Today in Brussels, the leadership of the PDSh, represented by Mr. V. Vejsiu, secretary for foreign relations and chairman of the parliamentary group of the PDSh for relations with political parties in Europe, and Mr. Bela, member of the EDU secretariat and chairman of the Foreign Affairs Committee of the PDSh parliamentary group, will be at the session of the EDU secretariat’s soap[...] According to the formula put forward by officials of the PS, it seems that among the ranks of the EDU secretariat there will be a withdrawal of socialists and social-monetarists as early as the end of this year. mid-1996.

PS - crisis of candidacies

Presents candidates for mayor in Elbasan, Çerrik, Belsh and Gramsh The Socialist Party began presenting its candidates to the citizens of the Elbasan district only yesterday, and with considerable delay. This delay was the result of disagreements within the socialist and social-democratic election campaign, as well as the conclusion of the parliamentary session where the vote on the new government was being debated. Instead of presenting candidates for mayors and municipal councilors to the public, the citizens of Elbasan heard the first words about the new government and only afterward those of the mayoral candidates. In all yesterday's presentations in the towns of the Elbasan district, the left-wing mayoral candidates and the speeches delivered by campaign leaders were dominated by declarative rhetoric rather than concrete presentations. Thus, everyone now understands that the socialists, after only 17 months in government, do not even know how to talk about their own work. So, regardless of left-wing propaganda, citizens have clearly understood that the militants of this political force cannot bring real change in administrative leadership. In contrast, the right-wing candidates presented clearer and more concrete platforms for the citizens. (continued on page 6)

The CEC sets the limits for propaganda on RTSH

Position and opposition - equal time The decision to set out the means and the amount of airtime to be used for election propaganda on RTSH has found support among the political forces. Given the tight electoral timetable, the CEC has decided that the forces registered on the ballot will use the time made available to them equally. According to this decision, for subjects that will be presented separately, the time will be 0.2 seconds for every minute during the days 25/9/96 to 10/10/96 and 0.2 seconds for every minute during the days 10/10/96 to 19/10/96. Likewise, the CEC has decided that the total airtime for electoral subjects on RTSH will be distributed equally in the central news editions of TVSH and in the political and election program. The political forces registered in the elections, according to the share of votes won in the 1992 parliamentary elections, will have the right to obtain time in this distribution according to their respective percentages.
