President Berisha meets residents of Gramsh, Elbasan, Peqin and Rrogozhinë
- The Banja HPP, which the Austrian Government has undertaken to complete, will be finished
- Construction of water-supply systems, improvement of infrastructure, and reconstruction of schools and hospital centers
- Belsh—a municipality and an important tourist center
Today is better than yesterday, Dr. Berisha stressed at the electoral meeting organized in Gramsh, calling on the thousands present to believe in the path laid out by the PD and in the achievements of democracy.
The PD program is different and makes it entirely possible to increase prosperity in Albania, while creating further opportunities and freedom for people to be free citizens and individuals.
The foundation of material wealth, the tourism potential that will be created in Gramsh because of the position the town will occupy after the construction of the Banja hydroelectric plant, and many other economic resources are your property and security, President Berisha told the citizens of Gramsh. The Red Front, having consolidated itself as such a front, wants your votes to dismantle the achievements of democracy; therefore, I urge you to say no to it and to its dark mission.
In conclusion, President Berisha stated that the PD has the following main objectives for Gramsh and the surrounding area:
- Completion of the Banja HPP, which the Austrian Government has undertaken and will complete.
- Construction of water-supply systems, improvement of infrastructure, and reconstruction of schools and hospital centers.
- Seasonal employment in Italy and Greece.
Then the floor was taken by
Albania, one of the centers of the Kuçan commune, where President Berisha’s second stop was made.
The PD aims for the highest human values and sets out in its program a more realistic and Western-oriented alternative, Dr. Berisha said. For the farmers of Kuçan and all of Albania, it guarantees the opportunities created by the market economy and the PD program.
The PD will help farmers by improving the irrigation system and drainage system, subsidizing seeds, and providing intensive services for agricultural crops. We will maintain the highest price for wheat, and by making it competitive we will ensure that farmers increase their vital interest and
protect their work and production.
Then Dr. Berisha invited the voters of Kuçan and the entire electoral area to vote for
Prof. Dr. Kozma Tavanxhi, because by voting for him you are voting for democracy, for the PD, and for the safeguarding of democratic achievements in the future.
Gostina, scarred by communist persecution and repression, the “proud gateway of Sulovë,” sees the achievements of these four years as a strong foundation for moving forward with much greater confidence, Berisha said at the meeting with residents of this area. Our program, he said, aims to increase prosperity, and we base this on your work, on respect and trust in us, as well as on the substantial assistance we have secured from European and international states and institutions. Berisha promised the residents

Albanian emigrants in Greece, now protected

An urgent invitation, and Serreqi and Pangalos shake hands in Athens. As of yesterday, all Albanian emigrants in Greece have been legalized by the Greek government. This followed yesterday’s several-hour visit by Albania’s Foreign Minister, Alfred Serreqi, who, together with his Greek counterpart Pangalos, finalized the work of the two countries’ governments by reaching an agreement to legalize Albanian emigrants in Greece and an agreement to open consulates in Korçë and Thessaloniki, respectively.
A few hours after the agreements were signed, Albania’s Foreign Minister Alfred Serreqi said they demonstrated the support being given to the democratic government at an exceptionally important time. In the view of the head of Albanian diplomacy, Albanian-Greek relations have now entered a favorable path.
“Never before have we had diplomatic relations between the two countries”—the signing in March 1996 of the Treaty of Friendship and Cooperation between Albania and Greece, during the visit to Tirana by Greek President Stefanopulos, marked a new stage.
Senior Greek officials, for their part, gave a positive assessment of the agreements signed in Athens by Serreqi and Pangalos, describing them as strengthening relations between the two countries.
According to the Greek Foreign Ministry spokesman, Kostandin Bigas, the seasonal employment agreement will make it possible for Albanians to come and work legally in Greece.
Regarding the opening of consulates in Thessaloniki and Korçë, Bigas said they would help develop relations further by making things easier for citizens in both countries. The agreement on seasonal employment between the Republic of Albania and the Republic of Greece, signed by the respective heads of Greek and Albanian diplomacy, Pangalos and Serreqi, will make it possible to legalize tens of thousands of Albanian emigrants who are currently working in Greece. According to unofficial sources, their number is around 300,000; meanwhile, this agreement also gives the green light to sending Albanian workers with proper documentation for seasonal employment.
The conclusion of the two agreements mentioned above just one week before election day in Albania is a very positive sign for the PD, and once again demonstrates the sympathy and support this political force enjoys in the international arena. It also shows that the PD’s promises are not empty promises but are being fulfilled every day. Tirana and Athens have extended a hand of friendship to one another.

Britain is with the democratic winners
Brojka meets Barnett—Head of Eastern Adriatic at the British Foreign Office
“We are with you! We wish you victory!”—this is the statement Robin Barnett, Head of Eastern Adriatic at the British Foreign Office, made yesterday to Mr. Albert Brojka, Secretary for Foreign Relations of the PDSH.
He made an immediate visit to the PDSH Central Headquarters, accompanied by the British ambassador to Albania, Andrew Tesorie, to demonstrate once again British support for the winners of 26 May.
“You have achieved visible successes in the economic progress you are leading in Albania,” Mr. Barnett observed. “The infrastructure is being repaired, the municipalities are developing satisfactorily, and your economy has advanced by leaps and bounds,” he continued.
Mr. Barnett asked about the electoral platform and the campaign style being pursued by the PDSH. Responding to the Head of Eastern Adriatic’s questions about the PDSH’s priorities after its victory on 26 May, Mr. Brojka stated that the economic priority was to accelerate the pace of economic development, and that the foreign-policy priority was Albania’s full integration into Europe. “We will help the PD and Albania,” Barnett declared. “Britain will help and contribute to resolving the Kosovo issue through negotiations, because it regards the democratic government and its foreign policy as a factor of stability in the Balkans.”
Economic development, the free market, and freedom of movement—Barnett said these were the three basic principles on which the PDSH had worked extensively, work that had naturally borne fruit in the form of the overall support of the EC.
