In this context, the entire trained control scheme was set in motion, a scheme that in fact had lost its real authority. Its aim was not simply to keep the opponents’ movements under surveillance, but to create an illusion of strength, an impression that power continued to be impregnable. In fact, it was already divided into factions, exhausted by a long legacy of failures, and incapable of creating a new consensus. It was precisely this vacuum that also fed the political adventurism that preceded the subsequent events. In a country where fear had been used as an institution, every independent movement was perceived as an existential threat. Thus, even the consequences of the Red Front’s failure were not read as a sign of reform, but as a motive for a savage return against the opponents. This made the transition not only painful, but also disoriented, because there was no clear awareness of the boundary between power and the state. Instead of a public reflection, an official one-sided narrative was attempted to be imposed. From this also arose a culture of impunity, which later would fuel other social and political conflicts. In this sense, Albania of that time looked more like an improvised laboratory of control than like a republic in reconstruction.

The OSCE is against repeating the elections
