Campaign financing in line with Albanian legislation
Let us win together
The Presidency responds to the complaint of the Socialist Party regarding the implementation by the Minister of Finance of the legal provision on state financing of the election campaign of political parties
The elections of 26 October are the most important political event for any people. Especially for the Albanians of Kosovo, these elections will matter not only for the election of a parliament or representatives in the councils of municipalities and communes, but for the establishment of state power, for the consolidation of economic and democratic reforms, for the rule of law and the fight against crime and corruption.
The smooth running and success of these elections is first and foremost in the most vital and long-term interests of Albania. To achieve this objective, a number of tasks stemming from the political programme and strategy of the democratic government must be fulfilled. Their implementation requires an atmosphere of calm, understanding, tolerance and democratic maturity, so that the right of every political party to present its alternatives to the electorate is as complete, impartial and effective as possible.
Within this framework, the regulation and discipline of state electoral financing takes on special importance as a guarantee of respect for the principle of equality among electoral subjects and as a means of avoiding the arbitrary use of public resources. This issue has been the subject of political and legal debate concerning the implementation of the relevant provisions by the Ministry of Finance.
In continuation of this, the Presidency has replied to the complaint of the Socialist Party, clarifying the interpretation of the legal provisions related to state financing of the election campaign. The full text of this position follows in the lower columns of the page.
