Message from President Berisha. Dear parliamentarians, with the closing of the work of this legislature, one of the most important chapters of parliamentary life in post-dictatorial Albania has come to an end. The work of this legislature and the debate we conducted in it were often difficult. For more than 3 years parliament has been a forum where the activities of political parties and independents took place, where different ideas were freely expressed and where major and important issues of the country were seriously discussed. This would have been unimaginable for Albanians just three years ago. Overall, the parliament of this legislature is the first pluralist parliament of the last 3-4 decades. In contrast to the previous one, it had 13 political parties, which expressed themselves in it. This parliament, besides being an important political factor, for the first time in Albania also served by sanctifying a completely new institution in the country's life: parliament. In this parliament the anti-communist law was approved, independent political activity was legalized, and modern rules of parliamentary practice were established. This is the parliament that ratified the Constitution of Albania and also approved a series of important decisions for its implementation. It set a new course for the organization of state life, the separation of powers, and parliamentary oversight of the executive. During these years parliament has examined and approved a large number of laws and reforms touching almost every area of the country's life. These reforms made possible the creation of conditions for the functioning of the market economy, for the privatization of state property, for reform of the banking system, for the establishment of the legal order and for guaranteeing the fundamental freedoms and rights of citizens. Parliament has also played an important role in affirming Albania's western orientation and in strengthening its relations with friendly countries and international organizations. It has supported the country's European and Euro-Atlantic integration process. This parliament has carried out its historic duty with honor. [illegible text?]

Neue Zürcher Zeitung writes: It cannot be that the idea of human rights is based on the withdrawal of the state and, at the same time, the professor raised [?-] that the process is to let them go without punishment.
