom. Then, with realism. Albanian-Greek history has been intense and turbulent, with shadow and light. Let us leave it at that and look to the future. We are moving into Europe, with open files, but not expired ones [?].

He was first elected as a deputy of the "Radical Union" (ERE) party in Achaia.
Positioned within the currents of "neo-democracy," which merged with ERE in 1977, he was first elected as a deputy in Athens.
He began his career in the statements of EAS Greece in the years 1984-1985.
He is a man of great political reputation and a special political figure in Karamanlis's government as Minister of the Interior, of Social Welfare (Aug. 1974-Nov. 1976)
